REPORTS AND PRESENTATIONS 1. Jay Gipson with Gibson Company Mr. Gipson provided an update on the. Assembly Development. Mr. Gipson stated that they will begin pouring foundation as soon as possible and their timeline is still on tract for completion. PATH Foundation representative Nico Shen explained that thel PATH Foundation, in partnership with the City ofDoraville and Peachtree Creek Greenway, Inc., have prepared a draft Feasibility Study for the Doraville connection of thel Peachtree Creek Greenway. This trail would connect the Doraville MARTA station and city center to the larger Peachtree Creek Greenway that isj proposed to run from Brookhaven and north Atlanta to Gwinnett County. The proposed trail would be approximately 3.61 miles total, and would create ai recreational loop around the southern portion of the city, in addition to the aforementioned connection to the larger metro trail network. 2. Peachtree Creek Greenway Feasibility Draft Presentation 3. Art Master Plan Adoption Art Commissioner Sarah Marks outlined the goals, implementation strategies, evaluation criteria, process, responsibilities, maintenance, and funding opportunities for public art. Commissioner Marks described the overarching goal oft the Doraville Public. Art Master Plan is to increase the availability, accessibility, and quality of public art throughout the City of Doraville. Doraville is seeking works of public art that reflect the spirit oft the city ofI Doraville, its residents, and the Council Member Koontz made a motion to waive First Read oft the Art Master Plan Adoption. Council Member Henshaw seconded the motion. The motion carried by unanimous vote (6-0). Council Member Koontz made a motion to approve the Art Master Plan. Council Member Alexander seconded the motion. The motion carried by unanimous vote (6-0). City Manager Monthly Update Chris Eldridge provided Mayor and Council with an update on things going on various departments throughout the City. Mr. Eldridge informed Council that the new Human Resources manual is completed and the new Finance Director will start on January 31, 2022. IX. UNFINISHED BUSINESS-None X. NEW BUSINESS 1.A Appeal of the City of Doraville's Petroleum Terminal Identification Card Attorney Carey. Johnson, legal counsel for Mr. Jason Bernard Washington, explained to City Council 2 that Mr. Washington pled guilty to a felony which cause him tol have his petroleum terminal identification card. Attorney. Johnson stated that Mr. Washington has been driving semi-trucks for 25 Attorney Bill Riley, legal counsel for Doraville, explained that his felony disqualifies him from being Council Member Cohen Morris made a motion to grant Mr. Jason Bernard Washington his petroleum terminal identification card. Redistricting and Council Representation City Attorney Cecil McLendon explained that it has been discussed that the City's districts be reduced to two. There are two possible approaches to accomplish this. One version would maintain a 6- member council with ai mayor and the other would reduce the council to 5 members and the mayor. The 5-member plan would require ai referendum and give the mayor voting rights on all issues presented before council, but without veto powers. Additionally, one council member would be at- large representing both districts. The 6-member plan would still reduce the City to two districts from three, with two posts in each, but each district would elect ai member at-large from within that district. Council Member Cohen Morris made ai motion to adopt the Resolution ofthel Map on page 122 oft the packet. Council Member Henshaw seconded the motion.
