BOROUGH OF AMBRIDGE Council Meeting: April 9, 2024 Live Meeting - Council Chambers MINUTES Executive Session was held to discuss Personnel and Legal Matters. I. Public Comment on/off Agenda Items (5 minutes per speaker) David Bell - 800- -15th St Ambridge Pa Mr. Bell spoke ofthe East Palestine Ohio incident and how the Water Authority had to check for different chemicals. The. Ambridge Water Authority had everything checked in our reservoir before the environmental people came to ask for chemical reports. Also he spoke of how AWA software was not hacked because we had al lot of firewalls compared to the Aliquippa Municipal software had issues. He just wanted to let the Council know that the AWA: always kept Council apprised of what was happening with the Water Authority. Mr. Pisano asked about how much revenue does the street sweeper bring in each year. ChiefDeLuca commented about $49,000.00. He suggested that the Borough change the sweeping hours from 7am -10am to possibly 10am - Ipm. He realizes that the signage would be a cost, but Council should consider it. Mayor Miller agreed with him. Mr. Leone also stated that we would have to change the ordinance as well, it would not be cost effective. A question was raised about # 2- graduation being the May 31St. Would this cause an issue? Mr. Leone commented that the main closure would be from Duss to New Economy way on 14th St only. He said he will get better details on logistics. ChiefDeLuca commented about the Senior parade for graduation. We will have to check with the school and maybe the school will have to change the route. Suggestion to delay the set up: for the Derby. The Chiefs suggested waiting and speaking to the school about the date situation. Consider/Discuss: Action to hire par-time/temporary Heart and Soul project assistant Rosiland Stanley for approximately 40 hours of work at $20.00 per hour as recommended by the H &S Committee. (wages will be paid from the H&S Grant fund & she will be 1099 as a Contracted. Service) Mr. Leone commented that he was asked to amend the action SO as not to exceed the amount of Motion to approve Heart and Soul hire made by Mr. Dunn, seconded by Ms. Gilliam. $5,000.00. Public Safety Committee - Mr. Prentice He commented that their recommendation for police officer McPhilomy was the only thing. He has nothing to add. Neither Chiefhad anything more to add. 2. Mayor's Report - Tina Miller She stated she had lunch with U.S. Congressman Chris DeLuzio- = they talked about money and what Ambridge needs - such as the bridge epairs/replacement. She also asked him to look into the FBI investigation on the Water Authority embezzlement situation and why the investigation is taking SO long. He also talked about the 19th St. corridor and Duss Ave.; we would like some Federal money to help us with our infrastructure, she also commented that she launched a "Mayor's Facebook Page"-it will be up and running soon. 3. Code Committee - Mr. Basalyga He stated they had a meeting and under the direction of Mr. Askar they put on hold about who lives here. They also spoke of the area ofl Merchant St where the Karate Studio is and the sidewalk not being open, which is open now. The Code Committee is also happy with ChiefLarrick and the Code Department with all they do. The Mayor asked ifs she could come to the next Code meeting - Mr. Basalyga said she could come to all their meetings. 4. Public Works Committee - Mr. Cafarelli Nothing to report as Mr. Cafarelli is absent. 5. Parks and Recreation Committee - Ms. Gilliam She stated that there is finalization of rental fees for our new Henning park. Our H & HI Park will have some programs & activities during the summer. She also wanted to expand the Parks & Recreation Committee to have residents sO we can have more events during the year. Anyone interested see her or Mr. Dunn or Mr. Basalyga. She also talked about P.J. Caul Park with the grass cutting and the trees. Mr. Dunn commented about the Buckeye tree that causes al lot ofissues with cleaning up the buckeyes during events. Mr. Dunn asked ifDPW can clean up the playground and road ruts in Panek Park. Mr. Leone stated it's on the list to be done. 6. Engineer's Report - Mr. Slagle He commented about the Columbia Gas report and doing work on the utility lines that cross with different lines in the Borough. They only found 11 lines throughout the Boro that need attention. He also talked about the Splash Pad. He also talked about updating the Borough's "Street Opening" Standard sO that when Columbia Gas comes in, we can make them toe the line SO that they do the right thing, also the Construction Standard is out of date as well. Some discussion about the Henning Park parking situation and the outdoor fitness parking. Mr. Askar made some suggestions about putting up signage for the Henning Park/Business Park Drive parking spots. 7. Solicitor's Report - Mr. Askar He stated an RTK appeal that he and the manager are working on, and he willl keep the Council apprised oft the outcome. Simms Construction's: attorney Mr. Quinn and a talk of a settlement, also, he reached out to. Attorney Gominsky that represents Mr. Tyson who bought the old PNA building, and he has not heard back from him, but they would like to get it resolved before the April 25 hearing. He also commented on the DCNR contract that has some revisions. 8. Manager's s Report - Mr. Leone He stated he attended the EPA Conference and he got to network with other municipalities. He also stated they started the wall mural on 5th St. Park. We received a $750.00 wellness grant from our new insurance provider. He had a meeting with Fire & Ice and the Chamber of Commerce, and those plans are going very well. Rick Villello from the DCED will be visiting Boro on April 24 @3pm - Council invited, he will ask for additional money for our streetscape project. They also asked Congressman DeLuzio and Senator Fetterman for money as well. May 22nd @4:30 will be having a meeting for the Walking Tour (Riverside Center for Innovation) at Fermata, Council welcome. 5- Also, the Splash Pad was tested 2 weeks ago, and we found some faulty piping when it was backfilled by the contractor and possibly drilled through aj pipe while installing the fence. Now in search of which pipe it is and will be repaired before our grand opening for the park. We also had some vandalism on the gate at Henning Park, which we are nowi installing cameras. X.
