BLAIRSVILLE BOROUGH COUNCIL REGULAR MEETING MINUTES MARCH 19, 2024 1. The meeting was called to order by President John Bertolino at 5:30 P.M. 2. Moment of Silence 3. Pledge to the Flag 4. Roll Call: The Council Members present included Mr. John Bertolino, Mr. Albert Dettorre, Mr. David Janusek, Ms. Kaitlyn Sagely, Mr. Jeffrey Marshall, and Mr. Robert Startari, Others in attendance included Mayor Ronald Evanko, Chief Louis Sacco, Mr. Patrick Dougherty, Solicitor, Mr. Michael Meyer, Engineer, Mrs. Jody Poorbaugh, Manager/secretary, and Mr. David Fairman, Public Works Manager. 5. Additions to the Agenda - None 6. Resident & Taxpayer Public Comments: a. Mrs. Mary Piper, 31 North Spring Street spoke about how disgusted she is with 137 W. Campbell Street. The house has been a mess for years. b. Mr. Bertolino stated that a contractor has been hired and a significant loan has been obtained. The owners plan to rehabilitate the property. The Mrs. Olivia Seich questioned the fact that she needed to submit a Right to Know Request. After getting clarification from Pennsylvania State Association of Boroughs, Mrs. Seich does have to fill out a Right to Know Request. She also spoke about the judgement on the property. Mr. Dougherty addressed the judgement and liening of the property. The Property is not currently being fined. The Borough will determine when fines should start. d. Mr. Bertolino told Mrs. Seich that the Borough is moving forward with the property. The Borough will follow up with the UCC in 3 weeks. e. Mr. Dettorre said that this board and personnel are moving forward with this property. There are distressed properties all through town. Amotion was made by Mr. Dettorre and seconded by Mr. Marshall to approve the minutes of the regular meeting held on February 20, 2024. b. Was given to the Board for review. b. Mayor Evanko stated that he was at the scene while 9 fire departments responded to the house fire at 327 North Liberty Street. Financial Statement - Cash on hand in the General Fund after the bills were paid is $101,421.43. Highway Aid Fund has $225,692.11. b. Accounts Payables - Was presented ini the amount of $78,339.57. C. Amotion was made by Ms. Sagely and seconded by Mr. Dettorre to approve the Treasurer's Report and to pay the bills totaling $78,339.57. Approved 6/0. Music Series will start in June and will run for 13 weeks. 17.Police/Fire Committee Report: a. The Fire Chief gave the quarterly report to the Board for review. 18.Fiscal Committee Report - None 19.Streets/Captal Improvement Committee Report: a. Paving - The Council Received three bids for paving. Quaker Sales bid $91,249.50 with a 10% bid bond attached, East American bid $104,147.02 with a 10% bid bond attached, and Derry Construction bid $87,234.90 with b. Amotion was made by Mr. Dettorre and seconded by Ms. Sagely to accept the bid from Derry Construction in the amount of $87,234.90 contingent on no mathematical errors & review by the Solicitor. Ordinance 714 - Garbage Can Placement - The Council received a letter from Mr. Frank Eckenrode asking who will determine if the receptacle is out of site. Amotion was made by Ms. Sagely and seconded by Mr. Dettorre to adopt Ordinance 714 - Garbage Can Placement. Approved 5/1.
