June 12, 2018 meeting of Ambridge Borough Council was called to order at' 7:00PM within Council Chambers of the Ambridge Borough Building, 600 11" Street. Mr. Tom Friend, 511 Merchant St., stated that parking on Merchant Street is being abused right now as the meters arei removed; cars are parking in the same spot all day blocking businesses. Mr. Mikulich stated that the parking meters havel been removed to make way fort the streetscape construction project. Hes stated that once the project is complete two-hour parking regulations willl be in full affect. 2. Mrs. Lillian Paff, 1325) N. Walnut St., made complaint tol Borough Council about the conditions of Spruce Street and stated that its should have stop signs oni it to control traffic. Mr. Mikulich informed her that Spruce Street isi in Harmony Township and that we will pass on her concerns to their Board of 3. Mr. Jerome Gill, 831 Glenwood Avenue, questioned what al Firel Police Officer is. Mr. Mikulich stated that Firel Police assist with traffic control during emergencies and events andi is under the commander oft the Chiefo of Police. He stated that] Mayor Drewnowski has taken the necessary training andi is certified as al Firel Police Officer. Mr. Gill questioned what a Consent Agenda is andi ifit will change the format forj public comment. Mr. Mikulich stated that there will be no change in public comment; this new: style will lump motions that are rather administrative such asi road closures and handicapi parking spaces into one motion versus voting on eachi item individually. Mr. Gill then questioned the difference between a suspension without pay and administrative leave with pay. Mr. Mikulich: stated thats suspension without payi is discipline and administrative leave with payi is not Commissioners. discipline andi isi inj place to accommodate an active investigation. 4. Ms.. Joanne Trella, 832 Glenwood Avenue, thanked the Borough for addressing the water runoff conditions in the alley behind her house and the football stadium. Thel Borough Manager stated that this project involves thei repair of the damaged storm sewer outfall pipes on the Ohio River in the area under the Ambridge-Aliquippa Bridge. Hes stated that this past winter during high rivers stages, thel hillside around the outfall pipes have slid and eroded greatly. Mr. Mikulich remarked that this] project has been in the works to repair for over one year. The Borough was unsuccessful in securing grant funds for this project. Hes stated that after these deductions, it willl leave a cost toi the Borough of $13,745 for the project that could be paid from the Recreation! Fund. She stated thati rental inspections are ongoing and that Codel Enforcement program is doing outstanding work as their monthly report is proof ofit. She recognized. Mr. McCoy stated that sidewalks throughout town are in bad shape, areas on Beaver Road and Lenz Mrs. Caldarelli reported that the Borough is accepting comments from concerned citizens regarding the possible demolition of4391 Merchant Street. Engineer's Report: Engineer Suehr reported that contracts for the Outfall Repair and Park Projects willl be ready and notices toj proceed issued this month.
