CITYOF BAINBRIDGE ISLAND CITY COUNCIL STUDY SESSION TUESDAY, SEPTEMBER 19, 2017 MEETING MINUTES 1. CALLTO ORDER/ROLLCALL Deputy Mayor Blossom called the meeting to order at 7:00 pm. Deputy Mayor Blossom, Mayor Tollefson, and Councilmembers Peltier, Medina, Roth, Scott and Townsend were present. 2. AGENDAAPPROVAL OR MODIFICATION/CONFLICT OF INTEREST DISCLOSURE Councilmember Peltier moved and Mayor Tollefson seconded to approve the agenda as presented. The motion carried unanimously, 7-0. There were no conflicts ofi interest disclosed. 3. PUBLIC COMMENT ON AGENDAITEMS None offered. 4. UNFINISHED BUSINESS A. Critical Areas Ordinance - Aquifer Recharge Areas / Review All Topics, AB 17-135 = Planning Senior Planner Carr provided a presentation and answered questions from Council. She also gave an 7:01 PM overview of the timeline. Arborist Mike Juneau offered specific recommendations on the ordinance. Public Comment Janelle Hitch commented on the ordinance. Patti Dusbabek spoke to the issue of having to hire an arborist. Terry Samuelson, landscape architect, commented on the issue of codifying pruning. MOTION: Ir move that the City Council set a public hearing on the draft Critical Areas Ordinance for October 3, 2017. Roth/Tollefson: The motion carried unanimously, 7-0. 5. NEW BUSINESS A. Ordinance No. 2017-22, Establishing the Annual Fee of the City's Storm and Surface Water Finance Director Schroer introduced the agenda item; she and Public Works Director Loveless answered Management Utility for 2018, AB 17-149 - Finance 7:59 PM questions from Council. Public Comment Robert Dashiell spoke against the ordinance.
