Avis Borough Council held their regular monthly meeting on Monday, May 6, 2019. Stover presiding with Mayor Harter and members Raab, Brooks, Gordon, Herman, Aungst and Christian present. Motion by D.. Aungst to accept the minutes of the. April 1,2019 meeting, seconded by J.. Motion by J. Raab toj pay the bills as sO presented, seconded by M. Herman and SO There were no mowing bids to be opened. The problem is that you need tol have a spraying license which is very costly as well as attend classes. A. Brooks made ai motion to put the bid back out but to remove the specification regarding spraying, J.J Raab seconded and sO carried with all Council voting in favor. J. Raab made a motion to allow last years' mowing company (Turf Cutter) to do the mowing until the Borough receives a new bid. D. Aungst seconded and SO carried with all Council voting in favor. Uhler, Borough Engineer, stated that he has had a conversation with the zoning officer regarding a storm-water issue off ofMunicipal Drive. A. Uhler also stated that hei is working with E. Hughes regarding getting maps updated and information coordinated sO that both the Borough and A. Uhlers office have the same information. A. Uhler then discussed Phase II of the park project. The grant paperwork: needs to be completed and sent in within the next couple ofweeks. He will be requesting $154,700.00 with the borough to contribute 15% or $27,300.00. His estimate is $182,000.00 for putting lights all the way around the block. This estimate includes everything for that project. A. Uhler is looking for a Resolution from Council authorizing this. J. Raab made a motion to approve Resolution #211 with a second by A. Brooks. The motion was defeated and Phase II of the park project has been put onl hold. Mayor E. Harter stated work: needed to be done on Shaw Street regarding building it up because cars are having issues dragging. He also stated that he spoke with the radio station regarding the parking lot they were to have. They are getting this lot established. He pointed out that there are places in town that have not been mowed yet. E. Christian stated that residents are still mowing grass onto the road. There was not aj police report. K. Barger, Zoning and Codes officer, provided his April reports to Council. E.] Hughes asked ifl he had permission toj purchase a LED light strip for on the new truck they just purchased. This has to do with safety issues. D. Aungst made a motion to allow E. Hughes to purchase this with a second by J. Raab and SO carried with all Council voting in favor. E. Hughes also provided an estimate for work to be completed on Lincoln Street. The estimate is $9,549.40 for 190 feet from manhole to manhole. J. Raab: made a motion to have this work completed with a second by D. Aungst and sO carried with all Council voting in favor. J. Raab stated that he met with Darin Stover, PennDot representative, regarding borrowing money from the state to pave all of the Borough roads at one time which includes storm water as well. This is with the liquid fuels funds that the Borough receives and the loan gets paid through the liquid fuel money that the Borough receives each year. Most oft that money would go to pay the loan with a little of the money coming to the Borough each year for issues that may arise. A. Brooks made ai motion for J. Raab to go ahead with this project, with a second by D. Aungst and sO carried with all Council voting in favor. J.R Raab also stated that he needed a letter from the Secretary regarding the closing of Central Avenue on May 31St for the annual firemen's parade. The carnival will be from May 28- June 1. There will also need to be al letter requesting closure of] Brady Street, Jesamine Alley and Purs Lane Alley for the carnival week. A. Brooks made a motion to have the secretary get these letters prepared with a second by D. Aungst and sO carried with all Council voting in favor. There were. 10 water shut-offs for the month of May. A. Brooks stated that she spoke with our representative for the badge machine regarding the yearly maintenance fee. The fee has increased significantly (he stated 10%) a year. Wedo not use the machine very much and have not had any issues with it but ifwe would, the price just for them to come would be over $600.00 and that does not include the labor and/or parts. They would come from King of Prussia and charge $80.00/hour just to come. Our representative is going to send a revised bill. T. Gordon presented a draft copy of an Ordinance Amending Chapter 226 regarding signage. The change is to define the color the sign needs tol be. A. Brooks made ai motion to have T. Gordon proceed with this with a second by J. Raab and SO carried with all Council voting in favor. E. Christian stated that he had a request for fire police to help cover the Memorial Day parade in Salladasburg on May 27th @ 11:00. D. Aungst made a motion to allow the fire police tol help with a second by J. Raab with all Council voting in favor. The Methodist Church is having a family fun carnival on May 11th from 1:00-4:00. They requested barricades to close the road. J.J Raab made a motion to allow the church to close the road with a second by D. Aungst and SO carried with all Council voting in favor. J.I Piney, Borough Resident, stated that every time it rains the water runs onto the sidewalk and then the sidewalks become all mud covered. She is concerned about someone falling. She asked if they could build it up somehow and E. Hughes told her that as soon as the weather gets better he will fix it. Until then, he will put cones out sO that no one can walk oni it.
