He requested that the city ask the hard questions and not feel like they are being rushed into makinga Brian Anderson, 97261 NEI Hilltop Drive, supported the proposal by Island Power. He read from aj prepared statement regarding Randall Samstag, Agate Loop, said he was anxious tol hear what Puget Sound Energy will say about improving their Russ Berg, Madison Avenue NE, was against wasting any more time on this and spending city dollars. PM Jane Lindsey, Island Power, make a brief statement in support of putting the issue on thel November ballot. Steve. Johnson, Island Power, gave al PowerPoint presentation and answered questions. I DISCUSS PRELIMINARY 2015FINANCIAL REPORTING AND: 2016 CAPACITY, AB 16-055 Public Works Director Loveless reported on the Waterfront Park and City Dock projects. He shared that yesterday Governor Inslee signed a supplemental budget and that $835,000 in grant funding was awarded for the city dock. He noted that the city also received a federal grant from USI Fish and Wildlife Service bringing thet total for both grants to $1.1M. There was al brief discussion regarding the construction schedules for Waterfront Park and the Bainbridge Rowing Club projects. Tim Dore, Bainbridge Island Rowing, shared his concern about not. having al location for the rowing club during construction at Council and staff discussed the Waterfront Parkl bid. City Manager Schulze suggested removing thei item fromi next week's agenda to allow stafft time to have a conversation with the contractor's involved, review bid procedures and see: ifas solution Finance Director Schroer reported on the remaining projects, budget amendments to date and answered questions. D. DISCUSS CREATING AN. AFFORDABLE HOUSING TASK FORCE, AB 16-056-COUNCILMEMBER Councilmember Medina introduced thei item. Council discussed! how best to proceed and whether to create a task force. No City Manager Schulze offered to contact ARCH's (A Regional Coalition for Housing) executive director to give aj presentation Councilmember Scott asked whether council would be amenablei to adding a resolution prohibiting City business with states that allow discrimination based on sexual orientation, gender identity, and gender expression.
