BOROUGH OF BRIDGEVILLE COUNCIL MEETING MINUTES Monday, February 12, 2024 7:00 PM The meeting was. held within Council Chamrbers at the Bridgeville Borough Building, 425 Bower Hill Road and virtually livestreamed ont the website www.zoom.us. Council President. Joseph Verduci led a moment of silence for the recently departed members of our community and those serving in the military. ROLLCALL Roll was called at 7:00 PM with the following present: Council President Joseph Verduci Council Vice-President Bruce Ghelarducci Councilwoman Justine Cimarolli Councilman Jason Ferri Councilman Shane Franchick Councilman William Henderson Councilman Jason Sarasnick Mayor Betty Copeland, Solicitor Thomas McDermott, Assistant Fire ChiefBob Siegwarth, Chiefof Police Chad King, EMS Chief Dan Miller, Borough Engineer John Hyle, and Borough Manager Joseph Kauer Absent: None. EXECUTIVE SESSION: Mr. Verduci stated that Council met in Executive Session prior to the start oft the meeting to discuss a legal matter. COMMENTS FROM THE FLOOR: Mr. Bob Fryer, 508 Hunters Path, South Fayette Township, asked the Borough Council to not adopt the new Comprehensive Plan for the Borough, citing that it does not solve the traffic problems in Bridgeville. Het then showed plans hej prepared to improve traffic congestion in the region. Mr. Fryer also pointed out flaws with the proposed north end redevelopment concept plan that is included in the new Comprehensive Plan. Mr. Mike Tolmer, member of the Planning Commission who was: in the audience, stated that the north end concept plan is a concept and not an engineered drawing for construction. BUSINESS 1. Presentation by the Borough Engineer on aj plan to eliminate sewer overflows under typical year and two-year design storm conditions at four SSO overflow locations in the C-53-10 sewer-shed (McLaughlin Run Multi-Municipa Sanitary Trunk Sewer that is owned and operated by. Bridgeville, Upper St. Clair and. Bethel Park that is to be transferred to ALCOSAN.) The presentation slides (six pages) are attached to the minutes, identified as "Exhibit 1". 2. An motion to approve selection of] McLaughlin Run Alternative #7 as the preferred alternative to use in the joint multi-municipal SSOEP Report as recommended by the Council Minutes February 12, 2024-7:00p.m. Page2 Borough Engineer was made by Mr. Ghelarducci, seconded by Mr. Sarasnick; motion 3. An motion to approve the January 2, 2024, Regular Meeting Minutes was made by Ms. Cimarolli, seconded by Mr. Ghelarducci; Mr. Ghelarducci made aj point of correction noting that the newi members of Council did not vote on the Decémber Meeting Minutes. The Manager stated that he will correct the minutes. Motion to adopt the minutes as corrected; 4. Ar motion to approve the February 2024 Bill List was made by Mr. Ghelarducci, seconded by Mr. Sarasnick; Ms. Cimarolli questioned the salt order that is on the bill list. The Borough Manager stated that that invoice purchased the remaining contractual obligations of last year's salt contract and also covered one salt order that was placed in January. Mr. Ferri questioned the amount of salt the Borough is obliged to. Manager Kauer stated that typically the Borough uses approximately 900 tons ofs salt each year. This year, knowing that we had such a large surplus of salt from last year, this year's contract was reduced to 250 tons that is tol be ordered before June 30, 2024. Motion carried unanimously. 5. An motion to approve the February 16,23, March 1 and 8, 2024 payrolls was: made by Mr. 6. Ar motion to adopt Resolution No. 2024-2, al Resolution ofthe Borough of] Bridgeville, Allegheny County, Pennsylvania, authorizing the disposal of records in compliance with the Municipal Records Manual approved on July 16, 1993, in accordance with Act 428 of 1968 was made by Mr. Ghelarducci, seconded by Mr. Ferri; motion carried unanimously. 7. A1 motion to approve the Fern Lee Lot Consolidation Plan that will combine two parcels, 255-K-10: and 255-K-9 at 427 Railroad Street, into one parcel as recommended by the Bridgeville Planning Commission and the Borough Engineer was made by Mr. Ghelarducci, seconded by Ms. Cimarolli; Mr. Ferri asked the Manager for an explanation. Manager Kauer stated that the plan is proposing to combine two lots at the old Petrocelli Uniform Building on Railroad Street. The new owner is planning to make this building into a Coffee Shop/Restaurant and has plans to add onto the building. Motion carried unanimously. 8. Amotion to authorize the execution ofa a Sculpture Loan Agreement by and between the Borough of Bridgeville and the Seward Johnson Atelier, Inc. for the lease of an outdoor sculpture tol be part oft the 2024-25 Public. Amotion to authorize the execution of an agreement with Municipal Advertising Consultants for the production oft the 2024 Borough Guide was made by Mr. Ghelarducci, seconded by Mr. Sarasnick; Mr. Verduci stated that the advertisements ini the publication 10.An motion to authorize the Borough Engineer toj prepare plans, project specifications and bid documents, and to authorize the advertisement for bids, for the 2024 Road Paving Program was made by Mr. Henderson, seconded by Mr. Ghelarducci; motion carried unanimously. 11.A A motion to authorize the Borough Engineer to prepare bid documents and authorize the advertisement for bids, for the Cook School Park Basketball Court Area Improvements Project. (Note: project is partially funded by a Pennsylvania DCNR grant that will reconstruct the basketball court and add aj fenced inj pickleball court.) A motion was made by Mr. Franchick, seconded by Mr. Ferri; Mr. Ferri questioned the grant amount for this project. The Borough Manager stated that the grant pays 50% ofthis project's costs. 12. A1 motion to authorize the advertisement for proposals for the Zoning Ordinance Update Project for the creation oft the Downtown Zoning District as recommended by the Bridgeville Planning Commission and a recommendation ofthe Comprehensive Plan was made by Mr. Henderson, seconded by Mr. Franchick; Mr. Verduci stated that the proposals received will provide us with the estimated project costs. Mr. Franchick added that this motion only authorizes going out to bid. Motion carried unanimously. 13.Amotion to authorize thel hosting of the annual Household Hazardous Waste Collection Event with Noble Environmental on Wednesday, July 24, 2024, from 9AM to 1PM, held at the Bridgeville VFD parking lot was made by Mr. Ghelarducci, seconded by Ms. Cimarolli; Manager Kauer explained that this event is the same event that the Borough has hosted for several years now and includes chemicals, paints, electronics and other household items. The Borough pays 25% of the costs, DEP provides the Borough with ai reimbursement equal to 25%, and the participating resident pays 50%. The other collection event proposed this year will offer free electronics recycling, where the electronic manufacturer will pay the 14.. .Amotion to authorize the hosting ofa free to participate Electronics Collection Event with Material Recovery Solutions on Saturday, June 29, 2024, 10AM to 2PM, held at the Bridgeville VFD parking lot was made by Mr. Ghelarducci, seconded by Ms. Cimarolli; pay for booklet. COMMITTEE REPORTS ADMINISIKATION, BRUCE GHELARDUCCI - Mr. Ghelarducci had no report. FINANCE, JOE VERDUCI - Mr. Verduci reported that the 2023 Audit is now underway and asked the Council tc return their audit questionnaires to Mr. Turnley's office. Mr. Franchick stated that the Auditor's office told him that the new officials do not have to complete the questionnaire as they PARKS &1 RECREATION, SHANE FRANCHICK: - Mr. Franchick reported that the Committee met last month and reviewed projects that are ongoing in the parks. He stated that the Committee is working with the Borough Manager on a grant application to the state to: reconstruct Shelter 1 at PUBLIC WORKS/BUILDING, JASON SARASNICK - Mr. Sarasnick reported that the Public Works crew has done a great job clearing the roads from recent winter storms. He stated that the Department has been busy improving the Public Works Garage. Mr. Sarasnick reported that the new dump truck has been delivered and is now: in service. He added that the crew has patched potholes andi is assisting Public Art Bridgeville with removing the 2023 sculptures. He commended PUBLIC SAFETY, WILLIAMI HENDERSON - Mr. Henderson reported that he received a complaint about the pedestrian signals at Washington Avenue and Station Street. He stated that he were noti involved in the Borough's 2023 operations. Chartiers Park. the crew: for doing a good job. Council Minutes February 12, 2024-7:00p.m. Page5 has looked into the matter and has some recommendations that he' 'd like to review with the CHAR-WEST COUNCIL OF GOVERNMENTS, JASON FERRI - Mr. Ferri stated that at thé January COG meeting neighboring communities discussed budget deficits that are dealing with caused by changes in real estate assessments. He reported that they discussed recent trash contracts awarded by member communities and that the County is working on ways to improve the 9-1-1 Communications Center. Lastly, he stated that Senator Robinson and Representative Kulik will be MAYOR, BETTY COPELAND - Mayor Copeland reported that on February Sth she spoke about Black History Month at the area US Coast Guard Station. She also reported that she recently attended a Bridgeville - South Fayette Rotary Club Meeting where the South Fayette Township POLICE CHIEF, CHAD KING - Chief] King reported that he submitted his written monthly report SOLICITOR, THOMAS MCDERMOTT - Solicitor McDermott reported that he submitted his BOROUGH ENGINEER.JOHN HEYL-E Engineer Heyl stated that West Penn Power has moved thei remaining power lines from Werner Avenue and construction has begun on the new wall to: fix thel landslides affecting this street. He also reported that regarding the McLaughlin Run Flood Control Project hei is in the process ofg getting Geotechnical Engineering proposals and that the easements for the project need to be finalized. Lastly, he reported that his office is working on a plan to improve the sanitary sewers on Center Street where it has been experiencing issues. FIRE CHIEF, RAY COSTAIN - Assistant Chief Siegwarth reported that the Department responded to 35 calls for service this past month and 407 calls in 2023. He also reported that due to a lack of SOUTHBRIDGE EMS. DAN MILLER - ChiefN Miller reported that SouthBridge EMS's annual membership drive will be mailed out in a couple of weeks. He said that typically 10% oft the community participate and that this membership is aimed at saving the residents money should they BRIDGEVILLE HISTORICAL SOCIETY.MARY WEISE - Mayor Copeland reported that the next speakers' program will bel held on February 25th discussing Bridgeville Mining." She also stated that the Historical Society has sold 100 oft the old street name signs SO far that many still BRIDOEVIEIBRARY REPRESENTATIVE -Director Weaver provided her written report and reported that the library is having a Fundraiser later this month at Chipotle Restaurant. BRIDGEVILLE PARKING AUTHORITY REPRESENTATIVE - Chairwoman Colosimo reported that in 2022, the. She stated that the surplus will allow the Authority to make additional improvements to the public parking lots. She stated that working with the Borough, the businesses and community, they offered free parking last year during bridge closures, during Day on the Avenue, and two weeks during the holiday season. Both Mr. Verduci BRIDGEVILLE PLANNING COMMISSION REPRESENTATIVE: Chairman Livingston reported that he was elected Chairman this year for the Commission, Melissa Guiliani as Vice Chairwoman and Mike Tolmer as Secretary. He stated that at the last meeting the Commission approved the Fern Lee Lot Consolidation Plan and made edits to the proposed Comprehensive Plan based on public comments received. Mr. Livingston stated that he hopes toj present a recommendation on the Comprehensive Plan to the Council next month. He also stated that at their next meeting they will continue implementation discussions oft the Comprehensive Plan and Active BOROUGH MANAGER, JOSEPH KAUER - Manager Kauer reported that the first week of biweekly recycling was on January 12th and that efforts are underway to spread the word oft the changes. He also reported that the newi recvcle carts were provided to each household in the Borough the week of. January 15th. The Manager stated that the carts have a 10-year warranty. and Ghelarducci commended Mrs. Colosimo and the Authority Board. Transportation Plan. NEW BUSINESS: CREATION OF A VOLUNTEER CALENDAR, JASON FERRI Mr. Ferri stated that at a recent Library Board meeting it was discussed that it would be beneficial for the community tol have a dedicated community calendar ofinformation of organizations in the Borough that need volunteers for specific events or tasks on specific dates. He stated that this calendar can be on the Borough website and used to assist the Fire Department, Library, Historical Society, Athletic Association and Borough to just name ai few. Mr. Ferri stated that on this page it would be helpful ifiti included the organization ini need, a brief explanation oft the event, link to that organization or event and an email contact. Mr. Franchick stated that a website called Signup Genius is similar to this and very helpful. Ms. Cimarolli stated that the Planning Commission recently did something like this with Tree Pittsburgh on their website when volunteers signed up for the Baldwin Street Tree Planting last fall. It was discussed that child clearances are needed for some volunteer opportunities and that information should also bei identified.
