CLARKS GREEN BOROUGH COUNCIL MNUTES MAY17,2023 CALL TO ORDER: President Rinaldi called the meeting ofthe Clarks Green Council to order at 7:02 P.M. with ROLL CALL: Secretary Culbertson conducted roll call. The following were present: Mr. Egan, Mr. Nealon, Mr. the Pledge of Allegiance. Toms, Mr. Williams, Mr. Curran, Mr. Rinaldi, and Solicitor Weinschenk were present. ABSENT: Ms. Igoe and Mayor Barrasse. Robert Naegele, Borough Engineer. VISITORS: CSPD ChiefYarns, Matt Murnin, Jay Miller, Tim Rowland from the Clarks Summit Fire Co. and APPROVAL OF MINUTES: President Rinaldi entertained the motion to accept the minutes of the April 19, 2023 Council meeting. Mr. Williams motioned, seconded by Mr. Egan. Mr. Williams, Mr. Toms, Mr. Nealon, Mr. Egan, Mr. Curran and Mr. Rinaldi voted ini favor. PUBLIC COMMENT: No public comment. POLICE REPORT: CSPD ChiefYarns reviewed the monthly police report. ChiefYarns told Council a resident was cited fora allowing aj pit bull to run at large int the Borough. ChiefYarns reported he has received complaints on a side street in the Borough. Currently, iti is being investigated along with a speed study noting he did not want CLARKSSUMMIT FIRE CO.: Matt Murnin, Jay Miller, Tim Rowland updated Council on the Emergency Medical Services (EMS). They proceeded to inform Council the Pennsylvania Ambulance LLC had acquired Commonwealth Health Emergency Medical Services noting its services will continue without disruption but had left a void making us develop a program to pay some ofour members to run on EMS calls. Right now, we are doing 9 to 5 five (5) days a week and we are hoping to add two (2) more full-time EMS personnel to make it six (6) days a week, twelve (12) hours a day and the off hours planning on supplementing with (paid) volunteers. ChiefMiller stated it's hard getting volunteers in the daytime so we are paying a staffing agency. They stated the legislature needs to make some changes to the way volunteers are funded. Costs are constantly increasing and the health insurance companies are not covering the risk. They told Council they came to the meeting tonight to inform the community of the issue and encourage proactive steps needed or could become a disaster. Mr. Rinaldi asked ifthere is a report that can provide the community on the average number of EMS calls initiating from Clarks Green. They stated the information will bei forwarded. Mr. Rinaldi thanked them for the updates and MAYOR'S REPORT: Mr. Egan provided the Mayor's report reminding everyone about the upcoming TREASURER'S REPORT AND BILL. APPROVAL: Mr. Rinaldi reviewed the distributed Budget VS. Actual comparing balances to last month and last year. The Treasurer's report was presented by Mr. Rinaldi and filed for to state the name ofthe street. assured the Borough will do it's part. Memorial Day parade asking for participation. audit. Mr. Curran motioned, seconded by Mr. Toms. Mr. Toms, Mr. Curran, Mr. Nealon, Mr. Williams, Mr. Egan and Mr. Rinaldi 2023 PAVING PROJECT: Bob Naegele, Borough Engineer addressed Council on the American Water Company'si main replacement project at Evans and Clark Street, part of Glenburn Rd. andi Main Street stating the Borough has been receiving notification by a complex PA1 Call Ticket scheduling a meeting at the specific sites with the utility companies involved along with municipalities officials. These meetings are meant to clear the air between all the utilities, contractors and municpaltesifconcems or problems exist. Mr. Rinaldi talked about the work being done at Evans St. since there is a grant application pending that included this street and questioned, "how will this affect our grant application?" Mr. Naegele stated Ithink in most cases, they are somewhat accommodating as long as it isi in the general area, ifyou are not changing the whole scope oft the grant application but provided no clear indication of the utility project. Mr. Naegele reported to Council the Greenbrier Drive stormwater project has been surveyed, design and construction plans for the project have been prepared and distributed three (3) sets of mapping for Councils' review but has not completed the bid package while lamenting how politicians want the work done during election years. Mr. Naegele told Council the bid documents should MOTIONS: Mr. Rinaldi told Council last year Clarks Green Borough donated $800 to the Rotary ofthe Abington's for the 4th ofJuly Fireworks display. Mr. Williams motioned to donate $800 to the Rotary of the Abington for the 4th ofJuly Fireworks display, seconded by Mr. Nealon. Mr. Egan, Mr. Toms, Mr. Nealon, Mr. OTHER BUSINESS: Mr. Rinaldi told Council the trash/recycling contract with GFL will be expiring March 31, 2024. Recently, Clarks Summit's contract expired and their new proposed contract increased approximately seventy-two (72) percent noting this was the only proposal received. Mr. Rinaldi questioned whether it was possible to approach GFL and possibly negotiate an extension. Mr. Rinaldi felt the Borough has some leverage since the residents had been overcharged when they converted the invoices from County Waste to GFL Environmental last April. Mr. Rinaldi told Council he feels it is worth exploring considering other municipalities increases in refuse/recycling services. Solicitor Weinschenk told Council he will review the current contract and research on whether or not it is legal to negotiate an extension. Mr. Nealon told Council he has been getting calls fort the Borough to have a clean-up day which residents can put anything out for garbage pickup. The Solicitor stated the GFL Environmental contract has unlimited bulk waste pickup noting items with freon needs to be tagged that the freon has been removed and there is no charge for pick up. Mr. Rinaldi informed Council the Borough has been receiving complaints concerning the grounds at 100 Squirrel Run noting the resident has been incarcerated and faces another set of charges. Mr. Rinaldi reported the Zoning Officer, Mr. Parker will be sending MOTION FOR. ADJOURNMENT: Mr. Rinaldi entertained the motion to adjourn the meeting.
