CASTLE SHANNON BOROUGH MINUTES OF REGULAR MIEETING October 25, 2021 The following elected officials were present: M. Heckmann; M. Randazzo; R. Astor; N. Kovach; W. Oates; J. Maloney; D. Baumgarten; E. O'Malley. The following appointed officials were present: D. Biondo, Solicitor; Police ChiefK. Truver; P. Vietmeier, Codes Official; K. Stringent, Borough Manager. Elected Official D. Swisher, and Junior Council Representative A. Lyda were absent. Mr. Bill Weber, Court Reporter was present to take detailed minutes ofthe conditional use The minutes ofthe October 11,2021 Council Meeting were presented. Ms. Randazzo motioned to public hearings. approve the minutes; Mr. Maloney seconded; all: in favor; motion carried. Public Comment - Agenda items: No comments were received. Public Hearing: Mr. Heckmann opened the continued conditional use hearing for the WetGo to be situated at the corner of Rt. 88 and 6th Street, the current site of Calabria's Restaurant. Mr. Weber swore in Chuck Stewart of Giant Eagle Inc. Mr. Stewart stated this hearing was continued pending further plan review. Hea acknowledgedi I receipt ofthe comments! letter from Lennon, Smith, Souleret Engineering, Inc.; a1 response letter was sent on October 13, 2021. Mr. Stewart's team is working through the recommendation for the consolidation plan and the preliminary final land Mr. Heckmann asked if there were any changes to the plan in light of the comments letter. Mr. Stewart stated that there was one parking spaceremoved to increase the traffic buffer area. Council was made aware of a request for a waiver regarding sidewalks. Mr. Stewart explained the site depth is insufficient for sidewalks and an appropriate buffer zone. Excavation of the rear of the site is not recommended by the geotechnical report. In the interest ofsafety, Giant Eagle is asking Mr. Heckmann proposed continuing the conditional use hearing until the November gth Council meeting in order to allow morei time for Council toi review thei recommendations ofLennon, Smith, Souleret Engineering, Inc. and for Mr. Biondo, Ms. Stringent, and Mr. Vietmeier to review conditions and make recommendations. Mr. Oates motioned to continue the hearing until the November gth Council meeting. Council Committee Reports: Public Relations/Communications Mr. Heckmann thanked residents and colleagues who participated in the Community Conversation: Park Improvements and Wayfinding meeting, held on October 20th at the Library. For those that were unable to attend, ai recording oft the meeting has been uploaded to YouTube; please see the Borough website for the link. The conversation about Parks and Wayfinding will be continuing in the coming months. 1 Building & Grounds/Public Works = Mr. Maloney reported that leaf cleanup at the parks is starting right away and at apartment buildings next week. Also next week, thel Public Works crew will begin checking and readying snowi removal equipment. Salt supply is reported tol be sufficient Public Safety/Fire: Mr. Astor reported that Fire ChiefBill Reffner brought firefighting apparatus to the Halloween parade at the Library. The kids had a great time and the Fire Department's continued participation in community events is appreciated. Chief Reffner indicated that the Fire Police officers were also present at the parade at the Library, including Castle Shannon's newest Mr. Heckmann reported on the Amen Corner Law Enforcement Luncheon that recognizes the excellent service and bravery of officers in the field. Two Castle Shannon officers, Officer Dan Janeda and Lieutenant David Lane, were recognized for their response to an incident in Mt. Lebanon over the summer. Lieutenant Lanel has been recognized by the Amen Corner organization Finance: Mr. Astor made a motion to accept the Finance Report and Check Registers; Ms. The Budget Committee will meet as soon as Ms. Stringent has completed the first draft of the Community Activities/Planning & Codes: Ms. Kovach reported no upcoming activities. Mr. Vietmeier attended the Pennsylvania Building Officials Conference last week, and reports that PennBOC is adopting the 2018 International Code Council building codes; full adoption is anticipated by mid-February. Mr. Vietmeier received training at the conference regarding Ms. Kovach inquired about the anticipated opening date of Anthos at 3803 Willow. Avenue; Mr. Vietmeier noted that getting sufficient electricity to the building to operate new, commercial-grade equipment has been a struggle, but the contractor was able to install heavier wires in the conduits recently. Mr. Astor said that some very large equipment had been delivered recently - traffic was intermittently blocked SO the items could be taken in to the building through the front door. Mr. Astor reported on the Fall Saw Mill Run Stream Cleanup event on October 231d, held in conjunction with the Watersheds of South Pittsburgh organization. Approximately 12 = 15 volunteers attended and pulled debris from the stream, at least half a dump truck's worth. Mr. Astor noted that stream cleanup efforts have made a difference, as there seems tol bel less litter and trash that would otherwise wash downstream, and large pieces are: nowi rare. The majority of what Mr. Astor went on to say that it's getting better every year, which is ai testament to the people in the area being more aware of the effects oft trash and litter on our waterways and their efforts to for the upcoming winter. Library - Ms. Randazzo stated that the Library Board met Thursday, October 21st. Prior to the meeting' s start, candidates to fill vacant Board positions were interviewed. Ms. Randazzo is pleased to report that the Board approved the appointment oft two candidates - Diane Fabry, of 1030 Hastie Rd. and Jennifer Shushnar, of 850 Baldwin St. The Library Board looks forward to The Board met later ini the month than usual, sO the next meeting is scheduled for December 2, The Board approved a $25.00 donation to the Fire Department's! Light Up Night, to be held on Library Director Heather Myrah attended the retirement party for Marilyn Jenkins of Allegheny County Library Association and reported to Ms. Randazzo that it was a great event. The Allegheny County Library Association's budget is in the works; Ms. Randazzo reports that the formula for determining funding has changed, meaning funding for the Library will be harder The "Trunk or Treat" event and Halloween parade went very well. The Children'sl Librarian, Miss Amber, held the festivities before the parade this year and this change was very well received. Mr. Heckmann thanked Representative Dan Miller and Senator Wayne Fontana for their attendance MRTSA - Mr. Heckmann stated MRTSA is also drafting their budget for the coming year. SHACOG - Mayor Baumgarten, Chief Truver, and Ms. Stringent attended the annual dininer on Thursday, October 21st. Police Pension = Mr. Heckmann reported that the recently approved submission of the 2022 Minimum Municipal Obligation Worksheet for the Police Pension Fund wasi revised to reflect the hiring ofOfficer Alexa Siweckyj. Ms. Kovach motioned to approve the revised MMO Worksheet. Manager's Report: Ms. Stringent presented Resolution #704, Phase II Consent Order and Agreement with. Allegheny County Health Department. The Borough engineer has reviewed and briefed Council on Phase II and improvement projects under consideration. Also within the Agreement is the Manager's Certification, confirming that #704 is the original Resolution and original signatures on the Consent Order. Mr. Astor motioned to approve Resolution #704 and authorize Ms. Stringent to execute the Manager's Certification. Mr. Oates seconded; all: in favor; Ms. Randazzo seconded; all in favor; motion carried. motion carried. 3 Mr. Biondo reported that the Borough Solicitor is asked to sign the. Agreement, but, as he is also employed by Allegheny County, this presents a conflict. Mr. Biondo notified Council of the conflict and requested a Waiver of Conflict. Mr. Biondo has not done any work for Allegheny County on this Agreement. Council supports the waiver and thanked Mr. Biondo for the Ms. Stringent reports that three proposals were received for the emergency repairs on Sleepy Hollow Road and Columbia to the sanitary sewer manhole and the surrounding roadways. Soli Construction, Jet Jack, and Facchiano Construction bid on the repairs. Lennon, Smith, Souleret Engineering, Inc. reviewed the proposals and recommended moving forward with Soli Construction for $34,400 and time and materials. Council accepted the recommendation and noted that if further repairs are needed the price may increase. Ms. Kovach motioned to approve awarding the contract for emergency repairs to Soli Construction. Mr. Astor seconded; all: in favor; Mayor's Report - Mayor Baumgarten expressed that when all of the officers who responded to the Gilkeson Rd. incident were on stage together at the Amen Corner luncheon, it was very impressive and moving. The nature of the situation was very dangerous, and the officers showed exceptional bravery. Thel Mayor noted that hel has known Lt. O'Brien ofMt. Lebanon since he was al baby, and is very proud ofhim. Mr. Baumgarten expressed regret ati missing the Halloween event at the Library. He missed the event due to the birth ofhis fourth greal-granddaughter. Planning Commission - Council is in receipt oft the approved Meeting Minutes from September Keystone Oaks: Mr. Maloney reported that the "Trunk or Treat" event to benefit the PFO went notification. motion carried. 20, 2021. very well, and the PFO: is looking forward to doing it again. Public Comment Period - Bob Sutton, Castle Shannon Volunteer Fire Department President - Mr. Sutton extended a personal thank you to Council for their financial support of the Fire Department this year. Mr. Sutton expressed gratitude to Council: members on behalfofthe Fire Department as well, and looks Mr. Heckmann thanked the Fire Department ini return for providing the site for a permanent glass recycling container. Staff member Krista Mosher has been working with the Pennsylvania Resources Council to secure the container for Castle Shannon, and the area provided by the Fire Department is key to the success of this new program. Mr. Heckmann noted that the container should be in place before winter once signage and line striping concerns have been addressed. Other Business - Mr. Heckmann stated that Council is currently drafting a response to the forward to working together in the future. question regarding the fees associated with the Urban Agriculture ordinance. 4 Mr. Heckmann added that Election Day is soon upon us and encourages voters to exercise their right to do SO. Representative Miller is writing a letter of support for a grant thel Firel Department is applying for and! Ms. Larkin has been in touch with ChiefBill Reffner. Ms. Larkin and Representative Miller are looking forward to working with Ms. Stringent, and would like to: meet to discuss how to best help Castle Shannon be successful in its endeavors. Ms. Kovach extended an invitation to Ms. Stringent to attend the next Castle Shannon Revitalization Corporation meeting.
