CALL TOORDER Mayor Joseph Geierman called the meeting to order. II. ROLL CALL Council Members Gerald Evans, Andy Yeoman, Rebekah Cohen Morris, Christopher Henshaw, Maria T. Alexander and Stephe Koontz were present. III. PLEDGE OF ALLEGIANCE IV. APPROVAL OF MEETING. AGENDA Council Member Henshaw made ai motion to approve the meeting agenda as presented. Council Member Alexander seconded the motion. The motion carried by unanimous AYES/ YES: Evans, Yeoman, Cohen Morris, Alexander, Henshaw and Koontz vote (6-0). NAYS/NO:, ABSTAIN: V. PROCLAMATIONS ANDRECOGNITIONS 1. Doraville Difference Maker Honoring Recipient for November 2021 Council Member Koontz presented the Doraville Difference Maker Award to Ms. Susan Crawford. 2. Proclamation Recognizing Veterans Day Mayor Geierman presented the proclamation recognizing Veterans Day and thanked the 15 employees that work at the City of Doraville that served in the armed forces. 3. Proclamation Recognizing Hunger and Homeless Awareness Week Mayor Geierman presented the proclamation recognizing Hunger and Homeless Awareness Week to Executive Director of Cross-Cultural Ministries Virginia Cosgrove. VI. PUBLIC COMMENTS 1.Mike Wilensky, State Representative, gave an update on redistricting. 2. Tom Hart, Gordon Heights, stated his concerns about the Tree Ordinance tree canopy. 3. Susan Crawford stated that her neighbor cut down a lot of trees that help eliminate some street Noise on Oakcliffl Road. VII. CONSENT AGENDA- APPROVAL OF MINUTES 1. Resolution to Adopt the City of Doraville Comprehensive Plan 2022-2042 2. Resolution to support the CD CID and Chamblee in their TIP grant application for the 3. Resolution to Appoint Tim Lam to the City of Doraville's Downtown Development Authority Council Member Cohen Morris made a motion to approve the Consent Agenda. Council Member Alexander seconded the motion. The motion carried by unanimous vote (6-0). AYES/ YES: Evans, Yeoman, Cohen Morris, Alexander, Henshaw and Koontz realignment of Peachtree Boulevard. 4. Approval of August 18, 2021 City Council Meeting Minutes NAYS/NO: ABSTAIN: VIII. REPORTS AND PRESENTATIONS 1. Court Operations Update Report City Manager Chris Eldridge stated that the Court Clerk, Rochelle Sanderson, is making necessary changes to make court more proficient. Ms. Sanderson is working on condensing the amount of court session held and that change will bei implemented beginning in. January 2022. 2. City Manager Monthly Update community more involved. Chris Eldridge provided Mayor and Council with an update on things going on in various departments throughout the City. Mr. Eldridge stated that one oft the focuses throughout the city is getting the IX. UNFINISHED BUSINESS-NONE X. NEW BUSINESS 1. Consideration of Ordinance Creating the City of Doraville's Celebration Committee Director of Parks, Recreation, and Cultural Affairs Crystal Dawson explained that this ordinance would allow for the formation ofaf formal "Celebration Committee'. This committee would be aj permanent, yearly-appointed committee that would plan and conduct citywide events for their year ofs service. City events including 4th ofJuly, Halloween, Movies Under the Stars and Tree Lighting would remain with the Parks and Recreation Department Program Coordinator. The committee would use funding from the Council Member Koontz made ai motion to waive First Read. Council Member Cohen Morris seconded the motion. The motion carried by unanimous vote (6-0). AYES/ YES: Evans, Yeoman, Cohen Morris, Alexander, Henshaw and Koontz (First Read) general budget lines in Tourism. NAYS/NO: ABSTAIN: Council Member Koontz made ai motion to approve the Ordinance Creating the City of Doraville's Celebration Committee with changes provided by Director Dawson. Council Member Henshaw seconded the motion. The motion carried by unanimous vote (6-0). AYES/ YES: Evans, Yeoman, Cohen Morris, Alexander, Henshaw and Koontz NAYS/NO: ABSTAIN: 2 2. A-21-28 - Amendment to the Tree Ordinance to clarify a limit on Tree Removal Permits. (First Director of Planning and Community Development Naomi Siodmok explained that it was brought to attention ofs staff by an applicant that the current section governing tree removal permits on non- development properties does not clearly state the current permitting process as carried out by staff and places no limitation on the amount ofthese permits that can bei issued. This proposed amendment does Read) (Public Hearing). the following: Clarifies the review period for tree removal permits. Specifically states the requirements for tree removal permit applications, including a site plan. Limits the number of trees that may be removed as part oft this section to five (5) per year. There were no comments in favor of A-21-28. Against: 1.Tom Hart, Gordon Heights, thinks that the City needs an arborist to protect the trees. Council Member Koontz made a motion to waive First Read. Council Member Henshaw seconded the motion. Council Member Cohen Morris voted against the motion, sO the motion to waive First Council Member Cohen Morris made ai motion to reconsider the motion to waive First Read. Council Member Henshaw seconded the motion. The motion carried by unanimous vote (6-0). Council Member Koontz made a motion to waive First Read. COUNCIL COMMENTS Council Member Cohen Morris is excited for the upcoming holidays. Council Member Alexander congratulated incumbents on their victory in the election and Council Member Henshaw reminded everyone to sign up to volunteer to assist with the Council Member Koontz stated that she is looking forward to the 150th event in December. Mayor Geierman stated that he hopes to see a lot ofparticipation in the Kaboom playground thanked everyone for running for office. Kaboom playground build. buildout next week. 3 XIII. EXECUTIVE SESSION Council Member Alexander made a motion to enter Executive Session to discuss Personnel Matters. Council Member Koontz seconded the motion. The motion carried by unanimous vote (6-0).
