Berney seconded. The motion passed with all in favor. Discussion and possible action to advertise the 2019 General, Sewer, Liquid Fuels, Capital Improvement and  Refuse. Fund. Discussion and possible action to ratify Note Counsel advertising an appropriate Notice for the Debt Ordinance to bec considered on November 27i in accordance with requirements oft the Local Government Unit Debt Act. Brath provided Council with her monthly report 8) PARKS & RECREATION- Twiford Twiford provided the monthly report. Discussion of Gavin. Davis Eagle Scout. Project ofthe project and allowed him to proceed. Discussion and possible on the tree request by. Jimi Nolte  Borough Council heard aj presentation, from Gavin Davis regarding his Eagle Scout project. Council was inj favor  Twiford made a motion to approve the tree request. Snell-Zarcone seconded, the motion passed with all inj favor. Discussion and possible action to approve Dustin Chapman toj fill thei Recreation Commission vacant, position Twiford made a motion to approve. Snell-Zarcone. seconded. The motion passed with alli inj favor.  9) PLANNING & ZONING- Guerin Guerin provided the monthly report. 10) PUBLIC WORKS- Snell-Zarcone  Snell-Zarcone asked the engineer to provide his monthly report. He detailed each action item.  1. Recommend approval of Application, for Payment No. 3for the 2018 Paving. Project in thes amount of Snell-Zarcone made motion to approve, Guerin seconded. The motion passed with all in favor.  $231,127.90 to E.K. Services, Inc.  2. Recommend approval ofApplication) for Payment No. 3fort the. 2018. Storm Sewer Rehabilitation. Project in Snell-Zarcone made ai motion to approve. Williard seconded. Thei motion passed with all in favor. 3. Recommend approval ofApplicationy for Payment No.. 2j for the Willow Park. Stream Improvements. Project  the amount of$178,854.37 to. MacMor Construction, Inc.  in the amount of$79,470 to Flyway Excavating, Inc.  Snell-Zarcone made ai motion to approve. Twifords seconded, the motion passed with alli inj favor.    10) BOROUGHISCHOOL DISTRICT  Guerin informed Council there would be ai Borough/School District meeting on. Friday, November. 30h.  COMMENTS FROM COUNCIL PUBLIC COMMENT  None  Jennifer.
