Setting the property tax levy is an annual part oft the budget process. As provided by Initiative 747, passed by Washington voters in 2001, ifthe value of thei implicit price deflator (IPD) (a measure ofinflation) is 1% or more, property tax levies can increase by a maximum of 1%. Ifthe IPDi is less than 1%, jurisdictions, which wish to raise their property tax levies by the maximum 1%, must pass a resolution The 2016. Adopted Budget and the modifications now proposed to Council include al 1.0% increase in the dollar amount collected (plus charges on new construction). In order to levy this dollar amount, the City must declare substantial need. Many culverts in deep fill sections were originally constructed in the 1960's and 1970's using concrete pipe or corrugated metal pipe. For example, thel District does not have ar roadside mower, and accordingly the District desires the City toj perform roadside mowing services fort the District. SEWER PRE-DESIGN STUDY PROFESSIONAL SERVICES AGREEMENT AMENDMENT, AB 15-163 The General Sewer Plan identified future sewer capacity issues related to pump stations and associated force mains and recommends additional studies be conducted. A budget amendment ini the amount of$60,000 and authority to move: forward with the pre-design study work was approved by City Council at their 9/8/15 meeting. The scope of work includes a focused sewer study to address conveyance, under-capacity, and pump station reliability issues at thel New Brooklyn and Lynwood Center basins. The original design Agreement was approved on October 14,2015 for $29,750.00. Following execution of the original Agreement, the Consultant began working immediately on data collection for analysis ofthel New Brooklyn and Lynwood sewer basins. Amendment No. 1 includes analyzing alternatives based on data collected from Phase 1.The proposed alternatives willl be conceptually evaluated to identify potential short and long-term capital projects intendedt to increase the capacity and reliability ofthe collection systems for both basins. The Alternatives Evaluation Report is anticipated tol be completed in December 2015 and returning to City Council in. January 2016. REVIEW UPCOMING COUNCIL MEETING AGENDAS City Manager Schulze reviewed the upcoming agenda for November 3. Mayor Blair requested al brief presentation be added to the November 3 agenda concerning a regional stormwater monitoring program on mussel deployment on Bainbridge Island. City Manager Schulze reviewed the upcoming meeting calendar. He pointed out because the Council has gone to two meetings a month; it would work best if we presented agenda items in thei regular business-meeting format. He asked Council how they would prefert to handle public comment on new business items given that those items would normally come forward at a study session. 7 REGULAR CITY COUNCIL BUSINESS MEETING TUESDAY, OCTOBER 27,2015 He suggested meeting rules be modified to allow public comment on new business items. There was consensus to list new business items first on the agenda. It was suggested that a press release be prepared to let folks know about the change. Councilmember Tollefson suggested adding a discussion regarding the potential oftwo meetings ar month to thel December 8 agenda. Councilmember Bonkowski suggested adding a Council discussion regarding transportation issues tot thel November 17 agenda.
