MINUTES Borough of Ambridge - Workshop Meeting of Borough Council Tuesday, April 23rd, 2024-6 6:30PM I. Pledge of Allegiance III. Kim Vilella - Update on Bicentennial Celebration Events in June. Mrs. Vilella was absent. No update received. IV. Discuss/Consider Action to Advertise for Inter-Municipal Liquor License Transfer Hearing for On the Rock Caribbean Bar and Restaurant, LLC. located at 631 Merchant Street Ambridge from Giant Eagle, Inc. 1600 W. State Street Baden, PA 15005 to be held on May 28th at5 5:30 PM. Motion made by Mr. Cafarelli. Seconded by Mr. Basalyga. Mr. Leone stated that the previous submission from the attorney representing On the Rock Caribbean Bar and Restaurant LLCI had the incorrect address. The address is 631 Merchant Street. This correction was necessary for advertisement purposes. Discuss/Consider Action to approve the tree removal bid for P.J. Caul Park with a low quote in the amount of$1,900.00. Motion made by Ms. Gilliam. Seconded by Mr. Cafarelli. Mr. Cafarelli stated the bid is very good. Any time the cost is under $2000.00 for at tree removal is a very fair price. Discuss/Consider Action to approve Streetscape Contract amendment to include the landscape architectural design for P.J. Caul Park. Motion made by Mr. Basalyga. Seconded by Ms. Gilliam. Mr. Gill asked what changes are being made? Mr. Leone advised that the gazebo will now have an ADA ramp installed. Also, the park will have new benches, sidewalks, and lighting to match the Streetscape Project. Action to approve the EPA Contract with SGA Consultants and consultant team. (Pending Solicitor and Borough Managers final changes/approval) Motion made by Mr. Basalyga. Seconded by Mr. Dunn. Mr. Leone stated that the Solicitor has reviewed and made a few minor changes and has approved the contract. The Solicitor did save the Borough some travel time compensation. Mr. Gill questioned why the borough would pay for travel for the consultants' team. Mr. Leone advised that it is a professional services fee that is standard inr most professional contracts when travel exceeds one hour. Discuss/Consider Action to hire Part-Time Police Officer Michael Longo in training as recommended by the Public Safety Committee and Police Chief. Motion made by Mr. Cafarelli. Seconded by Mr. Prentice. Lieutenant Chickos stated that employment would be conditional upon Mr. Longo graduation and passing his certification. Mr. Gill asked ifthis is a normal process. Mr. Leone stated this is a way of speeding up making Mr. Longo available to perform police duties sooner than later. Lieutenant Chickos added it will get Mr. Longo ahead of the curve. Training is a three-month process. Mr. Gill asked if he would be insured. Mr. Leone stated he would be covered as any other part-time employee. Lieutenant Chickos added that Mr. Longo will spend most time studying the policies and procedures. Mr. Gill asked ifMr. Longo could leave after training. Lieutenant Chickos stated they Mr. Longo could leave. However, Mr. Longo is a lifetime resident of Ambridge and has expressed his desire to become of Police Officer in his hometown. Mr. Longo stated that he graduates June 21, 2024, will take his certification test on June 22, 2024, and results will be returned on June 24, 2024. Mr. Cafarelli stated that Mr. Longo is the current Constable and can perform both duties. Property Deed Transfers -2 properties we recently sold. Mr. Leone gave an update on the two properties that the Borough recently sold. The Solicitor will be preparing the necessary paperwork to transfer title to the new owners. 2. Glenwood Properties Mr. Leone gave an update on the status ofthe Glenwood properties. A few owners have since passed away. Anotheri is in arrears on the property taxes and will probably let go at tax sale. One property deed needs to be transferred. Another is still in escrow. Mr. Dunn asked if they could be fined for high grass. Mr. Basalyga asked ifit would be viable to have a realtor list the properties. Mr. Leone stated it would have to go through the bidding process. -3- 3. Junior Council Currently no candidates have signed up for. Junior Council. Mrs. Tessaro stated she will reach out to the School Board for a potential list of candidates; possibly do aj presentation for them. 4. - IPMC- Ticket Ordinance for Zoning/Code Violations Mr. Leone stated thisi is currently on hold but wanted tol keep it on the radar. He stated that the Solicitor, Code Enforcement, and himselfhavel been making significant progress though. Al hearing will be forthcoming on the old PNA property. 5. Part-Time Social Media position Mr. Leone stated they have conducted five interviews for the position and have narrowed itdown to three, while stating ALL the candidates were quality candidates and he thanked them all for applying. Mr. Prentice and Mrs. Gilliam will be conducting a more in-depth review of the remaining three candidates. 6. Part-Time Seasonal summer help Currently we have not received any applications for the summer help positions within the Borough. Officer Phan has approached some students ofhigh quality but has not received any applications to date. which Solicitor Askar has addressed. Mr. Leone gave a brief update on the Firemen's contract. One issue in regard to benefits Kim Turnley will be conducting training with Administration starting April 30, 2024. The accounting software will be updated, and she will be assisting in the integration. Mr. Cafarelli stated that a resident mentioned that an old alley has been blocked for years between Wilson and Pine Street, between 5th and 6th Streets. The alley used to bea throughway but has been closed for a few years. Council discussed briefly but no formal Ms. Gilliam stated there will be a Community Conversation at the Laughlin Memorial Library on May 1St between 5pm - 7pm.
