Avis Borough Council held their regular monthly meeting on Monday, February 4, 2019. Stover presiding with Mayor Harter and members Raab, Brooks, Herman, Aungst and Christian present. Motion by D.. Aungst to accept the minutes of the January 7,2019 meeting, seconded by Motion by D. Aungst to pay the bills as sO presented, seconded by J. Raab and SO carried A. Uhler, Borough Engineer, informed Council that this phase of the park project is complete and he is in the process of closing it out and finalizing the last invoice. Hel has ordered the picnic tables and they are to ship on March 4, 2019. A. Uhler has started the application for another grant for the next phase of the park project. D. Aungst asked A. Uhler about the Roupp property at the corner of] Prospect & Cliff Streets. This property needs to be addressed regarding the sewer. They will have a meeting Thursday morning, Feb. 7th with the sewer committee and with the engineer regarding this. The State will be inspecting the boiler on Thursday as well and A. Uhler wanted to speak with the inspector regarding this. Council has received a letter from Attorney Rosamilia regarding his client, Mr. Harkey regarding a gate. After discussion with Council and with the engineer, Council does not believe that this is al Borough matter. J.Raab made a motion with a second by D. Aungst to have the Zoning/Codes officer talk to Borough Solicitor, Paul Welch, about this. This motion was sO carried with all Council voting in favor. A question was also asked to the engineer about Avis Building Supply and where they stand with getting their sewer complete. Council was told that when the weather breaks, Avis Building J.F Raab and SO carried with all Council voting in favor. with all Council voting in favor. Supply will complete the sewer project. Representatives from the fire company were present at the meeting toj provide Council with updated lists for the officers, fire officers, reliefassociation officers, a letter showing that the Avis Fire Company Memorial Trust was dissolved and will be reestablished as a non-profit trust. They also provided Council with a copy oft the 2018 report of all calls. They also stated that they have ai new truck on order that will take approximately a year to get. The cost ofthis truck is estimated to be $350,000.00. They thanked Council for the continued assistance that Council provides and also asked about the. Act 13 money and asked ift they could receive a portion oft that money. They were asked when residents could go to the fire hall to get their 911 signs and were told that someone is there on Tuesday evenings at 7:00. D. Winkleman went over the January report, a copy of which is attached. He provided everyone present with an identity theft booklet with information ini it to help people from getting their identities taken. K. Barger, Zoning and Codes officer, stated that there some residents in the borough that are not getting their sidewalks shoveled after snow storms. He is touching base with those residents/owners. He is also receiving al lot of calls regarding the house signs. D. Winkleman stated that the Bank is planning on having an open house and would like to serve alcohol. He asked K. Barger is that would be aj problem and he was told that would not be an issue with the Borough. K. Barger also stated that there are 3 cars in the Borough parking lot by Oak Grove. that are abandoned there because their owners have died. He was told that they are able tol be towed. He is working with the lady "manager" of Oak Grove to try and identify the next ofl kin. He will get with Chief Winkleman regarding these. E. Hughes stated that UGII has contacted him and that they are. ready to begin the next phase of laying gas lines. He also told Council that there are vacant homes within the Borough that do not have heat in them and that they are running into broken water lines. He also stated that he and K. Barger are working on trying to contact the homeowners. J. Raab stated that he has renewed the Costars salt contract for the period of Aug. 20191 to D.A Aungst made ai motion with a second by A. Brooks regarding habitual residents that do not pay sewer. The motion is that upon recommendation of the sewer committee and Ethan and what they deem necessary and according to the budget, to put clean outs in the ground for July 2020. anyone in arrears. All Council voted in favor. A Brooks stated that she is working on the web-site and that she will be taking aj picture ofeveryone for the web-site this evening. She asked Council toj provide her with any frequently asked questions that she could put on there.
