Connellsville City Council Minutes July 12, 2016 This regular meeting of the Connellsville City Council was held this evening at 6:00 PM at City Hall, Connellsville, PA. Attending this meeting was Mayor Lincoln, Council members Keedy, Tzan, Karpiak and McIntire. Also attending was City Clerk Ohler and Solicitor' Witt. MAYOR LINCOLN: Police Department Report Mayor Lincoln requested Chief Hammerle stand at the podium for a discussion. Lincoln stated everyone should call 911 when they see something wrong happening at Yough Park. Chief Hammerle discussed the curfew and vandalism at Yough Park. He stated they just brought someone in, after reviewing video footage, from starting the fire in the restroom. Hammerle stated half were juveniles and half young adults. Hammerle also stated when they have a good foundation on someone over something bad they had done, "Why not write them a letter telling them they are no longer allowed on City property. If we catch them back on our property, we can charge them with trespassing." Solicitor Witt explained the legal standpoint of a curfew. Chief Hammerle stressed when someone sees something happening at Yough Park, call 911. He noted they are running from call to call to call and it may be 4 hours before they make it Counciwoman Tzan asked if the City can send out letters to the neighbors to watch and call Chief Hammerle suggested something be put in the paper and the City clear the brush out at the park so they have a clear view there. He questioned Hammerle if he recommends handling the vandalism by using his (Hammerle) idea or the Curfew Resolution. Chief Hammerle stated he feels it's best to keep the vandals off the property. Counciwoman Tzan questioned the No Loitering signs. Chief Hammerle questioned what you are considering loitering because when you go to a park you are there to hang out. He explained disorderly conduct VS. loitering. Hammerle reiterated Councilman Karpiak questioned if the City can charge someone when the call the police to be a adding more security cameras and use his idea to weed to vandals out. He added that Superior Mulch will take branches and yard trimmings. Currey added burning is Monday through Friday from 1 PM until 9 PM, Saturday 9 AM until 9 PM and no Councilman Mcintire requested no-one leave stagnate water on their properties.
