Mr. Mike Rogers, 4241 Merchant Street, stated that the building at 4201 Merchant Street has beena a source ofrodents in the area and needs to be addressed. Mr. Mikulich informed Mr. Rogers that we Ms. Judy Pugar, 64 Pugar Place, commented to Council that there have been numerous tractor trailers on Merchant Street recently causing a multitude ofi issues. She stated that the truck route signs on Route! 989 are not adequately posted. She also stated that Centria on the northern end of Merchant Street should also have their truck signage improved as well. She also reported that a Zoning Hearing was held onl November gth and that the residential demolition ofs seven buildings is currently underway throughout town. She stated that locations for 2018 funding for residential demolition has been sent to the County as well this past month by the Public Safety: Mr. McCoy reported that thel Public Safety Committee met on November 9, 2017, Present: Chief Mann; Chief Gottschalk; Duke McCoy; Manager Joel Kauer and Committee Chair Thej purpose oft the Public Safety Committee meeting was to discuss al request by! MoreFlavor, Inc. to place noj parking signs on Bank Street to make sure their trucks can maneuver from First Street, down Bank Street and onto their property. MoreFlavor) has agreed to payt the costs associated to adopt an ordinance and toj purchase and place the signs. After al brief discussion aj poll was taken of eachj person. att the meeting. It was unanimous toj proceed with the noj parking signs. Therefore, the Public Safety Committee is recommending that Council proceed with adopting an ordinance, the purchase, and ChiefMann requested that our police officers be equipped with tourniquets and be trained on how to use them in an emergency. ChiefMann offered tol be trained and then he will train the rest of our officers. There was no objection tol his request. It was also decided that the tourniquets should be provided to thei fire department. Chief Gottschalk commented that vehicles are speeding from' Tenth Street to Eleventh Street on Maplewood. Avenue and requested police presence in an attempt to make them slow down. The Street Department will paint the word "SLOW" ont the street once the Mr. McCoy also suggested that Council present Firefighter Bob Charlovich with al Letter of Commendation forl his recent actions to save ai motorist from a burning vehicle onl Interstate 80. Mr. Mikulich stated that we can present this tol Firefighter Charlovich at our. December meeting. Mr. McCoy asked ChiefMann to explain the benefits of equipping our officers with thet tourniquets. Chiefl Mann explained that this past month al Pennsylvania State Trooper was shot outside of Philadelphia while on duty and was able to save. his own life through the use ofa combat tourniquet. A motion was made by Mr. McCoy, seconded byl Mrs. Calarelli to authorize the Police Chiefto get pricing on equipping our police officers with combat tourniquets and to authorize ChiefMann and Borough Manager. Motion carried unanimously. 5 Public Works: Mr. Cafarelli reported on the following: Grass Cutting of Borough Properties, Lots, Right of Ways and Abandoned Properties are ongoing. Curbside Leaf Collection is underway following the street sweeping routes through December 8th. Wel have a temporary employee through the State OVR program assisting us with leaf collection, Water has been shut offt to all parks and outside facilities have been winterized. Ongoing maintenance has been dedicated to filling pot-holes andi repairs to multiple alleys. Crew has been helping the firefighters build the new garage for the fire boat next to thei fire Line painting was finished fort the season; stop and slow stencils have been painted on 4h Street Crew cleaned up Merchant Street and PJ Caul Park for the Halloween Parade. Electrician repaired service wires to the gth Street traffic signals on November 5th as requested by he started on November 7th. station. and Maplewood. Avenue. Duquesne Light. Equipment Maintenance: 5-ton Dump Truck Salt Spreader was repaired under warranty, no charge. Salt-Spreader Hopper for the F-350 Pickup is out getting serviced for thes season at Sabre Streetsweeper hadi its conveyor belt bearings replaced due to failure last week of Sign maintenance is on-going, replacing: missing signs and repairing damaged locations. Foreman responded, marked and reported multiple PA-One Call requests. Parks: Mrs. Miller reported that the Borough is currently getting ready for Christmas and with the donation ofl Mayor D'Ambrosio's salary this year, thei new Christmas banners havel been hung in the mid-town district and the over-the-road Season's Greetings display will go up shortly. Mrs. Miller also announced that today the Borough received notice that we were awarded a $100,000 grant to make improvements tol both gth Street and) Panek Parks. Work includes reconstruction ofthe basketball courts at Panek Park and at gth Street there willl be new playground equipment, ai new picnic shelter and ADA: swings and accessible routes. Shes stated that thej project is estimated to cost $148,660. Mrs. Miller commented thati iti is thej plan oft the Recreation Committee, through this project, to make all ofour existing parks safe, accessible and updated before we construct the new park on Henning Street. Mrs. Miller and Mr. Mikulich thanked the Borough Manager for his efforts in Engineer Suehr reported that the 2017 Road Project is complete with only punch list items remaining. Thel Engineer also stated that permit approval has been received to fix the outfall under the Ambridge- Aliquippa Bridge; we. just need toi find thei money to make these repairs. Thej permit is valid through year 2023. Regarding thel Borough's MS4 permit renewal, he reported that DEPI had conçerns with our proposed Pollution Control Plan. He stated that] he will be working with the DEP and the Borough Engineer Suehr stated that he reviewed plans for thes sanitary sewer disconnection of the parking lot drains at 1201 Merchant Street. He stated that they now are planning to connect into the storm sewers Mr. Cafarelli questioned thel Engineer on what he felt oft the work performed by Youngblood Paving as part oft the 2017 Road Program? Engineer Suehr stated that the work is up to construction standards.
