BOROUGH OF AMBRIDGE Council Meeting: August 13, 2019 Ambridge Borough Building MINUTES Executive Session - Legal Matters The August 13, 2019 meeting of Ambridge Borough Council was called to order at 6:30PM within Council Chambers of the Ambridge Borough Building, 600 11" Street. Pledge of Allegiance Presentations 1. Mrs. Wendy Nickerson, PA State Assoc. of Borough's - presented 10 Years of Service Award to Councilman Bob Dunn. She also presented Council with recognitions including plaques for 1' place award for the Borough Newsletter, 2"d place award for the Borough's Facebook page and a special recognition for the annual budget report. Citizen's Participation On/Off Agenda Items (5 minutes per speaker) 1. Mr. Tom Friend, 511 Merchant Street, stated that at last night's Leet Township Commissioners Meeting, their Allegheny County Councilwoman presented on her program to provide. Autism Awareness stickers that can be placed on vehicles or residences of those with autism to alert first responders so they can act accordingly with those with autism. He 2. Mrs. Cathy Holler, 824 11th Street, questioned which mapping does the Borough use to establish the right of way limits on Merchant Street. The Borough Engineer stated that he uses County tax maps. She also questioned if the streetscape contract was extended; she was advised to contact the Community Development Program as the contracts are through the recommended the program be expanded to Ambridge. Motion was made by Mr. McCoy, seconded by Mrs. Caldarelli; Solicitor Start explained that the Borough received a request from the District Attorney to participate in this program that would construct al License Plate Reader System in the Borough that would capture images of vehicles at various intersections with a goal tof fight crime. He stated that he has reviewed the agreement and worked out multiple issues, the agreement is satisfactory to be considered. The Manager explained that itist the pole at the corner of 8" and Merchant next to the Subway Restaurant. Mr. Cafarelli commented that the new pole on the CVS Pharmacy corner is back farther than the previous pole there. Motion was made by Mr. Cafarelli, seconded by Mr. McCoy; Mr. Mikulich stated that the Manager met with the Fireworks Committee and recommended having the fireworks the same day as the fall festival and dedication of Merchant Street, and everyone agreed that ity would make for a wonderful day to celebrate the community. She reviewed their work for the month, highlighting that commercial fire inspections are 63% registered and inspected to-date, 67 buildings have been inspected for presale inspections this year sO far, and 78% oft the high grass complaints for the year have been abated. Mrs. Caldarelli reviewed a new door hanger program instituted this month that hopes to speed up compliance and save money on postage. She stated that the door hanger will replace first letters for property maintenance. /quality of life violations. Public Safety: Mr. Flannery had no report. Mrs. Caldarelli questioned that for the next Council Meeting, can the Police Department research equipping the officers with body cameras. She then questioned the Mayor if he thought it was a good idea. Mayor Drewnowski agreed. Mrs. Caldarelli stated that this would be a great addition; helping to protect the officers and citizens. Public' Works: Mr. Cafarelli reported thet following: Street-sweeping is underway every other week and increased in French Point Light poles on Church Street and Merchant Street within the Historic District were Grass Cutting is underway at Borough Properties, Parks, Right of Ways and Tree care: dead trees on Kennedy Drive removed by the crew. Stumpg grinding on 13th and 14th Street completed by the contractor. DPW crew removed stumps of the storm damaged removed trees in Panek Park. Crew also trimmed all oft the street trees on Merchant within the Historic District. Car Cruise Prep - cleaned up Merchant Street and the Park in advance of the Crew restored the practice football field at Panek Park, vehicle damage from the vendors after the storm during the Fireworks celebrations. One employee assisted on Saturday, July 27th, working the household/ electronic waste collection event at the Borough Building. Creek' Watershed area. repainted. Mr. Cafarelli also reported that a utility company did work recently at the corner of 8" and Rice. He stated that the street is made of concrete and should be restored in-kind and not asphalt. The Borough Manager stated that he'llr review, research who did the work and let Mrs. Caldarelli stated the DPW crewi is doing an excellent job. She stated they don't get enough credit for all of their hard work. She stated that we have a great crew. Mayor Drewnowski reported that the Borough Electrician replaced the GFI electrical outlets Mr. Mikulich stated that the nine historic tabletop markers throughout the Historic District that the DPW crew installed are a great addition to the community. He also thanked the electrician for wiring upi the new information kiosk at the corner of 14" and Church Streets. Parks: Mrs. Miller stated that work is underway planning the upcoming Fall Festival of Churches on September 28". She requested authorization from Council to use the Recreation Fund to pay for children's activities that are not covered by donations received; all agreed. Mrs. Miller stated that volunteers will be needed to help with the event as well. Engineer's Report: Engineer Suehr reported that work on the streetscape is concluding and that he is working to have the paving work completed very soon. He stated that hei is The Engineer also reported that he reviewed the storm sewer outfall / landslide repair that was done last year under the Ambridge-Aliquippa Bridge, he stated that all of the work held up greatly and all oft the vegetation grew in. He reported that regarding development in the community, he provided utility information to the Beemac Development engineer for their New Economy property and explained the land development process to a potential developer of a new bakery on 14" Street. Engineer Suehr lastly reported that he is working with Metals USA in Port Ambridge about a storm water issue they are having on their property. Chief Romutis stated that there was recently a drug raid on Valley Road which made three arrests and removed 350 stamp bags of heroin from the streets. He also stated that a recent traffic stop resulted in a large marijuana bust. To-date there have been 11 large drug busts in the community.
