CALLTO ORDER/ROLL CALL Mayor Medina called the City Council meeting to order at 7:01 p.m. in Council Chambers. Deputy Mayor Blossom, Mayor Medina, and Councilmembers Deets, Nassar, Peltier, Schneider and Tirman 2. AGENDAAPPROVAL ORMODIFICATION/CONFLICT OF INTEREST DISCLOSURE Deputy Mayor Blossom asked to add al Legacy Tree Ordinance under New Business. Councilmember Peltier moved and Councilmember Nassar seconded to approve the agenda as amended. The motion were present. passed by unanimous consent. There were no confict of interest disclosures. 3. MAYOR'S REPORT -7:02F PM Mayor Medina proposed holding a joint land use training session with Design Review Board, City Council and the Planning Commission on June 20, 2018. 4. PRESENTATIONIS) A. Report from Kitsap Economic Development Alliance (KEDA) - Mayor Medina 7:06 PM John Powers provided an update to the Council on KEDA's 2018 activities to date. 5. UNFINISHED BUSINESS A. Discussion on Homelessness, AB 18-089. - Mayor Medina 7:26 PM Mayor Medina introduced the agenda item. Council discussed the topic with Kirsten Jewell from Kitsap County Housing Solutions Center, Phaedra Elliott from Housing Resources Bainbridge, and Maria Metzler from Helpline House. 1 B. Infrastructure Ballot Measure Task Force Non-Motorized Recommendations, AB 17-032- City Manager Schulze introduced the agenda item and described the process to put a measure on the ballot in November. Demi Allen, Chair ofl Infrastructure Ballot Measure Task Force Subcommittee on Non- Motorized Transportation, provided a presentation on their recommendations. Council's consensus was for stafft to come back with an ordinance fori further discussion on June 19,2018 to place a proposition on the November 2018 ballot to fund transportation safety improvements as recommended by the Infrastructure Ballot Measure Task Force. Council specified that the project percentages should bet targets rather than City Council 7:58 PM exact numbers, and environmental impacts should be considered. C. Update on Moratorium Workplan, AB 18-021 = Planning 9:04 PM Senior Planner Carr provided an update to Council on the moratorium workplan, including discussions with Design Review Board and Planning Commission on land use review procedures and decision-making authority, revision of subdivision standards, design guidelines framework, integration oft the Critical Areas Ordinance and the Shoreline Master Program, and the Affordable Housing Task Force recommendations. 6. NEW BUSINESS A. Proposed Options for Vincent Road Digester/Composter, AB 18-097 - Executive 9:34 PM Deputy City Manager Smith provided a presentation on proposed options fora Vincent Road Digester/Composter. Karen Brubeck and Heather Mulligan, Puget Sound Energy, provided information on the proposed project. Michael Smith, Impact Bioenergy, provided a presentation on anaerobic digestion. Deputy City Manager Smith summarized proposed next steps. Council's consensus was to proceed and discuss the project within 2019-2020 budget development B. Legacy Tree Ordinance - Executive 9:59 PM [Added] City Manager Schulze introduced the agenda item, and Council discussed the topic. MOTION: Imove to authorize the City Manager to deliver a draft ordinance to the City Council for Tirman/Peltier: The motion carried 5-1 with Deputy Mayor Blossom voting against and Councilmember consideration. Schneider abstaining. 7. REVIEW UPCOMING COUNCIL MEETING AGENDAS -1 10:15 PM A. Council Calendar Mayor Medina reviewed the upcoming calendar. Council's consensus was to start the remaining meetings in June at 6:00 p.m. Council agreed to postpone the initiative and referendum item toa a July meeting. 8.
