CALL TOORDER Mayor Joseph Geierman called the meeting to order. II. ROLLCALL Council Members Gerald Evans, Andy Yeoman, Rebekah Cohen Morris, Christopher Henshaw, Maria T. Alexander and Stephe Koontz were present. III. APPROVAL OF MEETING. AGENDA Council Member Cohen Morris made a motion to approve the meeting agenda as submitted. Council Member Koontz seconded the motion. The motion carried by AYES/YES: Evans, Yeoman, Cohen Morris, Alexander, Henshaw and Koontz unanimous vote (6-0). NAYS/NO: - ABSTAIN: IV. PUBLIC HEARING 1. Third Public Hearing on the FY2022 Millage Rate (Invitation for Public Comments) Finance Director. Angela Jackson explained that the rate at which local property taxes are calculated and the purpose is toj pay for the general operating expenses ofthe city. Director Jackson stated that the property taxes make up 43% oft the City's budget. The Rollback Millage Rate is the rate that would produce the same amount ofrevenues on last year's digest had reassessments not occurred. The Public Hearing opened to allow anyone to make public comments. 1. Susan Frazie, Oakcliff] Estates, stated that she stongly supports the proposed 9.75 Millage Rate because it supports the need to continue progressing. Ms. Frazie also doesn't think that the minor increase would cause a financial hardship to anyone. The Public Hearing closed with no additional comments. V. NEW BUSINESS 1. 02021-. Consideration of an Ordinance to set the FY2022 Millage Rate (15t Read) Finance Director Angela Jackson reviewed the FY2022 Millage Rate and proposed a 9.75 Millage Rate. Director. Jackson explained the Rollback Millage Rate is the rate that would produce the same amount ofrevenues on last year's digest had reassessments not occurred. 2. 02021-. Consideration of an Ordinance to Provide for the Adoption of a Budget, its Execution and Effect for the Fiscal Year beginning July 1, 2021 and ending June 30, 2022 (1st Read) Finance Director Angela Jackson went over the Proposed FY2022 Budget that included four budget amendments from City Council. 1. Budget Amendment 1: Council Member Yeoman Reduce proposed millage from 9.75 to 9.60 Reduce 61 months of Chief. Judge stipend Reduce court session from 24 per month to 16j per month Reduce Code Enforcement Officers from 41 to 3 for 11 months Add la contingency in the Recreation budget of$55,222 2. Budget Amendment 2: Council Member Cohen Morris Reduce proposed millage from 9.75 to 9.60 Reduce court session from 24 per month to 8 per month Reduce interpreter sessions from 24 per month to 8 per month Eliminate the Court Clerk position and related benefits Eliminate vacant temporary employee Increase citywide paving Add Peachtree Greenway Feasibility Study Add Honeysuckle capital improvements Increase staff salary 3% Reduce Code Enforcement by reducing officer or number ofhours worked 3. Budget. Amendment 3: Council Member Cohen Morris Reduce citywide park improvements Increase Brook Park improvements Increase Autumn Park improvements 4. Budget Amendment 4: Council Member Alexander Reduce court sessions from 24 per month to 16 per month Reduce Codel Enforcement Officer from 4 to3 Employee merit increase (scale 0-5%) Council Member Yeoman stated he is withdrawing his amendment. Council Member Cohen Morris believes her amendment will give adequate Code Enforcement for a city our size. Council Member Cohen Morris stated that raises for employees are: important and one wasi noti included in the proposed budget. Council Member Cohen Morris also explained that Budget Amendment 3 is dedicating the money to specific parks in] Doraville. Council Member Alexander stated that her amendment would reduce court sessions from 24 to 16 per month and reduce Code Enforcement from 4 officers to 3 officers. Council Member Alexander explained that her proposed amendment will give staffamerit increase based on performance. Council Member Koontz stated that Code Enforcement isi needed to Motion to re-open the Public. Hearing to allow a resident that was not present at the beginning of the meeting was made by Council Member Cohen. Morris and the. second was provided by Council monitor commercial businesses. Member. Evans. 2 1.Thomas Hart thinks the City ofDoraville should reduce the tax rate and instead staff should mange resources better. Mr. Hart believes the City of Doraville should havea7.5 Millage Rate. The Public Hearing closed with no additional comments. VI. ADJOURNMENT Council Member Cohen Morris made a motion to adjourn the City Council meeting. Council Member Koontz seconded the motion. The motion carried unanimously (6-0).
