Mr. Sherbondy stated that Neptune does not carrya backflow preventer meter, however the meters willl let you! know when the water flows backwards. Included in the folder was: a start-up plan that is affordable fori most municipalitics. He also explained the software that is used to monitor the meters. Chief Breetz and Assistant ChiefMiller reported that thel borough hydrants are bad. MayorI Leslie requested a list from the Fire Department of what hydrants are not working. Eric) Buzza suggested that the Fire Department make aj prioritized list of thel hydrants that need replaced. The borough will need to meter with aj pressure gage to test the flow ofe each hydrant to certify each one. Mr. Buzza suggested contacting the neighboring fire departments tol borrow ar meter with aj pressure gage for thel borough to test the flow. Assistant Chief Miller updated council on the "House Numbers" fundraiser stating that they willl have: ani insert inJuly's billing for ordering and that they will have samples available during the Community Days. Backhoe bucket- 12"1 bucket is needed. Public Works will continue tos search foral 12"1 bucket. Mr. Ordak publicly expressed his appreciation for Mr. Werhnyak's and) Mr. Holly's work on the boat ramp. Mr.J John Kliem- Discussion regarding the dayi in which the BMA bill becomes delinquent. Per Bessemer Ordinance, the day thel bill becomes delinquent is day twenty-six (26). When the due date oft the twenty-fifth falls on: a weckend or holiday, thel billi is due on the next business day. Mr. Kliem interprets the wording of the ordinance tol be that the next business day thel billi is delinquent, but the late charges are not assessed untilt two business days. Ity was suggested that the ordinance should be revised due to the confusion of the wording. The discussion ended with council not interested inc changing the ordinance. The delinquent fec/shut-off fee was discussed regarding who at the borough will have the authority to decide who willl be assessed the fifty dollar ($50) delinquent fee. Mr. Kliem will work with Mr. Jackson to clear up the discrepancies within the procedure practices within thel BMA and Bessemer Borough on the delinquent fee: assessments. Borough council gave the secretary (Mrs. Novad) the authority to determine the delinquent fee assessment charges until the discrepancies can be worked out. Mr. Kliem will let thel BMA know the decision of Council agreed to have Mr. Buzza gather quotes for the inspection and cleaning oft the water tower. Mr. Buzza stated that thes state willl be putting out bids for the waterline relocation project. Mr. Buzza reported that the DEPI has performed thei inspection of the water plant. One violation was noted regarding thel lack of emergency backup generators. Thel benelit of the violation is that this willl help the borough with thel PennVEST application. Mr. Buzza reported that Mr. Holly is up to date on the certifications to conduct the chlorine and manganese tests for the Thel lead: service line inventory nceds tol be placed on spreadshcets. Mr. Buzza stated thati ifl borough council wants Gannett Fleming to do the: specs for the waterlines at the pumpl house, he will need the council's authorization. Mr. Nolfi stated that he has also provided a drawing to Gannett Fleming.
