CLARKS GREEN BOROUGH SPECIAL COUNCIL MINUTES FEBRUARY 28, 2022 CALL TO ORDER: President Rinaldi called the meeting of the Clarks Green Council to order at ROLL CALL: Secretary Culbertson conducted roll call. The following were present: Mr. Egan, Mr. 7:00 p.m. with the Pledge of Allegiance. Toms, Ms. Igoe, Mr. Williams, Mr. Curran, Mr. Rinaldi and Mayor Barrasse. ABSENT: Ms. Wanchisen and Solicitor Weinschenk. VISITORS: No visitors attended the meeting. PUBLIC COMMENT: Mayor Barrasse noted this meeting could have been scheduled on Wednesday, March 2nd at 6:45 P.M. so he wouldn't have to be troubled for another meeting ifthe February 16, 2022 was recessed saving advertising costs brought on by his veto. Mayor Barrasse told Council he has been thinking about the proposed borough manager position and after speaking with a few residents, all of the previous Council members including existing members that all options should be explored before hiring a full-time borough manager. Mayor Barrasse reminded Council that is why he vetoed the 2022 amended Budget. Mayor Barrasse talked about the large surpluses in the borough revenue noting the federal funding added to this surplus approximately $73,000 and if you subtract the $45,000 expense for the borough manager this Borough will be running at a deficient. Mayor Barrasse stated the primary focus should be filling the open positions in the DPW giving his opinion that he feels wages will most likely need to be increased in order to attract and retain the laborers. Mayor Barrasse stated we cannot increase our real estate tax base since he believes there will be no more commercial or residential development in the future. Mayor Barrasse claimed he is not against a full- time borough manager but can't understand why it is SO important now since it had never been mention once when he was in charge at a budget meeting or a council meeting in 2020 and 2021. Mayor Barrasse stated his opinion that any proposed. job can be incorporated with our existing employee staff. MOTION: Mr. Rinaldi entertained a motion to override the Mayor's veto of Clarks Green's Borough 2022 Amended Budget. Mr. Egan motioned, seconded by Ms. Igoe. Mr. Egan, Ms. Igoe, Mr. Toms, Mr. Curran and Mr. Rinaldi voted in favor. Mr. Williams voted no. Mr. Rinaldi announced the veto is MOTION FOR ADJOURNMENT: Mr. Rinaldi entertained the motion to adjourn the meeting. Mr. Egan motioned to adjourn the meeting at 7:10 P.M., seconded by Mr. Curran.
