Options for Suyematsu Historic Area, AB 17-188 = Executive 7:31 PM Deputy City Manager Smith introduced the Suyematsu project leadership team andi the consulting team. Ordinance No. 2017-25 Relating to Property Tax Levy for Collection in 2018, AB 17-182- Finance Director Schroer introduced the ordinance. Deputy Mayor Blossom opened the public hearing at 8:09 p.m. Public Comment Cindy Anderson spoke against paying additional taxes until her issue is addressed. UNFINISHED BUSINESS A. Ordinance No. 2017-26 Relating to 2018 Budget Modifications, AB 17-181 - Finance 8:11 PM Finance Director Schroer provided a presentation on budget modifications. Council discussed the budget. MOTION: Imove that we move the proposed budget modifications forward without the 2 new positions and schedule a public hearing on the Ordinance, Relating to 2018 Budget Modifications, for November 28, 2017. Scott/Roth: The motion carried unanimously, 6-0. Plan (CIP), AB 17-183 - Public Works 8:37 PM B. Ordinance No. 2017-28 Relating to the 2018 Update to the 2017-2022 Capital improvements Public Works Director Loveless introduced the proposed changes to the CIP. MOTION:Imove that the City Council forward to the November 14, 2017, consent agenda for consideration of approval Ordinance No. 2017-28 related to the 2018 Update to the 2017-2022 Capital Improvement Plan. Roth/Peltier: The motion carried unanimously, 6-0. C. Kitsap Public Utility District (KPUD) Waterline Easement for Lovgreen Site, AB 17-177- Public Works 8:40 PM Public Works Director Loveless provided background on the Waterline Easement. MOTION: Imove to rescind the City Council's approval oft the Amended Waterline Easement and Agreement that the Council approved by motion on October 24, 2017, related to an easement held by the Kitsap Public Utility District on the City's Lovgreen property, and to approve andi thereby authorize the City Manager to execute the corrected Waterline Easement and Agreement ins substantially the form provided with this agenda item. 7. NEW BUSINESS Peltier/Tollefson: The motion carried unanimously, 6-0. A. Inclusionary Zoning Discussion, AB 17-189 - Planning 8:43 PM Management Intern Kellie List provided a presentation on inclusionary zoning, and Council discussed the topic. Council's consensus was to ask the City Manager to return to Council with next steps on the B. Island Center Subarea Steering Committee Appointments, AB 17-164- Mayor Tollefson Senior Planner Sutton reviewed the appointment process and introduced the recommended slate of candidates: Scott Anderson, Michael Loverich, Micah Strom, Donna Harui, Sherri Eckert, Adam process. 8:57 PM Marschek, Lisa Neal, Maradel Gale, and Tracy Collier. 3 MOTION: Ir move to forward to the consent agenda fort the November 14, 2017, City Council meeting the appointment of the individuals as listed in the agenda bill to become members oft the Island Center Subarea Plan Steering Committee. Tollefson/Roth: The motion carried unanimously, 6-0. Council agreed to ask the Planning Commission to nominate a liaison from their membership. Council will appoint al liaison to the Island Center Subarea Plan Steering Committee at a future meeting, C.A Affordable Housing Task Force Update, AB 17-013-1 Deputy Mayor Blossom 9:03 PM Deputy Mayor Blossom provided an update on the work oft the Affordable Housing Task Force related to the Suzuki proposal. 8. FORTHE GOOD OF THE ORDER - 9:14 PM Mayor Tollefson updated Council on the schedule for the City Manager's evaluation. 9.
