ROLLE CALL Council Members Gerald Evans, Andy Yeoman, Rebekah Cohen Morris, Christopher Henshaw, Maria T. Alexander and Stephe Koontz were present. III. APPROVAL OF MEETING AGENDA Council Member Alexander made a motion to approve the meeting agenda as presented. Council Member Henshaw seconded the motion. The motion carried by AYES/ YES: Evans, Yeoman, Cohen Morris, Alexander, Henshaw and Koontz unanimous vote (6-0). NAYS/NO: - ABSTAIN: IV. REPORTS AND PRESENTATION- None V. UNFINISHED BUSINESS 1. CDCID Mobility Study - Doraville Projects Director ofl Planning and Community Development Naomi Siodmok detailed the Chamblee Doraville Community! Improvement District Mobility Study projects. Director Siodmok went over the list ofj priorities and received feedback from Council on the projects that they would like to see move forward. VI. NEW BUSINESS 1. Adopt-A-Plot Director of Parks, Recreation, and Cultural Affairs Crystal Dawson explained that this new program is bring proposed after several request from community members to adopt green spaces in the City to care for. Director Dawson stated that thej purpose ofthis policy is to involve Doraville communities to protect and maintain Doraville's parks and open spaces and to re-emphasize the importance of parks and open spaces to the broader community of Doraville. 2. Invasive + Non-Native Species Senior Planner Austin Shelton explained that this item is a series of proposed amendments to require native trees and other plant species tol be planted as part of development or construction activities, and toj prohibit non-native invasive species from being used for planting anywhere in the City. Planner Shelton explained that these prohibitions are only applicable to activities that require Land Disturbance Permits (LDPs), landscape plans, or tree protectionmeplacement plans. These sections will not be applicable to individual single and two-family residential properties. The following code sections are proposed tol be amended: Sec. 5-277: Appendices in Tree Protection Plan requirements Chapter 5, Article XII - New section requiring native plantings - LCC Table 12B: LCC Prohibited non-native invasive species table - Sec. 23-2050: LCC landscape standards - LCC Table 12A: LCC Permitted tree table 3. Medical Marijuana Dispensaries Austin Shelton, Senior Planner, explained that Georgia state law recently permitted a limited number ofmedical marijuana dispensaries to open and operate around the state. Cecil believes that the companies wishing to open these dispensaries are looking for locations in metro. Atlanta. Council recently passed a 90-day moratorium on dispensaries in order to give staff more time to present options to Council. Planner Shelton stated that staffis proposing to add a new use for medical marijuana dispensaries. 4. City of Doraville TIP Application Director of Planning and Community Development Naomi Siodmok the. Atlanta Regional Commission (ARC) is soliciting Transportation Improvement Program (TIP) project funding proposals during Fall 2021. Federal funding from the Surface Transportation Block Grant Program (STBG), which includes the set-aside for Transportation Alternatives, ARC's Livable Centers Initiative (LCI) program, and the Congestion Mitigation and Air Quality (CMAQ) program will be awarded to implement projects which support the goals and objectives of the. Atlanta Region's Plan. Director Siodmok proposed to continue the momentum oft the Shallowford Road project, move toward a complete corridor with multimodal options, andj per ARC's recommendation, staff proposes applying for Shallowford Road for preliminary engineering and right-of-way acquisition. Preliminary Engineering and ROW are approximated to cost $364,800 and $76,000 respectively, which would require a $72,960 matchi in FY23 and $15,200 match in FY25. The total cost oft the project is approximately $3.5 million. Council Member Cohen Morris discussed feasible ways to establish automated text messages fori individuals receiving citations for Doraville Municipal Court in an effort to reduce the amount of failures to appear (FTA) and save court and PD: resources (due to FTA).
