The area is comprised of several undeveloped vacant parcels of land and dilapidated structures. The area has been a place where illicit behavior occurs including drug use and vandalism. The current right-of-way of Weems Street, Barham Street, Babb Street, Williams Street is not adequate for standard pavement width and utilities. The areai is within walking distance of downtown. Area 3: Rosenwald Neighborhood. The area is bound by Rosenwald Drive tot the north, E. King Roadi tot the east, SR 20 to the south, and W. King Road to the west.
