CALL TOORDER Mayor Joseph Geierman called the meeting to order. II. ROLLI CALL Council Members Gerald Evans, Andy Yeoman, Rebekah Cohen Morris, Christopher Henshaw, Maria T. Alexander and Stephe Koontz were present. III. APPROVAL OF MEETINGAGENDA Council Member Alexander made a motion to approve the meeting agenda as presented. Council Member Cohen Morris seconded the motion. Thei motion carried by AYES/ YES: Evans, Yeoman, Cohen Morris, Alexander, Henshaw and Koontz unanimous vote (6-0). NAYS/NO: - ABSTAIN: IV. PROCLAMATIONS AND RECOGNITIONS 1. Proclamation Recognizing Women's History Month Doraville City Council Member, Pam Fleming. Mayor Geierman presented the proclamation recognizing Women's History Month former 2.1 Proclamation Recognizing International Women's History Day Mayor Geierman presented the proclamation recognizing International Women's] History Day to the President of Global Federation of Chinese Business Women (Atlanta Chapter) Lucy Liu. 3.1 Doraville Difference Maker for March 2022 Mayor Geierman explained that for the March 2022 Doraville Difference Maker Award he selected Cindy Bradford who Mayor Geierman described as a friend and at tireless advocate for our community, who is unfortunately no longer with us. Sally Powell accepted the award on behalf of Cindy Bradford. V. REPORTS AND PRESENTATIONS 1.1 Presentation on Crime in Doraville and included the clearance: rates. Police Chief Atkinson explained the violent crimes in the City of Doraville and compared 2019, 2020, 2021, and the first part of2 2022 to show trends that the Police Department is experiencing 1 VI. UNFINISHED BUSINESS- None VII. NEW BUSINESS 1. Park SPLOST Director of Parks, Recreation, and Cultural Affairs Crystal Dawson gave insight into the ongoing goals and future plans of park improvements. 2. City Center Space Needs Assessment City Manager Chris Eldridge explained that Sizemore Group was contracted to explore the space needs for City operations, as well as options for consolidation of operations into a hypothetical, single or multiple purpose-built facility at the same or similar location. The key tasks were to assess the current downtown City-owned properties to determine ift they are serving their intended role, assess the department current and future space needs to accommodate growth and assess consolidating services for the future integration of City facilities into a dense, walkable, downtown Doraville. Mr. Eldridge went over the space needs determined by the Sizemore Group for each department. 3.R-1 Multi-tenant Rentals Council Member Koontz discussed the policy around an R-1 property owner having individual rental agreements for a single address. Council Member Koontz further discussed event spaces rentals that are in thel R-1 zoning district. 4. Addison Road Safety--Temporary Modification Proposal Mayor Geierman explained that for several years, there has been aj problem with drunk drivers traveling down Addison Road late on weekend nights. The road has several steep curves, which the drivers seem to overcompensate for, resulting in several crashes and other dangerous incidents. The council previously installed speed humps along the road, but this has not remedied the situation, and it may have gotten worse since. Ibelieve the problem is that Addison Road has become a cut-through route on Google Maps and other navigation services, and the drivers coming through are: not prepared for the significant curves on the road. Mayor Geierman requested that Council authorize a trial to attempt to adjust traffic patterns and make Addison Drive safer- - particularly for residents, bike riders and pedestrians. It think this could be accomplished by cutting the street off to motorized vehicle traffic at either its intersection with Wheeler, Colquitt or Shallowford. VIII. EXECUTIVE SESSION Council Member Cohen Morris made ai motion to enter Executive Session to discuss Real Estate, Legal and Personnel Matter. Council Member Alexander seconded the motion. The motion carried by Council Member Henshaw made a motion to adjourn from Executive Session with no action taken. Council Member Alexander seconded the motion. The motion carried by unanimous vote (6-0). AYES/YES: Yeoman, Cohen Morris, Evans, Alexander, Henshaw, Koontz unanimous vote (6-0). NAYS/NO:- ABSTAIN:- 2 SD-1 district. Review is needed for these rules and their applicability to areas outside of the SD-1 district. Council Member Koontz requested a review the sign ordinance language that covers height and wall signs. Update to incorporate "T"z zoning classifications outside ofthe 5.C Charter Change - Declaring an Emergency/ Ratification by Council at Next Meeting Mayor Geierman explained that Section 2-57 ofour charter covers the Authority of Mayor to declare emergency." Given our experience with states of emergency over the last few years, I'd like to propose a change to this section. The current list ofitems that the mayor may declare as state of emergency for are when: (1)That there is extreme likelihood of danger of destruction ofl life or property due to unusual conditions. (2) Unusual or extreme weather conditions, making use of City streets or areas difficult or impossible. (3) Civil unrest, commotion or uprising is imminent or exists. (4) There is a stoppage or loss of electrical power affecting ai major portion oft the City. Mayor Geierman suggested the Council add ai fifth provision of"for other good cause." This would cover public health emergencies as well as other situations that have not been contemplated. SD-1 District. Review types of prohibited signs (roof). VII. EXECUTIVE SESSION Council Member Cohen Morris made ai motion to enter Executive Session to discuss Legal Matters. Council Member Alexander seconded the motion.
