CALLTO ORDER/ROLL CALL/PLEDGE OF ALLEGIANCE Mayor Tollefson called the meeting to order at 7:00 p.m. in Council Chambers. Mayor Tollefson, Deputy Mayor Blossom, and Councilmembers Peltier, Medina, Roth, Scott and Townsend 2. AGENDAI APPROVAL OR. MODIFICATION/CONFLICT OF INTEREST DISCLOSURE Councilmember Peltier moved and Councilmember Medina seconded to accept the agenda as presented. were present. The motion carried unanimously, 7-0. CITY MANAGERS REPORT- 7:01 PM City Manager Schulze provided an update on the next meeting oft the Infrastructure Ballot Measure Task Force, the next meeting oft the SR305 Working Group, a meeting with Kitsap Public Utility District on the downtown WIFI system and a potential partnership to provide broadband service, the Winter Wonderland event, and construction on the City dock. 5. PRESENTATIONIS) A. Oath of Office Ceremony for Police Officers, AB 17-202 - Police 7:04 PM Judge McCulloch swore in Officers Fastaia, Buonvino, Hough, and Norton. ChieflHamner introduced each officer. B. Downtown Parking Study Presentation, AB 17-081- Public' Works 7:20P PM Public Works Director Loveless introduced Jeff Arango from Framework who provided a presentation on the Downtown Parking Study. Public Comment Lisa Macchio spoke in favor oft the study. Jonathan Davis spoke about future trends for single-occupancy vehicles. Erika Shriner spoke about climate concerns and reducing the need for vehicles. 6. PUBLIC HEARING A. Ordinance No. 2017-26 Relating to 2018 Budget Modifications, AB 17-181 - Finance 8:12 PM Finance Director Schroer provided a presentation on the budget modifications. Mayor Tollefson opened the public hearing at 8:17 p.m. Public Comment Lisa Macchio spoke in favor of completing the Olympic Drive project. Mayor Tollefson closed the public hearing at 8:17 p.m. MOTION: Imove that the City Council approve Ordinance No. 2017-26, adopting mid-biennium modifications to the final budget for the fiscal year ending December 31, 2018. Roth/Scott: The motion carried 6-1 with Councilmember Peltier voting against. 7. UNFINISHED BUSINESS AB 17-201 - Executive 8:22 PM A. Agreement for Improvement to Public Trail and Processing of Vacation of Disputed Street, City Attorney Levan provided information on the agreement. Maradel Gale spoke in favor oft the agreement. Barb Trafton pointed out the significance of the trail. Jon Rose spoke about the importance oft trails in a community. Todd McKittrick spoke about the easement and timing. Lisa Macchio spoke about timing and multi-use trail issues. Public Comment MOTION: Imove to approve the Agreement for Improvement to Public Trail and Processing of Vacation of Disputed Street in substantially the form attached and authorize the City Manager to execute the agreement and all documents associated with effectuating the agreement. Scott/Roth: The motion carried unanimously, 7-0. B. Suzuki Property Development Agreement with Olympic Property Group, AB 14-118- City Manager Schulze introduced the agenda item. Jon Rose, Olympic Property Group, provided information on the proposal. Stuart Grogan, Housing Kitsap, provided information on thei funding sources. Herb Hethcote thanked Council for preserving the corridor Linda Sohlberg spoke about her concems with the project. Clint Pells spoke about his concerns with the agreement. Bill Davis spoke about his concerns with the agreement. Kevin Fetterley spoke in favor of 100% affordable housing. Brandon Fouts spoke about the mobile home park. Council discussed the agreement. 8. NEW BUSINESS Executive 9:32 PM A. Lodging Tax Advisory Committee (LTAC) 2018 Funding Recommendations, AB 17-198- Deputy City Manager Smith introduced the funding recommendations. Councilmember Townsend provided background on the process. Public Comment Patti Dusbabek spoke about her concerns. MOTION:Imove: that the City Council forward to the December 12,2017, Consent Agenda for approval the Lodging Tax Advisory Committee 2018 funding recommendation and thereby authorize the City Manager to execute the associated funding agreements with recipient organizations.
