CALL TOORDER Mayor. Joseph Geierman called the meeting to order. II. ROLL CALL Council Members Gerald Evans, Andy Yeoman, Rebekah Cohen Morris, Christopher Henshaw, Maria T. Alexander and Stephe Koontz were present. III. PLEDGE OF ALLEGIANCE IV. APPROVAL OF MEETINGAGENDA Council Member Henshaw made ai motion to approve thei meeting agenda as submitted. Resurfacing Project Bid Award was moved to. New Council Member Yeoman made ai motion to. Approve the Consent Agenda removing Doraville Restaurant Week and placing OakcliffRoad and Winters Chapel Road Resurfacing Project Bid Award on New Business. REPORTS AND PRESENTATIONS A. Report by ULI- Atlanta on Downtown Redevelopment Mrs. Daphne Bond-Godfrey, Urban Land Institute, provided a SWOT Analysis on Doraville's Historic Downtown. Mrs. Bond-Godfrey went over the: following: Strengths: City owns -13 acres adjacent to MARTA zoned for dense mixed-use with other public, institutional, and privately-owned surrounding sites available for Doraville's history as a transportation hub gives it tremendous access with MARTA, ,I-85, I-285, Buford Highway, New Peachtree, etc. Partial street grid connecting BuHi, MARTA, New Peachtree New streetscape project along New Peachtree Large target population /trade area within 15-minute drive range Doraville's existing multicultural fabric and rich restaurant identity Gray' Television puts Doraville on the map as a film capital New staffa and city leadership, both public and private, that can take a fresh, redevelopment unencumbered approach Lack ofb brand identity for Doraville No sense of "place" or arrival experience in downtown Doraville Heavy topography issues in the study area Challenged City-County dynamics (i.e., TAD, schools) Disconnected from Gray Television property Current TAD/IGA structure Weaknesses: Potential challenges transforming New Peachtree Road into pedestrian friendly experience Opportunities: Opportunity to create a vibrant, mixed-use town center 2 Celebration ofI Doraville's existing multicultural fabric: in a new downtown Reimagining the current MARTA footprint, including the primary station Obtaining better civic space/ /location for City of Doraville services and Using underutilized City-owned land to generate jobs, housing, civic and Shift from Assembly to Gray' Television site removed competition for Doraville Significantly enhanced tax base entrance employees cultural spaces tol bei the significant place and destination History ofconflicting viewpoints Potential sewer capacity issues City-County relationship Threats: New development as a threat to existing businesses Market timing and cycle crucial for project initiation B. Monthly Update by Assembly Developer Jay Gipson Mr. Gipson provided Mayor and Council an update that everything is still on schedule and that the target date for the groundbreaking is August 30, 2021. Council Member Henshaw thanked Mr. Gipson for allowing the Sesquicentennial Committee tol host the car show at Assembly. C. Quarterly Economic Development Update Mr. Lance Morsell, Economic Development Specialist, provided an update that included Downtown Re-Development Strategy, Small Business Outreach, Greenways: An Economic Engine, Revolving Brownfield Fund and Doraville's Restaurant Week. VIII. UNFINISHED BUSINESS IX. NEW BUSINESS 1. Defined Benefit Plan Amendment (15t Read) Mrs. Patricia Redfern, Human Resources Director, explained that our current Defined Benefit Plan offers al Late Retirement Benefit, allowing employees who have reached their Normal Retirement Date to continue employment and begin receiving their Plan benefit. The Plan does not otherwise disallow reemployment after retirement. Director Redfern asked that Mayor and Council Amend Section 5.02- Late Retirement Benefit from our Defined Benefit Plan. Employees wishing to retire must sever employment prior to collecting any benefit. Employees who have retired can apply to any opening in the City Motion to Waive First Read was made by Council Member Koontz and the second was provided by Council Member Alexander. Thei motion carried unanimously (6-0). and be considered for reemployment. 3 Council Member Cohen Morris made a motion to Approve the Defined Benefit Pan Amendment. Council Member Koontz seconded the motion. The motion carried by unanimous vote (6-0). NAYS/NO: - ABSTAIN: AYES/YES: Evans, Yeoman, Cohen Morris, Alexander, Henshaw and Koontz 2. Oakcliff Road and Winters Chapel Road Resurfacing Project Bid Award Mr. Chris Lafleur, Director ofl Public Works, explained that the road resurfacing project will utilize SPLOST funding and the amount requested includes a 10% contingency. This project will include the removal ofislands and chicanes along Oakcliff. Road as well as all necessary patching, overlay, and striping. Stewart Bros, Inc bid was $763,253.99 and was the lowest Council Member Yeoman made a motion to Approve the Resurfacing Project Bid Award. Council Member Evans seconded the motion, The motion carried unanimously AYES/ YES:-) Yeoman, Cohen Morris, Evans, Alexander, Henshaw and Koontz bidder. (6-0). NAYS/NO: - ABSTAIN: X. COUNCIL COMMENTS Council Member Henshaw thanked everyone that made the car show possible and stated that the Sesquicentennial Committee will host brunch at Autumn Park on Saturday, July 17,2021 and Waffle House will provide the food. Council Member Koontz encouraged everyone to get vaccinated. Council Member Yeoman stated that iti is so nice to see the OakcliffRoad Resurfacing Project begin. Council Member Cohen Morris stated that she is happy with the Downtown Development steps that Council Member Alexander thinks that the Downtown Development will attract others to come to the were outlined tonight. CityofDoraville. XI. EXECUTIVE SESSION Council Member Cohen Morris made ai motion to enter Executive Session to discuss Legal and Personnel Matters. Council Member Henshaw seconded thei motion. The: motion carried unanimously Council Member Koontz: made a motion to adjourn from Executive Session. Council Member Cohen (6-0). Morris seconded the motion.
