Avenue Doraville, Georgia 30340 Meeting Minutes 6:30 p.m. Arika Birdsong-Miller Interim City Clerk I. CALLTOORDER MayorJoseph Geierman called the meeting to order. II. ROLL CALL Council Members Gerald Evans, Andy Yeoman, Rebekah Cohen Morris, Christopher Henshaw, Maria T. Alexander and Stephe Koontz were present. III. PLEDGE OF ALLEGIANCE IV. APPROVAL OF MEETINGAGENDA Council Member Evans made a motion to approve the meeting agenda moving Doraville's Restaurant Week to Item #1. Council Member Koontz seconded the AYES/YES: Evans, Yeoman, Cohen Morris, Alexander, Henshaw and Koontz motion. The motion carried by unanimous vote (6-0). NAYS/NO: - ABSTAIN: V. REPORTS AND PRESENTATIONS 1. Update on Sesquicentennial Committee Council Member Henshaw explained that the Sesquicentennial Committee will havea a Car Show on June 26, 2021 with over 100 cars from all over the southeast region. There will be food trucks and other activities for the entire family. The Sesquicentennial Committee will also host a Brunch ini the Park at Autumn Park on July 17,2021 and encouraged everyone to join the celebration ofl Doraville's 150th year. 2. Update on Services Working Group Police Chief Atkinson stated that the sanitation has been handled by city staff and the budget items are being discussed in the current budget. A more detailed update will be provided next month. VI. UNFINISHED BUSINESS 1. Commercial tol Residential Conversions Planning and Community Development Director Naomi Siodmok explained that this is a proposed text amendment to: require the adaptive reuse ofo commercialindustrial buildings tor residential and vice versa receive a conditional use permit. This would include partial conversions and therefore live-work as well. Director Siodmok described thei text amendment is to require a conditional use permit (CUP) when reusing or converting an existing commercial or industrial building for residential use or vice versa, ini its entirety or partially. Council Member Henshaw thanked staff for this amendment that addressed this issue. Council Member Yeoman asked which zone is the live-work area. Director Siodmok stated that this is only allowed in thei mix use: zone which is T4-T6. 2.1 Permitting Food Trucks in Doraville Senior Planner. Austin Shelton this is a proposed text amendment to permit and regulate food trucks in Doraville. The proposed amendment defines what is ai food truck and creates regulations pertaining to location, hours of operation, signage, etc. Mayor Geierman asked if therei is al Firel Marshall: requirement. Senior Planner Shelton explained that therei is aj process that goes through DeKalb County that requires Fire Marshall approval. Council Member Cohen Morris wants to ensure that the food trucks are operating in a space that has adequate parking and space. Council Member Alexander asked ift the proposed text amendment would require a permit or a business license to vend int the city. Senior Planner Shelton stated that the surrounding municipalities have various approaching that allow food trucks to be vendors within their city limits. VII. NEW BUSINESS 1.City ofDoraville's Restaurant Week Council Member Evans explained the COVID-19 pandemic has negatively impacted the restaurant industry in a severe: manner. With vaccines in arms, and consumer confidence up, many have returned to restaurants. However, the industry still is overcoming a massive setback from the last year. As such aj promotional week targeting the important restaurant industry in our community is being proposed called. Discover. Doraville. Council Member Evans asked for $5,000 to cover expenses like a shuttle services, advertisement and swag and stated the money come: from the American Rescue Plan funds. 2. Car Washes and Recyele Water Requirements Discussion Planning and Community Development Director Naomi Siodmok introduced a text amendment toi require water recycling in more the new conveyor car washes. Director Siodmok stated that the proposed change would apply requirements for water: recycling also to in bay automatic car washes, and rebuilds of existing car washes. Requires all car washes (new and remodeled) utilizing more than five (5) gallons ofwater per minute to recycle water. 3. Combined Use Table Senior Planner Austin Shelton introduced aj proposal to create a combined use table: for all zoning districts. Planner Shelton described that this new code section (Sec. 23-902) would be created in the zoning ordinance with the combined use table. All use tables in individual code sections would be replaced by a single, comprehensive use table in a standalone code section. The use table would reference additional restrictions or requirements oft the code (e.g. tattoo parlors, massage/spa establishments, etc.). 2 4. Vehicle Parking Discussion Council Member Henshaw explained the proposal to create aj provision that allows homcowneryresidents in R-1 neighborhoods to park up to 2 vehicles between 8000 and 10000 Ibs. with no bare vehicle height restrictions (meaning nothing on top) via parking permit. said permit would bei issued by the city at no (or very low) cost and would be valid for the life off the vehicle at the registered residence. To obtain aj permit, you would need to show that the vehiclei is registered to the owner/tenant oft the single-family home and not registered to al business (located at the home or elsewhere). 5.] Discussion for American Rescue Plan Fund Uses City Manager Chris Eldridge proposed ways the City could use the money we will receive from the American Rescue Plan funds. The proposal on how to use ARP funds would address issues will include road improvements, staff stipends, and other much needed things in various departments. Mayor Geierman created 2 Council Committees that would come up with ways to best use the remainder oft the funds. VIII. EXECUTIVE SESSION Council Member Koontz: made ai motion to enter Executive Session to discuss legal matters. Council Member Evans seconded the motion. The motion carried unanimously (6-0). AYES/YES: Evans, Yeoman, Cohen Morris, Alexander, Henshaw and Koontz NAYS/NO:- ABSTAIN:- Council Member Henshaw made ai motion to adjourn from Executive Session, two legal matters were discussed.
