City of Grovetown REGULAR COUNCIL MEETING February 12, 2024 6:30 p.m. The regular meeting oft the Grovetown City Council was held on Monday, February 12, 2024, at 6:30 p.m. in the Council Chambers. Present were Mayor Gary E. Jones, Mayor Pro-Tem Eric Blair, Councilmember A. Also, present were City Administrator Elaine Matthews, Finance Director/Asst. City Administrator Bradley Smith, ITI Manager David Nile, Planning and Community Development Director Ronnie Kurtz, Fire Rescue Chief Wayne Kent, Police ChiefJamey Kitchens, Utility Service Director Keith Lyons, General Services Director David Carlin, Public Information Officer. Jordan Johnson, City Attorney Chris Dube and City Clerk Richard Bowman and Councilmember Sylvia Martin. Brian Henderson. Council conducted a work session to review agenda items at 6:00 p.m. 1. Call Meeting to Order/Amnouncement of Quorum Mayor. Jones called the meeting to order at 6:30 p.m. and acknowledged a quorum. 2. nvocation/Pledge of Allegiance Councilmember Bowman gave the invocation, followed by the Pledge of Allegiance. 3. Approval of Agenda all in favor and the motion carried. Councilmember Martin made a motion to approve the agenda. Councilmember Bowman seconded the motion, 4. Approval of the. January 8, 2024 Regular Meeting Minutes Martin seconded the motion, all in favor and the motion carried. Councilmember Blair made ai motion to approve the January 8, 2024 regular meeting minutes. Councilmember 5. Committee Chair Reports Public Safety Councilmember Blair reported the call volume for the Police Department and Fire Rescue Department, he also included the statistics for the Police Department, Criminal Investigation Division, and K-9 unit for the month of January. He also reported that the Police Department hosted aj proactive patrol during the month and compiled 42 stops, 20 warnings, 8 citations, and seized drugs from two separate traffic stops. Councilmember Blair congratulated Sergeant William Loomer for completing the undercover chat operation recertification course at the GBI headquarters. He also announced that on Friday, February 9, 2024, the Police Department started the Citizens Law Enforcement Academy. Councilmember Blair reported that Fire Rescue conducted annual ground serial ladder testing, shift three conducted forcible entry testing, and all shifts conducted firefighter cancer Page 1 of5 awareness training. He also reported that Fire Rescue conducted medical assessment and scenario training with the Medical Officer Jason McVoy. Councilmember Blair reported that Fire Rescue conducted three days of training on personal protective, response drills and apparatus understanding. Utility Billing and Utility Services The report was deferred to Utility Services Director Keith Lyons. Planning and Development Councilmember Bowman reported on the permits that were issued during the month ofJanuary. He also reported Code Enforcements statistics for the month of] January. Councilmember Bowman mentioned that since itis political season candidates will be putting out signs and to be mindful oft the placement and location of campaign signs. General Services Councilmember Martin reported on Streets and Sanitation statistics for the month ofJanuary. She thanked Leisure and Recreation, Streets and Sanitation and Facilities Maintenance for keeping the sidewalks and streets free ofi ice during the storm. Councilmember Martin reported that the vac truck was used to collect 86j piles of leaves and the street sweeper collected 7.23 tons ofwaste and debris throughout the City. She also reported the beautification the General Services Department performed around the City and at the parks. Councilmember Martin announced that on Saturday, March 23, 2024, Leisure and Recreation will host the Spring Fest from 11 a.m. to 2 p.m. at the fields at Liberty Park. She also announced that on Saturday, April 27, 2024, from 9a.m. to 12 p.m. the City will host the Mayor's Community Clean-up Day. Councilmember Martin thanked Leisure. and Recreation for hosting the first ever Valentines Senior Social on Saturday, February 10, 2024. She especially wanted to thank Donna South, Cherly Bertsch, and Rachel Cantrell for their hard work setting things upi for the social. Administration The report was deferred to City Administrator Elaine Matthews. 6. Financial Statement Councilmember Blair made a motion to approve the financial statement. Councilmember Martin seconded the motion, all in favor and the motion carried. 7. Employee of the Month oft the month award for. January 2024. City Administrator Elaine Matthews presented Leisure and Recreation worker David Jenkins with the employee 8. Appointment of an Ad Hoc Committee to Study Issues with Rough Trash Pickup Councilmember Bowman to the committee to serve with Councilmember Martin. City Administrator Elaine Matthews asked Mayor Jones to appoint ai new member to the ad hoc committee since: former Councilmember Fisher had served on the rough trash pickup committee. Mayor. Discussion of Recognition of Grovetown Theater Group (Mr. Dan McGill) Councilmember Blair wanted to request the recognition of Grovetown Theatre Group Director Dan McGill to Mayor and Council. Councilmember Blair briefly discussed the activities oft the theatre group and the leadership and dedication ofMr. McGill. Mayor and Council agreed to give recognition to them at the March 2024 council meeting. 10. Mayor: and Council Public Announcements Councilmember Martin mentioned that where Newmantown Rd. and Robinson Ave. intersect and also where Old Berzelia Rd. and Grovetown Harlem Rd. intersect that she would like to see the placement of portable traffic control lights. Councilmember Martin and Councilmember Blair will study thej pricing and provide Councilmember Bowman mentioned that he would like toj propose that the City have a monthly recognition ofa veteran. He wants to focus on Vietnam and Korean War veterans that are residing in the City. Councilmember Bowman stated that he is still working out the details on it but will try and present it at the next council meeting. Councilmember Blair responded to Councilmember Martin's report that there were eight Georgia Power light poles out. Councilmember Blair stated that ifyou happen to see one out to please look for the placard with the street light number oni it and report it to Georgia Power or contact City Hall sO the City can submit a work ticket tol have it repaired. Councilmember Blair announced that there will be six elections this year and to please make sure you exercise your right to vote. He also wanted to remind those citizens who live in District 125 that tomorrow Tuesday, February 13, 2024, is the special election for State House Representative District 125. information to Mayor and Council at the off-site budget meeting. 11. Citizens Comments Phillip McCormick addressed Mayor and Council regarding the rezoning of210E. Robinson Ave. He discussed Susan Thrush addressed Mayor and Council with her concerns about the rezoning of210 E.
