Avis Borough Council held their regular monthly meeting on Monday, April 1,2 2019. Stover presiding with Mayor Harter and members Brooks, Gordon, Herman, Aungst and Christian present. Motion by D.. Aungst to accept the minutes of the March 4, 2019 meeting, seconded by E. Motion by D. Aungst to remove the Toshiba bill on the bills to be paid list, seconded by Motion by D. Aungst to pay the bills as sO presented, seconded by A. Brooks and SO Tim Eggler from UGI was present at the meeting to inform Council that the gas company is) working on Phase 3 ofl laying gas lines in the Borough. They will be working ini the area of Rich and Fairview Streets and tying into Clinton Street. A. Brooks made a motion to approve the Phase 3 plan with a second by D. Aungst and SO carried with all Council voting in favor. Christian and SO carried with all Council voting in favor. A. Brooks and SO carried with all Council voting in favor. carried with all Council voting ini favor. They are planning on starting this project sometime in. June. A. Uhler, Borough Engineer, informed Council that the first phase oft the park project is complete with just some final paperwork to: finish up. The picnic tables are in and his office volunteered their time to put them together for the Borough. He is working on getting the paperwork in order to apply for grant money for the next phase of the park project which would include lighting and perhaps security cameras.. He needs to have the grant application submitted by May 30, 2019. Mayor E. Harter went over the police report for March, a copy ofwhich is attached. He will speak with D. Winkleman regarding the percentage or amount of fines the Borough receives back. The Borough has not seen any sO far this year. K. Barger, Zoning and Codes officer, provided his March reports to Council. E.J Hughes stated that they had a sewer issue at Smith & Fairview Streets that they needed to fix. He also stated that something had to be done on Lincoln Street as there is nothing left to that street. He provided Council with a ball park estimate to do this. He also told Council that Dean (Pine Mountain) wants to pave his parking lot and that the borough has some drain lines that are in really bad shape there. E. Hughes said that ifthe Borough is willing to buy the materials, Dean would be willing to do the digging with no charge. He is also willing toj pave the area at the corner of Central Avenue ifthe Borough pays for the materials. Ethan estimated the costs to the Borough for the materials would be approximately $6,200.00. This was tabled by A. Brooks until more information is available. E. Hughes also provided al list to Council regarding the borough equipment and the repairs each ofthe pieces need. D. Winkleman, Chief, came to the meeting sO he was asked to explain the fines and the boroughs share oft the fines. Basically, the borough receives % oft thel base fine. The problem is that you never. know when the fines will be paid. Payment plans can be set up sO that sometimes the fines can take years to pay. Unfortunately, municipalities are the last to get their share. He also informed Council that their rates went up 2%, sO the borough will see a 2%1 fee increase. Council was provided a list of all past due sewer accounts by address. April 11th these residents will receive their first notice then they will have 10 days to pay. Ifnot paid within the 10 days, the water will be shut-off. PCMA provided the Borough with the rates for 2019. The Borough will actually be paying less and T. Gordon stated that the rates are down mostly due to PCMA using a different provider for the chemicals and materials. A. Brooks stated that after the meeting she wants a photo for the web-site. M. Herman stated that there needs to be a new flag at the tank. A. Brooks said that she had signs toj put up regarding the tire pick-up date, community days (6/8), and the park clean up on a Saturday in April. She also stated that the evergreen tree at the end of the road near the tank needs to be taken down. She would like to replace it with a different kind oftree. After discussions, E. Hughes is going to ask around and see if anyone would volunteer to take it down. D.. Aungst said that he would be willing tol haul it away. There are 2 Easter egg hunts planned for the Borough. April 13th is the Lenny Stroud Foundation Easter egg hunt and April 20th is the Methodist Church Easter egg hunt. The! Methodist bible school this year is scheduled for July 26-August 2. M. Herman provided the specifications for the 2019 mowing season. Secretary will get D.Aungst informed Council that the State will not be sweeping Central Avenue this year. He talked about perhaps getting an agility agreement with Pine Creek Township since they have the sweeper. D. Aungst made a motion tol have Ethan check with Pine Creek regarding this with the mowing bid advertised sO that the bids can be open at the May meeting. as second by A. Brooks and SO carried with all Council voting in favor. Resident, Joni Piney, asked Council about the blue house numbers and wondered ift they could be in a window or ifthey needed to be outside. She also asked about the strip of grass between her sidewalk and the curb and what Council was going to do about it. She stated that there is no way she would be able to mow it until iti is fixed.
