CITYOF BAINBRIDGE ISLAND SPECIAL CITY COUNCIL BUSINESS MEETING TUESDAY, JUNE 26, 2018 MEETING MINUTES 1. CALLTO ORDER/ROLL CALL/PLEDGE OF ALLEGIANCE Mayor Medina called the City Council meeting to order at 6:04 p.m. in Council Chambers. Mayor Medina, Deputy Mayor Blossom, and Councilmembers Deets, Peltier, and Schneider were present. 2. AGENDA APPROVAL ORA MODIFICATION/CONFLICT OF INTEREST DISCLOSURE- Mayor Medina said that the vote on the Deputy Mayor (agenda item 8(G)) will be postponed until the July 10,2018 meeting. Deputy Mayor Blossom asked to remove agenda item 8(), removal ofa a member froma citizen advisory committee. Mayor Medina asked to move the citizen advisory committee appointments (agenda item 9(G)) from the Consent Agenda to Unfinished Business under agenda item 80). Mayor Medina asked to add al letter from the Bainbridge Island Land Trust as a new agenda item 8(K). Councilmember Peltier moved and Councimember Schneider seconded to approve the agenda as modified. The motion passed by unanimous consent. There were no conflict of interest disclosures. Counci/members Tirman and Nassar participated remotely. 6:05 PM 3. PUBLIC COMMENT-607 PM Don Breiner asked Council to consider a design for a' Winslow Town Parkway: 4. MAYOR'S REPORT- 6:15 PM Mayor Medina mentioned that there is no meeting on July 3,2018. 5. CITY MANAGER'S REPORT - 6:16 PM Acting City Manager Schroer reported on 4th of] July activities; a clean audit report with no findings from the state auditor; and transitioning to the state business licensing program. 1 6. PUBLIC HEARING(S) 18-021 - Planning 6:18 PM A. Ordinance No. 2018-23 Relating to Extension of Moratorium for Certain Developments, AB Planning Director Christensen introduced the ordinance. Mayor Medina opened the public hearing at 6:21 p.m. Sal Morgan commented on growth on Madison Avenue. Betty Wiese spoke in favor of the extension oft the moratonum. Amy Tousley, Puget Sound Energy, sought clarification on the franchise utility. Nicola Yarbrough spoke in favor oft the moratorium. Debbie Hollyer spoke ini favor of extending the moratonum. Mayor Medina closed the public hearing at 6:29 p.m. MOTION: Imove to approve Ordinance No. 2018-23, amending Ordinance No. 2018-14, leaving the effective date oft the moratorium unchanged, and extending the moratorium for an additional 90 days. Peltier/Deets: The motion, as amended, carried 6-1; Deputy Mayor Blossom recused herself. AMENDMENT: Imove to amend my previous motion sO that iti is in reference to the version oft the ordinance that has been revised and discussed tonight. Peltier/Deets: The amendment was approved by unanimous consent. AMENDMENT:laso move to amend the main motion in Ordinance No. 2018-23 to extend the Peltier/Nassar: The motion failed 4-2 with Councilmembers Nassar and Peltier voting in favor; Deputy moratonum for 61 months instead of 90 days. Mayor Blossom recused herself. 7. UNFINISHED BUSINESS A. Ordinance No. 2018-24 Amending Title 2 of the Bainbridge Island Municipal Code to Add Consultations and Zoning Verifications, AB 18-110 6:54 PM Current Planning Manager Wright introduced the ordinance. MOTION:Imove to set the public hearing for Ordinance No. 2018-24 for July 10,2 2018, related to the addition of processes for a consultation meeting and a zoning confirmation letter. Blossom/Deets: The motion carried unanimously, 7-0. 2 B. Resolution No. 2018-20 Amending Bainbridge Island Municipal Fee Schedule for Preapplication Meetings and Adding Fees for Consultation and Zoning' Verifications, AB 18-115 Current Planning Manager Wright introduced the resolution, and Council discussed the item.
