CLARKS GREEN BOROUGH COUNCIL MINUTES DECEMBER21, 2022 CALLTO ORDER: President Rinaldi called the meeting oft the Clarks Green Council to order at 7:05 ROLL CALL: Secretary Culbertson conducted roll call. The following were present: Mr. Egan, Mr. Toms, Ms. Igoe, Mr. Rinaldi and Mayor Barrasse via phone were present. Mr. Curranjoined the meeting P.M. with the Pledge of Allegiance. approximately 7:15PM via phone. ABSENT: Mr. Williams and Ms. Wanchisen. VISITORS: CSPD ChiefYarns, Ben Freda, Abington Journal, George Parker, Clarks Green Zoning officer, Terry Rose, Scott, Mari and Julie Tinkleman, Mary Anne Lucas, Marianne Rooney, Dorian APPROVAL OF MINUTES: President Rinaldi entertained the motion to accept the minutes oft the November 16, 2022 Council meeting. Ms. Igoe motioned, seconded by Mr. Toms. Ms. Igoe, Mr. Toms, PUBLIC COMMENT: Mary Anne Lucas, 102 Pineview Circle addressed Council on behalfofh her neighbors about the recent dog attacks in the Green Hills Development expressing the neighborhood's concerns about dangerous dogs residing at 112 Squirrel Run. Ms. Lucas described the history oft these aggressive dogs noting they have now killed two family pets and menaced neighbors walking or jogging. The neighbors believes something needs to be done to protect pets and children in this neighborhood suggesting resident safety requires enforcement of dog laws intended to prevent animal attacks. All residents in attendance voiced the same concerns. Ms. Lucus additionally read a letter to Council from Christman and also provided al letter sent to the Dog Warden regarding the pet death from October 2021. POLICE REPORT: CSPD Chief Yarns briefly reviewed the monthly police report. Chief Yarns took the opportunity to address the dog complaints at 112 Squirrel Run. Chief Yarns stated the Clarks Summit Police Department were never notified of the dog complaints. A brief discussion took place concerning the activities of the Dog Warden in investigating the attacks. Residents and Council expressed their MAYOR'S REPORT: Mayor Barrasse express his concern over the recent pet incident as a tragedy and TREASURER'S REPORT AND BILL APPROVAL: Mr. Rinaldi reviewed the distributed Budget VS. Actual comparing balances to last month and last year. The Treasurer's report was presented by Mr. Butovich, Helene Magnotta and Brian Tully. Mr. Egan, Mr. Curran and Mr. Rinaldi voted in favor. dissatisfaction concerning the dog warden's s activities. asked for this to be rectified. Mayor Barrasse wished everyone a Merry Christmas. RESOLUTION No. 5 of2022 Borough of Clarks Green Lackawanna County, Pennsylvania TRANSFER TAXI FOR THE YEAR 2023 ARESOLUTION ESTABLISHING THE REAL ESTATE1 TAX MILLAGE, WAGET TAX, LOCAL SERVICESTAX, AND REALTY BE IT RESOLVED, by the Borough Council of the Borough of Clarks Green that the Real Estate Tax millage for the calendar year 2023 be established at fifteen (15) mills for each dollar ofassessed value or the sum of$1.50 on each one hundred dollars of assessed valuation, and establishing the Wage Tax at one-halfofo one percent (0.5%), the Local Services Tax at fifty-two dollars ($52.00), and Real Estate TransferTax: at one percent (1%) for the calendar year 2023. RESOLUTION No. 6of2022 Borough of Clarks Green Lackawanna County, Pennsylvania FOR THE BOROUGH A RESOLUTION APPROVING A FIRE PROTECTION AGREEMENT WHEREAS, Section 1202(35) oft the Borough Code (8. Pa. C.S.A. $ 101, et seq.) provides that the Borough may enter into contracts for the purpose of providing fire protection services for the Borough; and WHEREAS, the Borough desires to designate THE CLARKS SUMMIT FIRE COMPANY NO. 1,INC. WHEREAS, The Clarks Summit Fire Company No. 1, Inc. is equipped to furnish reasonable fire to provide fire protection services to the Borough and its residents; and protection servicest to the Borough and its residents. NOW THEREFORE, BEI ITI RESOLVED, that the Clarks Green Borough Council hereby approves the Borough entering into a Fire Protection Agreement with The Clarks Summit Fire Company No. 1, Inc., substantially in the form attached to this Resolution for a three (3)year period beginning on. Mr. Rinaldi stated a meeting was. held with the Borough engineers in establishing an improvement plan along with preparing the proposed Covid 19 ARPA: PA Small Water and Sewer Grant application with a total project cost of $462,735. Mr. Rinaldi entertained a motion approving Resolution No. 7 of2022 for the submission of the grant application under the Covid 19 ARPAPA: Small Water and Sewer Grant in amount of $462,735 along with the Resolution No. 7 certification by the Borough Secretary. Mr. Rinaldi introduced the Council Meeting Schedule for 2023 and asked for a motion to advertise Council meetings on the third Wednesday of each month in 2023 and work sessions for the first Monday of each month beginning in February 2023. Mr. Egan motioned, seconded by Ms. Igoe. Mr. Curran, Ms. Igoe, Mr. Toms, Mr. Egan, and Mr. Rinaldi voted in favor. Mr. Rinaldi told Council at the last work session wages for employees were discussed along with potential bonuses for their performance in 2022. Mr. Rinaldi entertained a motion to set the 2023 wages for the Borough employees: Ken Hiller DPW laborer at an hourly rate of $22 per hour, Tom Worobey laborer at an hourly rate of $20 per hour, Ken Lynch laborer at an hourly rate of$19 per hour, George Parker, Code Enforcement Officer at an hourly rate of$26 per hour and Paula Thompson, Assistant Secretary/Treasurer at an hourly rate of$16.50 per hour. Ms. Igoe motioned, seconded by Mr. Egan. Mr. Curran, Mr. Egan, Ms. Igoe, Mr. Toms and Mr. Rinaldi votedi in favor. Mr. Curran motioned to approve the 2022 employee bonuses: Ken Hiller and Tom Worobey $250, Ken Lynch, Paula Thompson and George Parker $100 each and Joanne Culbertson in the amount of $1,000, seconded by Ms. Igoe.
