CALL TOORDER Mayor. Joseph Geierman called the meeting to order. II. ROLL CALL Council Members Gerald Evans, Andy Yeoman, Rebekah Cohen Morris, Christopher Henshaw, Maria T.. Alexander and Stephe Koontz were present. III. PLEDGE OF ALLEGIANCE IV. APPROVAL OF MEETINGAGENDA Council Member Yeoman made a motion to approve the meeting agenda moving Consent Agenda Item #6 (Emergency Stormwater Repair) to New Business. Council Member Evans seconded the motion. The motion carried by unanimous vote (6-0). AYES/ YES: Evans, Yeoman, Cohen Morris, Alexander, Henshaw and Koontz NAYS/NO: - ABSTAIN: V. REPORTS AND PRESENTATIONS 1. Presentation of Police Department Awards ChiefAtkinson and Deputy Chief Harris recognized employees in the Police Department including Police Officer oft the Year and Supervisor oft the Year. Superintendent Cheryl Watson-Harris detailed the DeKalb County School District Comprehensive Master Plan. Council inquired about how the children who reside in Doraville were zoned for schools that were further away from their homes. 2. Update of DeKalb County Schools 3. Jay Gipson with Gibson Company Mr. Gipson provided an update on the Assembly Development. Mr. Gipson stated that earlier today they poured 1,000 cubic yards of concrete and the project is right on target with the schedule provided to Council at the beginning ofthis project. 4. € City Manager Monthly Update departments throughout the City. Chris Eldridge provided Mayor and Council with an update on things going on various VI. PROCLAMATIONS AND RECOGNITIONS 1Doraville Difference Maker for February 2022: Sarah Marks February 2022 for her many contributions to Doraville Art. Council Member Alexander presented Sarah Marks with the Doraville Difference Maker Award for 2. Proclamation Recognizing Arbor Day Saturday at the Doraville Unity Garden. 3. Proclamation Recognizing Black History Month on Saturday to Mt. Caramel Baptist Church. 4.1 Proclamation Recognizing Korematsu Day Mayor Geierman stated that proclamation recognizing Arbor Day that he will present on Mayor Geierman stated that the proclamation recognizing Black History Month will be presented Mayor Geierman read the proclamation in recognition of Korematsu Day. Council Member Koontz quoted Mr. Fred Korematsu famous quote "If you have the feeling that something is wrong, don't be afraid to speak up". VII. PUBLIC COMMENT 1. Ryan Maltese, Vice Chair of" Tapestry Public Charter School, thanked Council for speaking up for Doraville's children to DeKalb's Superintendent. Mr. Maltese stated that hel had a septic tank issue at his home on McClave Drive and was quoted $100,000 to tie into the city' s sewer system. 2. Katelyn Burton, City Planner, thanked Council for the warm welcome in her new role as an employee with the City ofDoraville. 3. Hannah Osaga, DeKalb resident since 1984, is an advocate for the children in Doraville in the fight 4. Tom Hart, Gordon Heights, happy to see the agenda item regarding City Attorney on the agenda. 5.1 Dawn O'Connor, McClave Drive, thanked Council Member Koontz and Council Member Cohen Morris for bringing up the racial gerrymandering that has been going oni in Doraville for 30years. against segregation. Resolution to advance actions based on the Safe System approach as a participate in the National League of Cities Safety First 9. Resolution for Accommodation Tax 2 Council Member Cohen Morris made a motion to approve the consent agenda as presented. Council Member Koontz seconded the motion. The motion carried by AYES/ YES: Evans, Yeoman, Cohen Morris, Alexander, Henshaw and Koontz unanimous vote (6-0). NAYS/NO: ABSTAIN: IX. UNFINISHED BUSINESS- None X. NEW BUSINESS 1. Emergency Stormwater Repair - Tilly Mill Road City Manager Chris Eldridge and Public Works Director Chris LaFleur answered question from Council Tilly Mill Road Drainage Pipe Replacement Project. Council Member Yeoman wanted to know why stripping wasn'tincluded in the quote. Director LaFleur stated that the stripping will not be affected, but ifit is the City will restripe the Council Member Henshaw made a motion to approve the Emergency Stormwater Repair at Tilly Mill Road. Council Member Alexander seconded the motion. The motion carried AYES/ YES: Evans, Yeoman, Cohen Morris, Alexander, Henshaw and Koontz street. by unanimous vote (6-0). NAYS/NO: ABSTAIN: XI. OTHER BUSINESS -None XII. COUNCIL COMMENTS Council Member Koontz stated that she used to tutor students at Carrie Reynolds and a second grader said when they visited another school that she understood that they aren't supposed tol have a nice school.
