BLAIRSVILLE MUNICIPALAUTHORITY REGULAR MEETING MINUTES MARCH: 27, 2024 1. The meeting was called to order at 5:30 P.M. by Chairman Thomas Lawton. 2. Pledge to the Flag 3. Moment of Silence 4. Roll Call: The Authority Members present included Mr. Thomas Lawton, Mr. Michael Ritts, Mr. John Bertolino and Mr. Daniel Vresilovic. Mrs. Patricia Evanko was not present. Others in attendance included Mr. Matthew Kalina, Solicitor, Mr. Randy Krause, Bankson Engineers, Mr. Kevin Wilmot, Remington Vernick Engineers, Mrs. Jody Poorbaugh, Manager, Mr. David Fairman, Public Works Manager, and Mr. Thomas Barberich, Sewer Plant Operator. 5. Additions to the Agenda: a. Amotion was made by Mr. Bertolino and seconded by Mr. Ritts to amend the agenda and appoint Mr. Daniel Vresilovic as Secretary. Approved 4/0. 6. Public Comments - None 7. Engineer's Report: b. Bankson a. EPAI Lead & Copper Rule - Due by October 2024 a. Lead Line inventory progress schedule submitted. a. DEP Consent order - Water Plant - Mr. Sabedra must submit the filter b. Remaining Permits are to be submitted by February 2025. Water Treatment Improvements - Mr. Krause has requested 36 months instead of the 24-month time frame. Have not heard back from d. NPDES Permit = Draft Permit for Well #2 was received on March 27, 2024. Mr. Krause will respond with questions. e. Completed Chapter 94 Report and will be submitted to DEP. - SOP. - Revised Submission to DEP-I No response from DEP. bed evaluation report. Lagoon Drying Beds - Lagoon Cleaning - COG is vacuuming up material from lagoons. Sanitarians from both Water Treatment Plant and Wastewater Treatment Plant have given permission for this process. Currently have hauled approximately 35,000 gallons to the Wastewater Treatment Plant. The plan is to clean both lagoon beds by b. Grant -A Appropriations Request Grant - The Grant was approved in March of 2024. There is a match of 20% which is approximately $125,000. Total construction cost for improvements to the water treatment plant is $625,000.00 The funds are for the filter media and to repair and replace the two steel water treatment tanks. April 2024. b. Remington & Vernick Engineers a. Storm Water - No. Action b. 85% capture rate for CSO's = The capture rate is currently over 99%. There were some negative numbers at the Main Pump Station due to the Army Corp of Engineers backing up the dam. C. NPDES permit - Waiting for a response from DEP on the LTCP. d. Grant -Local Share Account Grant - S. Liberty Street was received. Resident Meeting Date - Will evaluate the need for a meeting ii. BLD Televised Footage - BLD to start televising the lateral lines iii. Contract two would be to repair priority items determined from after televising has been completed. on April 10, 2024. the televising of the lateral lines. 9. Solicitor's Report: a. The letter received for 107 Independence Drive regarding flooding in the basement was forwarded to Traveler's Insurance Company to handle. 10.Manager's Report: a. Mrs. Poorbaugh attended a grant seminar. b. Mr. Ritts asked a question about the insurance premium. The insurance carrier was changed to Duncan Financial due to reduced premiums and better coverage. Mrs. Koreni and Mrs. Lee's pay is being split between the Authority and the Borough. Mr. Ritts would like the Borough to involve the C. Mr. Barberich at the request of DEP dye tested Specialty Bar. Burrell Township Sewer Authority had green colored water coming into the Main Authority when making these types of decisions. Pumpstation earlier this month. d. The employees went for flagger training. b. 6" water line break on East Brown & South. Alley was repaired. C. The Fire Company used 96,000 gallons of water to fight the house fire in March. 12.Unfinished Business: stainless steel. a. MPS Trough - Cline Fabrication to give a quote for 3/16" x7 long piece of b. Reed bed hauling - 13-18 beds. Form 43 needs to be submitted to the landfill. Davis trucking will haul. Hauling to be done in June and July. d. Clawson Construction ran a 6" line down to the new building that they will be building. They tied into a 4" line at Shearwood Station for Burrell Township e. Mr. Vresilovic asked about a house on East Burrell Street. The contractor called and he thought the road was sinking in front of the house. Independence dug in front of the house for the project. No cracks in foundation and found no settling. A discussion was held. C. Wet Well has not been cleaned out yet. Sewer Authority. A grinder pump must be installed. 13.New Business: a. Digester Cleaning Proposal - Mr. Krause is currently working on a bid packet for the April Meeting. 14.Approval of Minutes: a. Amotion was made by Mr. Bertolino and seconded by Mr. Vresilovic to approve the minutes of the regular meeting held on February 27,2024. Approved 3/0/1. Mr. Lawton abstained since he was not present at that meeting. Amotion was made by Mr. Ritts and seconded by Mr. Bertolino to accept the Financial Report and to pay the bills totaling $192,123.28. Approved 4/0.
