This designation provides the added benefit of priority consideration under several DCED programs including the Keystone Communities Program. The designation also qualifies as a "distressed area" under the Neighborhood Assistance Program (NAP). The designation is effective immediately and wille end on April 30, 2029. (15) Mr. Fike requested a motion to adopt Resolution 24-13 Policy on Non-Discrimination in Programs Receiving Federal. Assistance from the United States Environmental Protection Agency (EPA) including meeting responsibilities under Title 40 of the Code of Federal Regulations (CFR) parts! 5and7. Thisi isa a requirement for the EPA grant for the WWTP generator project. Motion was made by Mayor (16) Mayor Baker started discussion regarding Country Fair and liquor licenses. John Beckman spoke COUNTRYFAIR on behalf of Country Fair stating that after the last meeting he feels there was no evidence of adverse impact on the community. He said he appreciated the communication and input from the community at DISCUSSION the last meeting and sees this as a positive for the community. He stated Country Fair looks forward to working with the community, renovating the store and continuing to be an asset and partner in every Mr. Hammond said he was under the impression Country Fair was trying to negotiate possible purchase of license from within Corry after the last meeting with two taverns saying they would like to sell their liçense. He asked if that was not available. Mr. Beckman responded that they did attempt to negotiate with both bar owners and those negotiations cannot be forced. Mr. Rankin offered above market rate with a decision time cap of 4 pm today. Hearing of the Public: Charles Gray, Impact Corry, advised that she has packets made and available to those interested regarding the relationship between the City of Corry and Impact Corry related to the trail project. She advised that she is responsive to people's concerns and they have met with council providing different ideas to address these concerns. She also advised that she is available to anyone who would like to reach Jim Taylor spoke regarding the crematorium and what hei feels to be an oversight on zoning article 301.3 and: said there was no board decision and nobody talked to the neighbors. He feels there is something Bill Wilt spoke on the trail project - het feels the City insuring it willl be a burden oni tax payers. He also said there were four wheelers yesterday, back and forth and he doesn't feel the police will be able to monitor Sam Piemme spoke on the trail project - he advised they have had things stolen, he can't sleepi in his camper anymore and there is no privacy anymore due to the people on thet trail. Everyone he has seen back there is riff raff. They have maintained the property for many years and doesn'tf feel others should Kim Spence spoke on the trail project - her child has been approached by people on the trail while in their backyard, they found aj pipe in their yard on their property which was turned over to the police. She also saw four wheelers on the trail yesterday. People are on the trail late at night and they don'tfeel comfortable with their kids in the yard. She advised they were not talked to about the trail until they HEARING OF THE PUBLIC out to her. that should be done to take this out of town due to health issues. the cameras that are said to bei installed. People also watch their daughters in the pool while on1 the trail. Julie Grice spoke on thei trail project -iti is an invasion or privacy and a safety issue due to dogs. People go back andi forth andi it makes them feel uncomfortable. She also feels the trail is pointless because Kierri Cox spoke on the trail project- - when advised on how they plan to police the trail, it sounds like most of the burden will be on the City Police, she was also advised there would be cameras and the City Police would watch them when they have time. She said they also have the dog issue like others and have had random people walking through their yard. She said she appreciates the rest oft the trail and what Chucki is trying to do - she, just doesn't want it in her back yard where people can look in her house. Rex Messenger commented on the 911 video that was played, he thinks it's an issue when he calls the doctor or the vet to get the dog groomed and they tell you to call 911. Mr. Maloney said that'sifiti is an emergency- - the videoi is to try to educate people on what an emergency is and when it's appropriate to Sarah Downey-Aravanis. spoke about 911 - she said when you are in an emergency: situation you are in a state of concern and might not always think of the next steps. She asked if there is training for the 911 operators sO they don't tell people to call the doctor. Mr. Maloney advised that once you call 911-1 they can'ts send you backwards and provided her with a paper copy oft the 911 advertisement. Sheri Taylor spoke on thet trail project- - she said she appreciates everyone's concerns about the trail and thinks if there was signage on trail etiquette at each end of thet trail, maybe people would be more Bill Wilt spoke again on the trail and his concerns with the point of the trail.
