CITY OF DEMOREST City Council Work Session May 26, 2020 Regular Session Meeting Minutes ATTENDEES Nathan Davis, Councilman John Hendrix, Councilman (via phone) Sean Moore, Councilman Rick Austin, PhD, Mayor Kim Simonds, City Manager/Clerk Joey Homans, City Attorney Joely Mixon, City Treasurer AGENDA ITEMIa and I: INVOCATION AND PLEDGE TO THE FLAG The May 26, 2020 Demorest City Council regular monthly meeting was held in the Demorest Municipal Building located at 125 Ivy Street. Cornelia Mayor. John Borrow, a guest, opened with the invocation and pledge to the flag. AGENDA ITEM I: CALLTOORDER Mayor Austin called the meeting to order at 6:03 p.m. AGENDA ITEM IV: APPROVAL OF AGENDA Mayor Austin called for a motion to approve the agenda. Amotion was made by Councilman Moore and seconded by Councilman Davis to accept the agenda as printed. ACTION: The agenda was approved as printed (3-0) AGENDA ITEMV: APPEARANCE AND PUBLIC COMMENTS Shaun Cowart, al Demorest water customer appeared to contest a high water bill. After a short discussion it was decided that the city would adjust his bill to as six-month average. Joely Mixon, City Treasurer, presented the most recent financials (see attached). AGENDA ITEMVI: FINANCIALS AGENDA ITEM VII: DEPARTMENT HEAD REPORTS Rob Stein reported for Fire Chief Ken Ranalli that the ladder truck has been repaired and is working well. Police Chief Robin Krockum reported a problem with two more of the cruisers with the fans damaging Public Works Director Bryan Popham reported that the work at the hospital is nearly complete. He said that Twin Rivers Resort has requested to set twelve meters and would take. 50 mile of pipe to go through the resort. It was decided that Turnipseed would be consulted and the customerwill be asked Mark Caudell, Wastewater Department employee, was introduced to everyone. He has been managing the radiator. AGENDA ITEM VII!: SPLOST Ms. Mixon presented the requests from departments for SPLOST 2021 (see attachment). Councilman Hendrix asked that the numbers be tweaked slightly to change the Fire Department from 34%1 to 32.5% (reduction of $30,000) and that amount be added to Roads, Sidewalks, & Bridges. Ultimately it was decided to addi it toi the Public Facilities line item instead. A motion was made by Councilman Hendrix and was seconded by Councilman Moore to accept the SPLOST plan with this revision. ACTION: The motion to accept the SPLOST. 2021 plan with a revision to the Fire line (less $30,000) and arevision to Public Facilities (plus $30,000) was unanimously approved (3-0). See attachment Cornelia's Mayor, John Borrow, and City Manager, Dee Anderson, spoke to the group asking that Demorest join with them to vote for the hybrid method of distribution for SPLOST 2021. After a short discussion Councilman Hendrix made a motion to agree with Cornelia and endorse the hybrid method. ACTION: The motion to endorse the hybrid method for SPLOST 2021 was unanimously approved (3-0). Att this point in the meeting Mayor Austin accused Ms: Simonds of illegal activities in relation to contracting and consulting with attorneys for the dismissal of the City Attorney. He called for a motion toi terminate her for the activities. Such a motion was made by Councilman Moore. The motion died for The Mayor then asked that ai third-party investigation be opened into Ms. Simonds' activities and possible misdeeds. Such a motion was made by Councilman Moore. The motion died for lack ofa AGENDA ITEM IX: CONSIDERATION OF MOTION TO ENTER INTO EXECUTIVE SESSION There was no business requiring the adjournment into Executive Session.
