Avis Borough Council held their regular monthly meeting on Monday, January 7,2019. Stover presiding with members Raab, Brooks, Gordon, Herman and Christian present. Motion by T. Gordon to accept the minutes of the December 3, 2018 meeting, seconded Motion by J. Raab to pay the bills as SO presented, seconded by M. Herman and SO Residents, Walter and Dixie Burnett attended the meeting. They live on E. Central Avenue and are having an issue with the neighbor's grandchildren building a dam in the stream behind their house and causing flooding. They have tried to speak with the neighbors and their grandchildren but have not gotten anywhere with them. They would like tol know what could be done to resolve this. Codes Officer, K. Barger will go and check it out and get back to them. Resident, Linda Kitchen, asked ifCouncil knew when sign-ups for T-ball were. She also inquired as to whether or not aj park bench would bej put in the doggie park. She wanted to know when the sign ordinance was put inj place and was told that is was in 2002 and there was by J. Uhler, Borough Engineer, informed Council that the reason that the sidewalks were stopped where they were at the park was because there is drainage work that needs to be completed both on Reed Street and Prospect sO they stopped the sidewalks short oft these areas. He stated that the park project is 100% complete with regard to Charles Construction and the original plan. He did state that they did put a load of stone at the. Rich Street intersection but that they did not tie it into the sidewalk. The handicap striping is down. He told Council that there are 2 change orders, the 1stin the amount of $2,849.00 for adjustment to the inlet and the 2nd; in the amount of $998.00 for additional stone. The total still owed to Charles including the 2 change orders is $31,156.23. J. Raab made a motion to approve the change order amounts and for Alan to go ahead with getting the payment for Charles with a second by E. Christian and sO carried with all Council voting in favor. The total cost of the project was $77,110.11. A. Uhler talked about picnic tables for under the pavilion. These picnic tables will need to be. ADA compliant. Hej provided Council with aj picture of a style that he picked out for their review. These tables are approximately $1,500.00 each and he believes that they are looking at getting 4 for under there. They will be 8 feet by 61 feet. J. Raab: made a motion that pending approval from the recreation committee to have Alan go ahead and purchase the tables. M. Herman seconded and sO carried with all Council voting in favor. A. Uhler also said that there is more grant money available. J. Raab made a motion to have Alan resubmit our application for grant money to help finish the park project to complete the lighting, a second was by A. Brooks and SO carried with all Council voting in favor. streets that need sewer mains replace. A. Uhler's office will also be getting with E. Hughes, Supervisor, to go over the list of K. Barger, Zoning and Codes officer, did not have a report for December. He did state that he provides Council with 2 reports. One is ai report ofthe permits/zoning and the other is for enforcement oft the ordinances. A. Brooks stated that she noticed that E. Hughes, Supervisor, must have lost his safety jacket in the fire. J. Raab will take care of ordering a new fluorescent jacket for him. E. Christian stated that] he noticed in the Oak Grove Development that there is al box with ared light attached that lights up when there is a sewer issue. He wondered ifthat flowed/hooked into the Borough's sewer system and he was told that it did not. A Brooks stated that she is working on the web-site and that she had al historical summary of Avis from 1779 to 1908.
