CITY MANAGER'S REPORT Deputy City Manager Smith updated Council on the deadline for Cultural Funding applications, the prescription take-back at the Police Department, a survey for potential improvements to SR: 305, andi the Halloween celebration in' Winslow. 5. UNFINISHED BUSINESS A. 2018 Budget Modifications, AB 17-182. - Finance 7:05 PM Finance Director Schroer and Budget Manager Dunscombe provided information on the proposed 2018 MOTION: Imove that we remove the "TBD" designation fort the femy viewing platform from the 2018 Budget modifications. budget and include $26,000 fori the viewing platform in the 2019 CIP budget. Medina/Peltier: The motion carried unanimously, 7-0. B. Kitsap Public Utility District (KPUD) Waterline Easement for Lovgreen Site, AB 17-177 Public Works 7:17 PM Public Works Director Loveless introduced the amended easement. MOTION: Imove to approve the Amended Waterline Easement and Agreement related to an existing easement held by the Kitsap Public Utility District on the City's Lovgreen property, and to thereby authorize the City Manager to execute the Amended Easement and Agreement in substantially the form provided with this agenda item. Scott/Medina: The motion carried unanimously, 7-0. C. Ordinance No. 2017-17 Relating to Critical Areas, Repealing Chapter 16.20, and Adopting an Updated Chapter 16.20, AB 17-135-1 Planning 7:19 PM Senior Planner Carr reviewed the proposed changes. MOTION: Imove that we ask Christy to amend the current draft oft the CAO to include a mechanism for public schools and public parks to go below the 50% NVPA ift they develop a stewardship plan or Medina/Scott: The motion carried 6-1 with Councimember Peltier voting against. something similar. Public Comment Mike Juneau commented on the trees and vegetation section. Council concurred with most of his suggested changes and authorized Senior Planner Carr to incorporate them in the revised draft ordinance, with the exception oft the revisions relating to red alders and pruning dead trees. Patti Dusbabek spoke against the regulations. MOTION:Imove to hold a continued public hearing ont the revised critical areas ordinance (as revised in accordance with the October 24, 2017 discussion) on November 14, 2017, and to allow submittal of public comment via written correspondence ont the ordinance through November 20, 2017, at 4:30 pm.
