CALLTO ORDER/ROLLG CALL/PLEDGE OF ALLEGIANCE Mayor Tollefson called the meeting to order at 7:00 PM in Council Chambers. Mayor Tollefson, Deputy Mayor Peltier and Councilmembers Blossom, Medina, Roth, Scott and Townsend 2. AGENDA. APPROVAL OR MODIFICATION/CONFLICT OF INTEREST DISCLOSURE Councilmember Townsend moved and Councilmember Roth seconded to accept the agenda as presented. were present. Everyone stood fori the Pledge of Allegiance. The motion carried unanimously. There were no conflicts ofi interest disclosed. 3. PUBLIC COMMENT Dave Henry spoke about Friends oft the Farms, the Lodging Tax Advisory Committee, and public land. Bill Isley inquired about his petition regarding access from the Islander Mobile Home Park to Madison. 4. CITY MANAGER'S REPORT-7:09 PM City Manager Schulze provided information on registration fori the Association of Washington Cities annual conference, annual financial audit for 2016, candidate fling week (May 15-19), and certification ofthe Comprehensive Plan Update. 5. PRESENTATIONIS) A. Proclamation Declaring the Week of May 14-20, 2017 as "National Police Week" on Mayor Tollefson presented the proclamation. Chief Hamner thanked Council and provided a presentation Bainbridge Island, AB 17-085-1 Police 7:13 PM for National Police Week. 6. UNFINISHED BUSINESS A. City Dock Project Construction Award and Budget Amendment, AB 15-072. - Public Works 7:27 PM Public Works Director Loveless introduced the construction award and showed an llustration oft the new dock. Public Comment Brandon Fouts spoke against the management oft the project. Patti Dusbabek asked about capital equipment expenditure. MOTION:Imove that the City Council approve the City Dock Improvements project construction award to Redside Construction, LLC, in the amount stated in the motion, and approve a related budget amendment of $300,000.00 from the General Fund. Townsend/Roth: The motion was restated. RE-STATED MOTION:Imove that the City Council approve the City Dock Improvements project construction award to Redside Construction, LLC, in the amount of $2,033,771.05, and approve a related Townsend/Roth: Following the failure of the amendment below, the motion carried. 5-2 with budget amendment of $300,000.00 from the General Fund. Councilmember Medina and Deputy Mayor Peltier voting against. AMENDMENT TO MOTION: Imake a motion to amend the motion to have this project construction award moved to the consent agenda at our next meeting rather than approved tonight. 7:35P PM Medina/Peltier: The amendment failed 5-2 with Deputy Mayor Peltier and Councilmember Medina voting B. Ordinance No. 2017-05 Amending Bainbridge Island Municipal Code Chapter 12.28 to Reference Current Planned Facilities Maps in the Non-Motorized Chapter of the 2017 Island- Public Works Director Loveless introduced the ordinance and provided background on its development. MOTION: Imove that the City Council forward to the May 23,2017, Consent Agenda Ordinance No. 2017-05, amending Bainbridge Island Municipal Code Chapter 12.28, as it relates to the Island-Wide inf favor. Wide Transportation Plan, AB 17-027 - Public' Works 7:41 PM Transportation Plan update. Roth/Medina: The motion carried unanimously, 7-0 C. Ordinance No. 2017-13 Establishing Climate Change Advisory Committee, AB 17-062- Councimember Medina introduced the ordinance. Councimember Townsend suggested amendments, Councilmember Medina 7:44 PM and Council discussed his proposed revisions. Erika Shriner spoke in favor oft the ordinance. Public Comment Patti Dusbabek recommended that Council look at EPA's recommendations. MOTION:Imove that the City Council approve Ordinance No. 2017-13, Establishing a Climate Change Advisory Committee including the following amendments: In Section 2.37.010.B, modify the second sentence to read: The committee members should have expertise in climate science, atmospheric science, 2 engineering, energy management, water conservation, planning, policy, environmental law, economics, solid waste management, forestry, systems analysis, and communications. In Section 2.37.030.B, addi to the end of that sentence "as directed by the City Council." In Section 2.37.040.C change the word "year" to "term." Medina/Scott: The motion carried unanimously 7-0. Councilmember Medina volunteered to be liaison to the committee. 8. NEW BUSINESS A. Consider Creation of Affordable Housing Task Force, AB 17-087 - Mayor Tollefson 8:03 PM Mayor Tollefson introduced the agenda item. Councimember Medina suggested including residents or potential residents of affordable housing. Councilmember Townsend suggested including Ito3 Councilmembers as liaisons. Public Comment Patti Dusbabek spoke about affordable housing issues. Brandon Fouts spoke about the decline in service at Helpline House. MOTION: Imove that the City Council establish an Affordable Housing Task Force to be organized and performed as set forthi in the agenda bill with the task force to be comprised of 15-20 members with at least one and no more than 3 Council liaison members. Scott/Townsend: The motion carried unanimously, 7-0. Councilmembers Blossom and Scott and Deputy Mayor Peltier volunteered to be liaisons. B. Brandon Fouts spoke in favor of expanding the ferry system parking and against a consultant. Patti Dusbabek spoke against the money spent on studies and parking fors staff. FORTHE GOOD OF THE ORDER- - 9:21 PM Mayor Tollefson asked Council to authorize him to sign a Mayors for Clean Energy initiative letter, and Council confirmed that the Council's practice for Citizen Advisory Committees is to re-appoint existing members who desire another term and only interview new candidates for vacant positions.
