She also presented Manager Kauer with aj plaque for the 2016 Borough. News Municipal Newsletter Contest (Population Category 5,001 to 7,500). Citizen's Participation On/Off Agenda Items (5 minutes per speaker) Ms. Melissa Gailey, 309 Boyleston Street, stated that motorists are routinely violating the parking restrictions on the south side of] Boyleston Street. She stated that shel has repeatedly called thel Borough Office asking for thel Borough to paint the curbs on thats side of thes street yellow and theyl have notl honored her request. The Police Chiefinformed: her thati ifthes street is posted with noj parking signs, the curbs do1 not need tol be painted. The Mayor responded that thel Policel Department will monitor the area and will enforce Mr. Michael Knecht, Site Administrator Old Economy Village and resident of 1641 Church Street, thanked everyone for coming out to tonight's Council Meeting at Old) Economy Village. He stated that as part oft the Old Economy Centennial Celebration; he gave each] participant att the meeting a book on the history oft the village and a calendar of events for upcoming activities. She sees many issues including its permitting of Mrs. Caldarelli stated that houses in Ambridge are too close to another toj permit residents tol have urban agriculture. She stated thats she doesn'tbelieve that people would obey thei regulations should keeping of chickens be permitted in Ambridge. She also questioned who could enforce the policies, 11. Motion to authorize Head Start of Beaver County tol hang an event sign on the fence ofgth Street Park for no more than three weeks starting September 14, 2016. Mayor D'Ambrosio stated that he has been in contact with the Ambridgel Head Start office; he reported that their enrollment is currently down. He reported that the Head Start Program helps the entire family notj just children and that they do great 12. Motion to authorize the distribution ofal Request for Proposals (RFP) seeking professional services including design, construction drawings, bidding, and construction administration for the Merchant Street- Streetscape Improvement Project. He stated that this effort will sustain our ISO: 3 classification and thanked everyone for their hard work to: make this upgrade possible. 6 18. Discussion: Ambridge Water Authority Economic Development: Incentive Program for larger multi- unit structures that are under construction/ /r renovations. The Borough) Manager explained that a proposal has been received from the Chairman oft the Water. Authority (Mr. David Bell): regarding this concept. Hes stated that the proposal will give a break on the number of units being charged for water sewer and trash usage on a multi-unit building should it be under construction or renovations for one year. Hes stated that the proposal will give an incentive to the owner to renovate thej property within one year tol help bring about redevelopment in the community. Mr. Bell was present and attested to the proposal. The Council was in agreement with the Authority'sproposal and Mr. Bell was to take it back to the Water. Authority Board for consideration toj proceed. Mr. Mikulich stated that this effort is Code Enforcement Committee: Mrs. Caldarelli reported the county contract for Town Center Associates ended on August 31" and the Commissioners renewed the partnership for the Main! Street Mrs. Drewnowski reported to the Code Officer that the parking lot oft the CVS Pharmacy on Merchant Street is unsightly, full ofl litter and debris. Mr. Clark advised her that he will go down tomorrow and advise them to clean up the property. Mrs. Miller questioned the Code Officer about the conditions of thei interior oft the Dollar General on Merchant Street. She stated that thei isles are full ofmerchandise andi iti is hard to navigate through. Chief Gottschalk reported that he will go down this week and Mrs. Drewnowski questioned the Code Officer on the status oft thej property maintenance complaint of 719: 22nd Street. She stated that the yard is still filled with debris covered by tarps andi is an eyesore. The Code Officer reported that he had this property inl District Court earlier this year and little was done withi it. Mrs. Caldarelli stated that when the Code Officer has an upcoming hearing tol let her Mayor D'Ambrosio stated that he doesn't feel it's appropriate for members ofCouncil to call our employees out on complaints such asl Mrs. Drewnowski's during the meetings. He stated that this should be done during officer hours and we should be treating our employees with respect. The Mayor also commented that! he doesn'tsee thei need to have the Code Officer present at Council Meetings. Mrs. Drewnowski stated thats she wasn'tcalling out the performance of the Code Officer withl her complaints; she stated that] having himj present at the meetings is a convenience for the public. Public Safety: Mrs. Drewnowski reported that the Committee met on September g",i in attendance was herself, Chief Gottschalk, Manager Kauer, Asst. ChiefLarrick, Councilman Dunn, Mayor Mrs. Drewnowski stated that ini regards to the Police Department we may be losing three part-time officers due to them getting full-time jobs elsewhere. She expressed ai need to test for part-time police officers. She also reported that the Borough Manager applied for a $1,000 grant that would purchase youth Sayl No tol Drug handouts. Mrs. Drewnowski also reported that Trick or Treat willl be conducted in the County on October 31* from 6PM to 8PM. Lastly, she reported that thel Manager has been working with the Humane Society to negotiate an. Animal Control service contract that would starti in agood step showing that the community is pro-business. D'Ambrosio and Chief Mann. 2017. 7 Ini regards to thel Fire Department, Mrs. Drewnowski reported that the AFD was recently awarded two grants that will enable the Department to give out free smoke and carbon monoxide alarms. She also reported that the AFD willl bel having an Open] House on Saturday, October 15th from 11AM to 4PM. Mrs. Drewnowski also reported on the fire truck purchases that were approved tonight and that once the new trucks are in-service the old Snorkel Truck willl be auctioned off on Municibid. She stated that the Committee discussed that if wel keep the purchase and equipping oft the new trucks in budget, we could afford to replace thes squad unit this year as well with the bond proceeds. Lastly, it was reported that thel Firel Department willl be applying foral FEMA grant this year toi replace 30 SCBAS with spare Mrs. Miller stated that a stop sign needs to be erected at thei intersection of Central Lane and Church air bottles. Street. Public Works: No report. Parks: Mrs. Miller reported on the upcoming Ambridge Falll Festival of Churches on September 23 and 24 in PJ Caul Park. Shes stated that a' Tour of Churches willl bel held on September 23 and on the 24th ai festival willl bel held in PJ Caull Park with Ambridge Churches having food booths andj promoting their cultures on stage. Thel Parks and Recreation Committee will coordinate and offer all oft the children's activities. She stated that they are looking for volunteers tol help out that day. Mrs. Miller thanked thel Public Works] Department and staffi for the event'sp preparations. Engineer's Report: Thel Engineer reported he submitted a written report to Council. He stated that the action taken tonight by Council will fix the collapsed inlet at gth Street and Maplewood, finish off the 2016) Road Program and start the project to replace thel Borough Building Roof. Mr. Mikulich questioned the correspondence from thel Engineer to the Water Authority about ai needed road repair on Merchant Street near 13+ Street. The Engineer reported that there was a water break in front of.
