Present were Mayor Jake Ayers, Council Member Michael Taylor, Council Member Matthew Morgan, Council Member Mandy Neese, Council Member Mark Ayers, and Council Member Kandis Strickland. Also present were City Manager. Lisa Kelly, Assistant City Manager Niles Ford, City Attorney Alex Dixon, and City Clerk LeAnn Lehigh. Police Chief. Jeff Sheppard was not present at tonight'sn meeting. ORDER OF BUSINESS 1. Economic Development Opportunity The City has been contacted about providing natural gas to 16 poultry houses that are going to be built in the St. Marks area in Meriwether County. It could expand to approximately 40 poultry houses over time. Itv would require 71 miles of gas lines to bei installed. City staffi is asking for Council input. Matt Wilbanks with the Municipal Gas Authority of Georgia was: in attendance to answer questions about the gas expansion. One poultry house's gas usage is equal to 32 natural gas homes. The project costs would be around $473k, and the developer has said they would not contribute to those costs. Council agrees that the developer should contribute some up-front costs, as other developers have had to contribute similar costs and suggested negotiations with the developer toj pay for the expansion and offer ai rate discount fora specified period to offset the cost ofthe line. 2. Royal Theater d. AVITAudiolVisual Equipment & Labor As the construction oft the Royal Theater continues, A/V work is ready to begin. Thej plan is to open the Royal Theater by October 2024. Before the scaffolding is finished, mounting racks need to be installed to hang lighting and sound equipment. The City received a proposal from AVITin the amount of $400,639.29, which would cover all audio and video equipment, including the big screen. Funds would be used out ofai revenue overage in 2019: SPLOST funds. Staffi is asking Council to take action to approve thej proposal from AVIT at tonight'si regular meeting using SPLOST 2019 City Equipment as the funding The City is ready to begin looking for al Director for the Royal Theater. They are looking for someone with experience and knowledge ini running ai multi-use theater. The Director should bel hired as soon as possible to start booking talent for the Theater's opening in October. City Staff recommends having a panel/team of professionals in this field of work to assist in hiring the director. Council agreed that aj panel source. b. Theater Director is a good idea.
