V-22-01,02,03 - Request for variances to increase the front building setback, allow the front façade not to be parallel to the roadway, and allow more curb cuts than permitted for a senior apartment building at 3900 Motors Industrial Way (First Director of Planning and Community. Development Director Naomi Siodmok explained This site is part oft the former General Motors Doraville assembly plant. The site was closed in 2008 and demolished in 2011. Redevelopment into a high-density mixed-use district was initially proposed in 2014. In 2021, this property was bought by GRAY Media, Inc., inj partnership with Jay Gipson and the Gipson Company. The entire site was rezoned from SD-1 to SD-3, and a new Special Area Plan (SAP) was created to govern zoning and building regulations within the district, per the Zoning Ordinance and the Livable Community Code (LCC). The applicant, Dipakkumar Pathak, represented by Joe Eddings, seeks variances from Sec. 23-1203 and 23- 2049(e)(I)ofthe: Zoning Ordinance, which covers parking and parking location V-21-17 - Section 23-1203 - Reduce required parking spaces from 21 to 15 V-21-18 - Section 23-2049 (e)(1)-A Allow parking in the first layer. Properties are proposed to be rezoned from R-1 (Single-Family Residential) to T-4 (General Urban). A-22-01 - Amend the Zoning Ordinance to create standards for residential unit Director of Planning and Community Development Director Naomi Siodmok explained the intent oft the proposed text is to provide added residential unit density for developments providing benefits such as public art, greenways and greenspace, and affordable housing as well as constructing development next to transit. To receivea density bonus, developments must be able to accommodate additional units within the same building height, building stories, and lot coverage allowed by the zoning district to ensure consistency with the context of the area. Density bonuses are subject to the approval of City Council and may not bei in excess of100% ofthe original, maximum density oft the zoning district. Properties are proposed tol be rezoned from M-1 (Light Manufacturing), C-1 (Neighborhood Commercial), and C-2 (General Business) to 0-I(Ofice-lnstinutional) and O-W Oftice-Warehouse). Council Member Cohen Morris made a motion to approve Z-21-18. Council Member Henshaw seconded the motion. The motion carried by unanimous vote (6-0). Properties are proposed to be rezoned from C-1 (Neighborhood Commercial) and C-2 (General Business) to T-5 (Urban Center). Council Member Cohen Morris made ai motion to approve Z-21-19. Council Member Evans seconded Industrial Boulevard from C-1 and C-21 to' T-5. (Second Read) the motion. The motion carried by unanimous vote (6-0).
