BOROUGH OF AMBRIDGE Council Meeting: April 9, 2019 Ambridge Borough Building MINUTES Executive Session Personnel, Real Estate and Legal Matters The April 9, 2019 meeting of Ambridge Borough Council was called to order at 6:30PM within Council Chambers oft the Ambridge Borough Building, 600 11"h Street. Absent: Mr. Cafarelli, Chief Gottschalk (in training) Pledge of Allegiance Presentations Borough Council and Mayor presented al Proclamation recognizing the. Ambridge Italian Villa for over four decades of business in Ambridge. John and Amy Palavros were present and accepted the proclamation. Citizen's Participation On/Off Agenda Items (5 minutes per speaker) 1. Mr. Frank Martocci, 69 15!h Street, introduced himself to the Borough Council and informed them that he is a candidate for District Judge. He stated that he is an. Ambridge resident and that this Sunday he will be conducting a Voters Registration Eventi in PJ Caul Park. He also requested to distribute his resume; Mr. Mikulich informed him that the Borough Council does not get involved with political campaigns during the Council Meetings and recommend that he 2. Mrs. Kathleen Sabol, 919 Pine Street, stated that she has al lift chair that she would like to donate to someone in need. She also made numerous complaints about various properties in the Borough that place large amounts of trash out each week and that their trash is not in cans. She proceeded to show pictures of each property to the Council and officials. Mrs. Sabol also questioned why the Borough Manager had her architectural drawings for her 14" Street property stamped by the architect as she states that she talked to a state representative and was told that it was not needed. Mrs. Sabol also presented a street sign that she found in her 3. Mrs. Bobbie Boykins, 1004 11" Street, thanked Mr. Cafarelli for his efforts to get upper 11h 4. Mrs. Lorianne Burgess, 570 Merchant Street, stated that the Ambridge Police are doing an excellent job working with the youth who live in the County Housing facilities in the Borough. She stated thats she spoke to Council at last month's meeting about the Police Service leave his resume in the back of the room. neighbors trash to the Council. Agreement with the County Housing Authority, and recently she reached out to the County Commissioners for an answer. as to why the contract has not been acted upon. She stated that they informed her that the Housing Authority provided the Borough with contract renewal documents in September 2018 and that the Borough responded back to them in March about negotiating the fee and hours provided. They told her that the Borough told them that they would take action in March; however the Council never took any action. Mr. Mikulich responded that this matter is a legal matter and that the Council cannot discuss this at this time. Mrs. Burgess questioned: are you in contact with the Housing Authority? Mr. Mikulich responded that the issue is ongoing and cannot discuss it. Motion to enter into an Intergovernmental Cooperation Agreement by and between the Borough of Ambridge, Ambridge Water Authority and the Ambridge Municipal Authority for the shared maintenance oft the municipal building. Mr. McCoy questioned ift this is a new agreement? Mr. Mikulich responded that this is not, when the building was built, it was agreed that shared areas maintenance costs would be split in thirds between all entities. She stated that the Committee discussed the Beaver Road rodent complaint and stated that the Code Officers are addressing trash issues in this neighborhood. Mrs. Caldarelli also reported that inspections and code sweeps are ongoing, and that an Electronic and Household" Waste Recycling Event will be held at the Borough Building on April 13". Mr. McCoy stated that the Code requires each house to have two trash cans with lids. Public Safety: Mr. Flannery reported that the committee will be meeting in the next week. He questioned the Police Chief about tourniquets. Chief Romutis reported that each officer has been provide with at tourniquet and that each squad car has a bleed control kiti in it now, Mr. McCoy stated that Mr. Dunn has never taken al Borough salary, as he did for his first nine years on Council. He stated that Mrs. Burgess's earlier comments were very disheartening. Parks: Mrs. Miller reported that the committee will be meeting soon to review the preliminary Engineer's Report: Engineer Suehr reported that the Merchant Street Paving Project is currently out to bid; bid opening is set for April 26"h. He also reported that he finished preliminary plans and cost estimate for the Henning Street Playground Project and that! he The Engineer also stated that he reviewed two land development plans this past month, one being Phase 2 of Harmony Storage on New Economy Drive and the other being al Natural Gas Filling Station att the Duss. Avenue Waste Management Facility. Both projects he recommended approval and that the Planning Commission will be meeting on April 11thto Mr. Mikulich questioned when the Merchant Street paving will be completed. Mr. Suehr stated that it is built into the project that it is to be immediately based on the contractor's availability, the bid was very clear he stated. He added that as an alternate bid to the road project is the paving of Upper Alley between 5th and 6"h Streets; hopefully we'll get good bids Motion to accept the Official Reports; motion was made by Mrs. Miller, seconded by Mr. Dunn; all compliments of Mr. Dunn's salary donation to the Police Department. Mayor Drewnowski stated that Council received the monthly police report and that he'd like Chief Chief Romutis highlighted the summary of police calls for the month, reported that the officers are taking domestic violence training, reviewed the new tourniquets /b bleed kits, stated hej joined the Beaver County Human Trafficking Coalition, increased traffic enforcement in town, passed out street sweeping warnings, APD conducted three drug raids this past month, responded to two drug overdose calls, andi is working with the Chamber of Commerce to conduct a monthly "Talk with a Cop" at the Chamber Building to get citizens feedbacks and concerns.
