Ordinance No. 2017-21 Amending BIMC Chapter 15.30 Relating to Transportation Impact Fees and Chapter 15.40 Relating to Traffic Impact Analysis for Development, AB 17-159. - Public Works 7:12PM Public Works Director Loveless highlighted the changes to the ordinance. MOTION: Imove that the City Council approve Ordinance No. 2017-21. Scott/Roth: The motion carried unanimously, 7-0. B. Discuss Council Policy Regarding Open Public Meetings Act (OPMA) as Applied to Citizen Councilmember Medina provided background on the topic. Council asked the City Manager to research an Advisory Committees, AB 17-174- Executive 7:19 PM online communication tool for certain committees. Patti Dusbabek commented on committee selections. Public Comment 7. NEW BUSINESS Police 7:44 PM Public Comment A. Agreement for Incarceration of City Prisoners (KC-233-27) with Kitsap County AB 17-178- Police Chief Hamner introduced the agreement. Patti Dusbabek commented on the number of incarcerated individuals. B. Kitsap Public Utility District (KPUD) Waterline Easement for Lovgreen Site, AB 17-177- Public Works Director Loveless provided information on the easement.
