CALLTO ORDER/ROLLCALL Deputy Mayor Peltier called the meeting to order at 7:00 PMi in the Council Chamber. Mayor Tollefson, Deputy Mayor Peltier and Councilmembers Blossom, Medina, Roth, and Scott were 2. PUBLIC COMMENT ON AGENDAI ITEMS There was no public comment. 4. PRESENTATIONS A. Overview of Emergency Management Strategic Plan, AB 17-034 - Executive 7:01 PM Emergency Management Coordinator Richards provided an overview oft the emergency management strategic planning efforts to date and answered Council's questions. 5. NEW BUSINESS Executive 7:37 PM wide workplan priorities. A. Review of City's 2016 Workplan Results and 2017 City-Wide Workplan Priorities, AB 17-035 Deputy City Manager Smith reviewed the highlights of the Cit/s2016workplan results and the 2017 City- B. Preliminary 2016 Year-End Financial Report, AB 17-036 - Finance 7:43 PM Finance Director Schroer provided a preliminary 2016 year-end financial report and addressed Council's questions. Public Comment Robert Dashiell asked for more timely budget data. Mayor Tollefson noted that the current "Section I0" should be renumbered "Section 13," and subsequent sections renumbered accordingly, MOTION: Mayor Tollefson moved to adopt the following change: Current Section 20: Should be revised as follows: 16. Ordinance No. 2017-06, Relating to Community Policing, AB 7.024-Councimember Scott Councilmember Scott introduced the item and recommended inserting "Police Department" before MOTION: With that minor clarification, Imove that we: adopt Ordinance No. 2017-06. CITY COUNCIL DISCUSSION A. Discussion of Transportation Bond Issue, AB 17-032- Council 8:38 PM Finance Director Schroer provided information on a potential transportation bond. Mayor Tollefson suggested waiting for one year and combining it with the Town Square project if Council decides to move forward on that project following additional study. Council discussed the options and a funding package for projects. The consensus was to have a discussion on car tab rates before deciding on a bond. B. Discussion of Alternatives for Green Power, AB 17-033 - Deputy Mayor Peltier 8:59 PM Deputy Mayor Peltier led a discussion on opportunities to increase the use of green power alternatives by Island consumers. Council asked for additional information from Puget Sound Energy on their Green Direct program. Public Comment Sharmila Swenson from Puget Sound Energy spoke about the Green Direct program. Randal Samstag inquired about overhead in green programs and the bio-digester option. Jane Lindley said she believed it would be difficult to receive 100% green power from Puget Sound Energy. Diane Llandry recommended local company, Green Mountain Technologies. Council discussed the cost of green powere Randal Samstag advocated for municipalization oft the electric utility and moving away from fossil fuels. Betty Noyes asked Council to stay true to their environmental vision. C. Discussion of Developer Extension Agreement for Roost Land Company, LLC, AB 17-039- Councilmember Blossom recused herself and left the Council Chamber at 9:18 PM. Mayor Tollefson informed Council of an invitation from BARN to attend at tour oft their new facility on Mayor Tollefson said the City has been invited to be a co-sponsor for an environmental conference at IslandWood on commercial aquaculture operations on May 21,2017.
