RESOLUTION # 2020-10  A Resolution of the Borough of Clarks Summit of the County of Lackawanna, Commonwealth of Pennsylvania, authorizing the Board of Commissioners of Lackawanna County to submit an application to the Pennsylvania Department of Community and Economic Development for funding, on behalf of Clarks Summit Borough in the amount of $63,705.00 through the Community Development Block Grant- Coronavirus (CDBG-CV) Program, as part of the Coronavirus, Aid, Relief, and Economic Security (CARES) Act [P.L.1 116-136), and further certifying compliance with the requirements of said program. WHEREAS, it is necessary and in the public interest that the Borough of Clarks Summit of the County of Lackawanna, Pennsylvania, receive funds from the Commonwealth through the Department of Community and Economic Development in accordance with the Community Development Block Grant- WHEREAS, the County of Lackawanna, has the legal authority and responsibility under Act 1791 to apply for Community Development Block Grant-Coronavirus funds in the amount of $63,705.00 on behalf of WHEREAS, the Borough of Clarks Summit of the County of Lackawanna, has undertaken community participation process including informational meetings, hearings and legal notices all ofwhich culminated int the prioritization of projects and development ofa Community Needs Assessment; and WHEREAS, the Borough of Clarks Summit of the County ofl Lackawanna, is familiar with the requirements WHEREAS, the Borough of Clarks Summit of the County of Lackawanna, Borough Council wishes to apply NOW, THEREFORE, BE IT RESOLVED by the Borough of Clarks Summit of the County of Lackawanna, that its Borough Council President, Germain Carey, is authorized to have prepared the necessary forms and documents to submit an application to the Department of Community and Economic Development for Community Development Block Grant-Coronavirus funds for the purposes aforesaid; and  Coronavirus Program; and  the Borough of Clarks Summit; and,  of the program as included in the Statement of Assurances; and  for said funds.  Activity Public Service Administration  Location Housing Stability Municipality' Wide Lackawanna County  Cost $59,883.00 $3,822.00  BE IT FURTHER RESOLVED, if CDBG-CV funds are determined by the Pennsylvania Department of Community and Economic Development to be expended on ineligible program costs or do not meet a    national objective, the Borough of Clarks Summit of the County of Lackawanna agrees to repay the BE IT FURTHER RESOLVED that the Community Needs Assessment developed in coordination with low and moderate individuals, interested organizations, non-profits and other interested parties through the citizen participation process and municipal information gathering is hereby adopted; and BE IT FURTHER RESOLVED that the Borough Council President of the Borough of Clarks Summit of the County oflackawanna, Borough Council is empowered to place her signature, on behalf oft the governing body, on necessary application forms and affix thereto the official seal of the Borough of Clarks Summit  proportion deemed ineligible from non-federal sources.  of the County of Lackawanna CERTIFICATION  The foregoing is at true and certain copy ofar resolution passed byt thel Borough Coupeikefthe Borough of Clarks Summit of the County of Lackawanna at the regular meeting held on theF dae 2020.
