BOROUGH OF AMBRIDGE Council Meeting: October 10, 2017 Ambridge Borough Building MINUTES Executive Session - Personnel and Legal Matters The October 10, 2017 meeting of Ambridge Borough Council was called to order at 7:00PM within Council Chambers of the Ambridge. Borough Building, 600 11" Street. Mr. Doug McCombie, 6381 Maplewood Avenue, stated that the Falll Festival was a great event. He spoke to the effect that] he is seeking thel help of Council tol lower the speed limit on. Maplewood Avenue. Mr. Mikulich stated that both he andt the Solicitor have researched speed humps. Solicitor Start stated that he would noti recommend the placement of speed bumps on streets, but stated that speed] humps are an acceptable control device that could prove tol be effective. He stated that a "Watts" style speed] hump with the appropriate signage and painting could cost approximately $3,000 Mr. Frederick Banks, 303 Merchant Street, expressed his concerns to Council about the "Stop Here on. Red" sign at thei intersection ofl Merchant Duss and' Third Streets. Hes stated that he believes this signs should be located closer to Third Street's corner toi increase visibility for motorists. ifinstalled mid-block on a street and be effective. 2. Mr. Mikulich stated that the Council will review this matter. Amendment to the Lease and Cooperation Agreement for the Park and Ride Facility, by and between the Borough of Ambridge, Port Authority of Allegheny County and thel Beaver County Transit Authority. Motion was made by Mr. McCoy, seconded by Mrs. Drewnowski. The Borough Manager explained that this agreement is as result of] Beaver County Transit Authority (BCTA) upgrading the bus shelters and taking responsibly: for the maintenance of those new shelters. Therei is no change or affect to the Borough. Mrs. Caldarelli questioned ift the BCTA shelter on Merchant Street at 11" Street was planned tol be upgraded as well? Manager Kauer stated that BCTAI has informed him that they plan to upgrade that shelter as well later this year. He stated that he attended North Allegheny High School and graduated from Seaton Hilll University in 2015. After college he played professional baseball for the Los Angeles Dodgers and then later attended the Allegheny County Police 11. Shes stated that shel has been a life- long resident of Ambridge, graduated from the Ambridge High School and the Beaver County Police Academy. She stated that she is also aj police officer in Chippewa Township. Committee Reports Code Enforcement Committee: No Report. Public Safety: Mrs. Drewnowski reported that the Fire Department has achieved 100% accreditation from the Statel Fire Commissioner's Office with all career firefighters being at a: minimum of Firefighter-1 Certified. She also stated that October is Fire Prevention. Month and encouraged the Chiefl Mann reported that thel Policel Department has placed its less than lethal shotguns into service. citizens to change thel batteries in their smoke detectors. Hes stated that he would like toj purchase another one oft these guns in 2018. Public Works: Nol Report. Parks: Mrs. Miller reported that the Fall Festival went great. She thanked Mr. Mikulich for his help the entire day at the festival. She also stated that the Kaboom Playground grant was denied and that the Committee will continue to seek funding for the new. Henning Street Playground Project. Mr. Mikulich thanked everyone who assisted with the Fall Festival ofChurches including Kim Villella and] Mr. and Mrs. Miller. Mrs. Miller thanked the Chiefs, Jr. ROTC, Borough Electrician Tom Patrician, Public Works Department, Office Staffa and thel Manager for their assistance with the Festival. Mr. Mikulich stated that the Friday Tour oft the Churches was a sell out as well. 5 Engineer's. Report: Engineer Suehr reported that the 20171 Road Project is complete with only punch] list items remaining. Hes stated that 5%1 retainage is being held until all of those issues are addressed. Regarding the 2018 Road] Program, he is working on: finalizing the specifications to repave Merchant Street in the Thel Engineer also reported that he received correspondence back from] PENNDOT regarding the Police Department's concern ofs slick pavement on Rt. 65 near 4th Street. It was reported that PENNDOT has tested the pavement and that the conditions are adequate and ok as-is. Manager Kauer reported that the Borough's grant application tol Duquesne Light to relocate the electrical lines and remove the utility poles onl Merchant Street in the Streetscape Projects area was downtown area and the twol Merchant Street public parking lots. awarded. She stated that within the PENNDOT studyt time, on average 414 cars on gth Street turn] left to every 26 that turn right to go north bound. PENNDOT: reports that this change will reduce backups on gth Street and thes side streets.
