09 BOROUGH OF AMBRIDGE Council Meeting: August 8, 2017 Ambridge Borough Building MINUTES Executive Session - Personnel and Legall Matters The August 8, 2017 meeting of Ambridge Borough Council was called to order at 7:00PM within Council Chambers of the Ambridge Borough Building, 600 11"h Street. Pledge of Allegiance Presentations 1. Citizen's. Participation On/Off. Agenda Items (5 minutes per speaker) Mr. Roger Thomas, 1143 Carlson (Harmony Township), spoke to Council about a recent state wide effort that is upcoming with the 20201 United States Census that willl help reduce the gerrymandering of] legislative districts. He distributed a sample Resolution to Council that he would like them to consider supporting tol help create fair legislative districts. Rev.. James Hamilton, 11341 Maplewood Avenue, expressed his concerns tol Borough Council that the Ambridge Water Authority needs to establish a Source Water Protection Plani toj protect the Ambridgel Reservoir. He stated that PAI DEP offers grant programs tol help cover the costs of creating this needed contingency plan for the Water Authority. He asked the Council to call upon the Mr. Bob Schmetzer, 4008. Jordan Street, President of South Heights Borough Council, echoed thei remarks of Rev. Hamilton and asked thel Borough Council to call upon the Water. Authority to establish a Source Water Protection Plan. He is concerned as the youth from South Heights Borough Mrs. Kathy McCombie, 6381 Maplewood Avenue, thanked the Borough Council for having staff address the issue ofhigh weeds in Lower Alley. She stated that there are two potholes at the entrance ofLower Alley at gth Street that need filled. She also thanked thel Borough Council for getting the one ways signs up: in Lower Alley and thanked the Chiefof Police for increasing patrols on Maplewood Avenue. Mayor D' Ambrosio thanked Mrs. McCombie for hers support. He stated that after last month's meeting, he met with Chief Mann toi increase police presence and traffic 2. Water Authority to establish a Source Water Protection Plan. 3. attend Ambridge Area schools that rely on Ambridge Water. 4. enforcement along Maplewood. Avenue. The Mayor stated that in the past month the APDI has issued 90t traffic citations for motorists not obeying stop signs. (b) Code Officers addressed an issue ofr rats in the area of] Beaver Road and 6th Street. (d) Second notices for annual Rental Registrations have been mailed out this past week for the (e) Zoning Determination request has been received to operate al Medical Marijuana Dispensary Mrs. Caldarelli stated thel Firefighters are doing a great job with the code enforcement program. Public Safety: Mrs. Drewnowski stated that she had no report. Mrs. Caldarelli complimented Chief Mann for addressing a drug related problem that was. happening within her neighborhood. (c) Many permits issued this] past month 2017/18 cycle. at 2097 Duss Avenue 5 Public Works: No report. Parks: Mrs. Miller stated that the annual Falll Festival oft the Churches is going to be held on September 30th. She stated thats she has been working with the Chamber of Commerce to organize the event and that shei is now booking children'sa activities. She stated that she got al better deal this year Engineer Suehr reported that road work within Port Ambridge is complete and that the contractor has yet to give as start date for the remaining road work to start within town. Hel has stressed to the The Engineer also reported that the renewal application for the Borough'sl MS41 Permit has been completed and awaits the Boroughl Manager's signature. He also stated that he is still waiting onl DEP approval fort the repair of the Ambridge - Aliquippa Bridge Storm Sewer Outfall. Engineer Suehr informed Council that he has prepared ai map for thel Borough Stafft to use that shows the ages ofall recently paved Borough Streets. This map willl help the Borough with determining degradation fees Mrs. Miller questioned a sinkhole on Beaver Road near gth Street. Engineer Suehr stated that the sinkhole was caused by ani issue with the sanitary sewer. The Municipal Authority has claimed responsibility andi is going to get the street restored once the sewer line ifi fixed. on aj petting ZOO that will be here for six hours during the festival.
