Roll Call: The Authority Members present included Mr. Thomas Lawton, Mr. Michael Ritts, and Mr. John Bertolino. Mrs. Patricia Evanko was present but left the meeting at 6:20 P.M. Others in attendance included Mr. Randy Krause, Engineer, Mr. Kevin Wilmot, Engineer, Mrs. Jody Poorbaugh, Manager, Mr. David Fairman, Public Works Manager and Mr. Tom Barberich, Sewer Plant Operator. Mr. Matthew Kalina, Solicitor, arrived at 5:41 P.M. due to traffic. 5. Amotion was made by Mr. Bertolino and seconded by Mrs. Evanko to authorize Mr. Thomas Lawton to run the reorganization since the Attorney was late. Approved 4/0. Public Comments - None 9. Engineer's Report: a. EPA lead & Copper Rule -You can have unknown lines submitted on EPA/DEP spreadsheet. Unknown lines would be considered lead lines, and the Authority would need a plan for replacing the lead lines in the system. There is no penalty for having unknown lines. Mr. Krause to supply a graph a. UCMR Sampling - Quarterly samples to be taken in 2025 at facility b. Emergency Response Plan Approval Letter - Received approval letter on January 16, 2024. The letter was dated January 12, 2024. C. Disinfection by Product Monitoring Report Approval Letter - Received approval letter on January 8, 2024. The letter was dated January 4, 2024, and this is to monitor 100 Serrell Drive and the 4th Avenue Site. d. DEP Consent Order - Water Plant - Filter bed evaluation = Mr. Sabedra must complete report. They are waiting on sample results from the lab. Mr. Krause will submit the Water Treatment Plant Improvements to DEP. Mr. Krause recommended changing the improvement implemented date to 48 months. The total cost of plant improvements and fees is approximately $1,470,300.00. Mr. Krause recommends revising the corrosion control system, and replacing the turbidimeters, chlorine and PH analyzers with the capital improvements e. SOP Revised Submission to DEP - Received disapproval letter on January 8, 2024. The letter was dated January 5, 2024. The SOP needs to be resubmitted by February 23, 2024. Mr. Sabedra is working f. Lagoon Drying Beds = Aconsultation company that Mr. Krause contacted recommends adding a polymer and a tank to pump the residual material from the Water Treatment Plant slowly onto the bed. More discussion is needed between the Sewer Plant Operator and the Water Treatment Plant Operator regarding installing a drying bed. g. Grant - Appropriations Request Grant - Water Plant Rehab - The for items needed by October. b. Bankson: ID#101. Storm Water = None b. 85% Capture Rate for CSO's - The Authority is currently capturing 96% but there are numerous events throughout the year. The number of events could be limited when the NPDES Permit is issued. C. NPDES Permit - Mr. Wilmot has reached out to DEP. DEP is still d. Grant - PA Small Water & Sewer Program - E. Campbell Street - Not e. Grant - PA Small Water & Sewer Program - Martha Street - Not on . Grant - Local Share Account Grant = Martha Street/East Campbell g. Grant - Local Share Account Grant - S. Liberty St- BDL pricing for project - Mr. Wilmot is going to go back to BDL regarding the subcontractors cost being higher than other companies. Mr. Wilmot to negotiate some of the costs. Mr. Wilmot recommends repairing some of the manholes in house to reduce the scope of work. BDL will need to use a root cutter on service lines to be able to televise and see what shape the pipes are actually in. Mr. Wilmot would like to hold a meeting in March for residents in the work area. The Board directed the Engineer and the Solicitor to work together on the easement agreements and other information that will be given to the residents in reviewing and making comments. on the recommended list for 2024. the recommended list for 2024. Water Plan Lagoon Cleaning C. MPS Trough - Mr. Krause is pursuing different options. d. MPS Pictures - Will review in February. e. Little John Digester was delivered. Started running the conduit for the unit. DEP has asked for more information on the Little John Digester permit. f. MPS - The Main Pump Station flooded on January 10, 2024. Poweri issues due to wind. On generator power. The generator shut off, turned back to utility power. Flooded the 1st and 2nd floor. The system lost its programming. Cambria Systems was able to bring the program back up. Cummins stated the coolant sensor went bad; Cummins told Mr. Barberich how to jump start The Foam is interfering with the sonic and automatic valve shuts down at the Main Pump Station. Currently have a constant spray of water going into the well. Antifoam can be added to the system, but it is not necessarily the best the sensor. The generator has been repaired. solution. 15.New Business: a. Clawson Sewer Line Connection - Sewer Plant = Mr. Gary Clawson wants to build patio homes and an office below the sewer plan. The Authority could install an inline meter at the plant for him to connect into. Would have to enter b. Corp of Engineers Funding Opportunity - Ar motion was made by Mr. Bertolino and seconded by Mr. Ritts to authorize Mr. Krause to submit a letter of interest for the Corps of Engineers Section 313 Funding. Most leaks were on service lines except for one that was on the main line.
